HomeMy WebLinkAboutORD 1987-024TO: SITE PLAN REVIEW COMMITTEE MEMBERS FROM: RON STOMBAUGH, PLANNING AND DEVELOPMENT MANAGER DATE: DECEMBER 17, 2008 SUBJECT: CONDITIONAL USE REQUEST CU08-24, LOT 1, BLOCK 1, COOK'S SUBDIVISION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU87-02 (Ord. 87-24) approved at the March 19, 1987 meeting for on -premise consumption of alcoholic beverages in conjunction with VFW Post #10454 and take any other action necessary. Originally approved in 1987, Chapter 4, Alcohol Beverages, of the City's Code of Ordinances specifically exempts the VFW from the 50/50 food sales to alcohol beverages sales requirement that other restaurants and clubs within the City have to meet. This case was considered at the October 21, 2008 meeting and was approved with the condition that a new site plan, floor plan and building elevations be considered by the Site Plan Review Committee. The applicant had initially submitted a plan that proposed a partial second story but just prior to the public hearing elected to remove that from the plan. What the applicant now intends is an interior remodel only with a slight expansion to the rear (west) to included a new kitchen and men's and women's bathroom facilities. No parking will be lost as a result of this remodel nor has the seating count been increased. Seating for 75 patrons has been retained and adequate parking (25 spaces) is still being provided. /rs O:\ZC U\CU08-24.4sprc oofnorv5 'naa aolons •naa floor/L '14425 r94os 9or L6£6 RWLLS Z609L SaxaZ'axellPnoS y a;mS peog TadeyJ a;nom .S ZOZL S10311140aV 3XV Ia 41 sdxal'in ins Niaw'N izs 5 WGNO 4 GNVNIAn Z Z 4, In i 2ON» 1S NI'dW 'N .60 .10 5 'zo(4o-lc-oulrs-L+4owrN TIS 4 c ''^^ W V 0zLi ~ n ZZ 4 wQ w ..-- v>z WWW ry Y OZJc lu Ca zv W v6. tl LLN w 0 N z o Y H t w 0 lu   mQ(a M, m N g a0 Z T - ~ tN i W w ZnLUZW O=Gj W W > Ll i kn rvle c r n $ Y O b C O + Q- } 15 {d/Kl7N '15 5 3AV M111f3 „ '15 NOIRUN111  QRi p9 V yp ypp } 13itlls WVri N1NR1 Y WI Z Y F9 O is U id < LL id Z Z 4, In i 2ON» 1S NI'dW 'N .60 .10 5 'zo(4o-lc-oulrs-L+4owrN TIS 0 LP d .iNli 005I .5L ` '6 AYM 7N0 ,<.IO ONI/dJ 1aiIJN00 9N1161X - - !i CNI151X TTdl .4 ,05'Lbl  .LI .50 .10 o'S-a sN1Noz iNaovrae' 1S NI'dW N O's -W VNINOZ LN2,YrOY 9 z NU 7 4 4 c ''^^ W V 0zLi ~ n ZZ 4 wQ w ..-- v>z WWW ry Y OZJc lu Ca zv W v6. 0 LP d .iNli 005I .5L ` '6 AYM 7N0 ,<.IO ONI/dJ 1aiIJN00 9N1161X - - !i CNI151X TTdl .4 ,05'Lbl  .LI .50 .10 o'S-a sN1Noz iNaovrae' 1S NI'dW N O's -W VNINOZ LN2,YrOY 9 z NU 7 4 PER OL ff r UA Ig I p 4 c .-LU W V 0zLi ~ n wQ w ..-- v>z WWW zmm OZJc zv W v6. tl LLN w 0 ilQ z o Y H t w 0 lu LU O LL mQ(a M, M W N g a0 Z T - ~ tN i W w ZnLUZW O=Gj W W > Ll i kn PER OL ff r UA Ig I p Z <R 4 8 N x .-LU W V 0zLi ~ n wQ w ..-- v>z WWW zmm N zv W w QO-w OL z LoED X 0 LU  Q ~ O LL mQ(a W iL J O OZ 7:< Q tSl O I-- Q zm W OLQZ W W WLt ZnLUZW O=Gj W W > Ll i kn W O Q- Z <R 4 8 N x .-LU 0zLi ~ n a w ..-- v>z 'o zmm ►- Q s zFYO  o n-1uv Ll W LL -be W z Q O  w zW O m v O O~ Z. 1 O X ks) W Z J LU J  Q Ll W O Z L6£6-SWLLS Z609L Sexa,y'axeRnoS C%.A/'I I IAll / _ILN9  I I C AIIUI.I AI I a}mS peoN iadmD a}M .S ZOZi 7 Y AI `I , ` G V Q Ql7 Nl V H N I ao/'Wows ' goo=,z 'd3s GNVM WGNO 4 GNVMA s9eo# aor 1S NI`dW 'N +M'rxvo-s-rows-cvooawvN Tip N 7 Q 9 z N .o-01 Z - OL LU 7— PIVA L Q x OzW [U,2 MO W4 z0::, Q X m 4) IL Y h004 A 0 LU LU z D uj Q LL zw Om o o Z _N _0 X l(1 LU `Z Q 0 w ao/'noWS 'naafi L6£6`88irLI8 Z609L sma.L aVRnoS SVX; NAI 9 i;XG NIVH N C  ming peog ladeyD aIn%M 'S ZOZI (} 6J aoroona'naa " 600LlL'1.sas 5.L31tHN 3x` '78 , 5"NYM WGNO 4 SNVNAA " - d fj o r,noa sor a—  N zofao so wi.+a zaao wrt Tia I'D- Q LaS & g R m 0.r IL $ V - Q a L m .C Z o fD o°0 7 dZ- fill 116 tQ 0 i JU IL 2e m z QU  (0 4 s i L-.0 —,av _ OJI I<IY L -.Li lu I i lit go /nowso'naa .H-,bl L6£6-SWLIS Z609L sexaZ'axeTPnOS -----------------------  w a;mS peon iadetp aj?qM -S ZOZI /loons 'naa 90OV"m pp u9Q L990 901' e 1 I I I Jw zo sVG'MJVNs AM Nidw'N in SM N9- GNO J0 GNVNAn M(27CS (?O/f✓IU NV11L9K0'iWVN Tld -- --lYt E tu 2  2 o o .H-,bl -- Sb3LU K -----------------------  w w k y ti Jo J ®O 0 y pp u9Q O0 11(y- 1 I I I Jw zo 00 I 1 I I I I W Qw 05  I zQz O M Q Ou D m I \ IL_.1/ Oa — C) ¢ ¢ L i0 m w o W Z I I Z41 =_ X  N w z J1♦ ¢ o a O J Y 4 O' Y it I f0o QO 1 w   IBJ °I La m " III W 1 —i Z: sVG'MJVNs AM Nidw'N in SM N9- GNO J0 GNVNAn M(27CS (?O/f✓IU NV11L9K0'iWVN Tld -- --lYt E tu 2  2 o o c p' I zvv su9 I c I I L--------------------------- ------------------------- d00H AGN aiyw 'dJ.l ,H ___________________________ F1 1 I I I I I 1 I I I I 1 I I I I I -- I I I 1 I I I i I i ----------------------------------- ---------------j q .H-,bl -- Sb3LU K ----------------------- I  I I ®O 0 y O® -- 1 I I I II PI I I I 1 I I I I LU I Sq ffi M Q Ou D m I \ IL_.1/ Oa — C) LV9 CD Y j LTJ J CiW j.  ITI \I 1 LLi \ , / _... j I I Z41 J1♦ Ow - O ----------------. .___-_____-__ _-_-__-_-_--------_-__ Y 4 O' 1 w   IBJ Z I b Iao.e-,H,(.o s ma m " III W 1 —i 1 _-- b-.9 II .4-,9 .0-S it .1,9 _ -- ------'__ oz------------ N I 17 FF `, -------- t :Iv1 I y I ----------- --------------- I I II I ewols-low" WIN" c p' I zvv su9 I c I I L--------------------------- ------------------------- d00H AGN aiyw 'dJ.l ,H ___________________________ F1 1 I I I I I 1 I I I I 1 I I I I I -- I I I 1 I I I i I i ----------------------------------- ---------------j q ---------------------------T-- ------------ ----------------------- I I I I 1 1 I I I II PI I I I 1 I I I I LU I   — C) LV9 LV9 J j  ljl I I O c p' I zvv su9 I c I I L--------------------------- ------------------------- d00H AGN aiyw 'dJ.l ,H ___________________________ F1 1 I I I I I 1 I I I I 1 I I I I I -- I I I 1 I I I i I i ----------------------------------- ---------------j q ESAN`I'AN PR.
