ORDINANCE NO. 8 7-15
AN ORDINANCE ADOPTING THE THOKOUGHFAR.E PLAN
1987-2030 OF THE CITY OF GRAPEVINE, TEXAS;
AMENDING THE COMPREHENSIVE MASTER PLAN
ADOPTED BY ORDINANCE NO. 87- 1 PASSED
ON Februarv 17 , 1987 BY REPEALING SECTION V
RELATING TO TftANSPORTATION; PROVIDING A
� SEVERABILITY CLAUSE; DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTNE DATE.
WHEREAS, after substantial study and numerous publie hearings and
� meetings of the City were conducted at which the public was invited to attend and
express their views, a thoroughfare plan (the "Thoroughfare Plan 1987-2030") was
prepared by Freese and Nichols, Inc., for the City of Gra.pevine, Texas (the "City");
and
WHEftEAS, the Thoroughfare Plan 1987-2030 is intended to replace the
provisions regarding transportation in the Comprehensive Master Plan adopted by
Ordinanee No. 87-1�passed on February 11 , 19 8?, and
WHEREAS, Section V of the Comprehensive Master Plan relates to
transportation; and
WHEREAS, the City Council finds and concludes that adoption of the
Thoroughfare Plan 1987-2030 and the repeal of Section V of the Comprehensive
Master Plan relating to transportation is in the best interests of the public and in
support of the health, safety, morals and general welfare of the City, and
WHEREAS, all references to any transportation or thoroughfare plan
conta.ined within the Comprehensive Master Plan of the City adopted by Ordinance
No. 87-11 passed on Februarv 11 , 19 87 should be amended to refer to the
Thoroughfare Plan 1987-2030.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:

Section 1. That all of the above premises are found to be true and eorrect
and are incorporated into the body of this ordinance as if copied in their e�rtirety.
Section 2. The Thoroughfare Plan 1987-2030, a true and correct copy of
which is on file with the City Secretary of the City of Grapevine, Texas, is hereby
adopted by the City Council as the master thoroughfare plan of the City.
Section 3. The Comprehensive Master Plan, adopted by Ordinance
No. 87-11, passed on Februarv 11 , 198 7 , is hereby amended by
deleting Seetion V of the Comprehensive Master Plan, in its entirety, which relates
to transportation, and any reference contained in said Comprehensive Master Plan
to any transportation or thoroughfare plan is hereby amended to refer to the
Thoroughfare Plan 1987-2030.
Section 4. If any section, article, paragraph, sentence, clause, phrase or
word in this ord.inance, or application thereto any person or circumstances is held
invalid or uneonstitutional by a Court of competent jurisdiction, sueh holding shall
not affect the validity of the remainii�g portions of this ordinanee; and the City
Council hereby declares it would have passed such remaining portions of the
ordinance despite such invalidity, whieh remaining portions shall remain in full force

Section 5. The fact that the present ordinances and regulations of the City
of Gra.pevine, Texas, are inadequate to properly safeguard the health, safety,
morals, peaee, and general welfare of the inhabitants of the City of Grapevine,
Texas, creates an emergency for the immediate preservation of the publie business,
property, health, safety and general welfare of the publie which requires that this
ordinance become effective from and after the date of its passage and it is
accordingly so ordained.
