AN ORDINANCE OF THE CITY OF GRAPEVINE
AMENDING TITLE CHAPTER SECTION
19-1 OF THE GRAPEVINE CITY CODE BY IN-
CREASING THE MEMBERSHIP OF THE PLANNING
AND ZONING COMMISSION FROM SIX (6) MEM-
BERS TO SEVEN (7) MEMBERS ; AMENDING THE
REMOVAL PROCEDURE; REMOVING THE MAYOR
AS AN EX-OFFICIAL MEMBER; PROVIDING A
SEVERABILITY CLAUSE AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE , TEXAS :
Section 1. That Title Chapter Section 19-1 of
the Grapevine City Code is hereby amended to read as follows :
"Section 19-1 APPOINTMENT; TERM: There is hereby
created and established for the City a Planning and Zoning
Commission, which shall be composed of seven (7) members . The
members shall be resident citizens , taxpayers and qualified
voters of the City, all of whom shall be appointed by the Mayor
subject to confirmation by the Governing Body, to serve for terms
of three (3) years . All vacancies shall be filled for the un-
expired term in the same manner as provided for the original
appointments . All expired terms shall be filled for terms as
provided for the original appointments and in the same manner .
Members of the Commission may be removed by the Mayor, with the
consent of the Governing Body. The members of the Commission
shall served without compensation.
Section 2 . Severability - If any section, article,
paragraph, sentence, clause, phrase or word in this ordinance ,
or application thereto to any person or circumstances is held
invalid or unconstitutional by a Court or competent jurisdic-
v. such holding shall not affect the validity of the remain-
ing portions of the ordinance; and the City Council hereby de-
clares it would have passed such remaining portions of the ordi-
nance despite such validity, which remaining portions shall re-
main in full force and effect.
Section 3 . Emergency - The fact that no present ordi-
nance of the City of Grapevine increasing the membership of the
Planning and Zoning Commission from six (6) to seven (7) exist ,
creates an urgency and an emergency and in the preservation of
the public health, safety and welfare requires that this ordinance
shall take effect immediately from and after its passage and the
publication of the caption as the law and charter in such cases
provides .
