HomeMy WebLinkAboutORD 1977-006 CITY OF GRAPEVINE Ordinance No. 77_6 An ordinance amending Ordinance No. 75-5 passed on February 25, 1975 which ordinance provided for the establishment of parks and recreation � Board, their terms, duties and responsibilities by providing for an ex-officio member of the Board to be appointed by the superintendent of schools of the Grapevine Independent School District; providing a term; providing a savings clause and declaring an emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . That Ordinance �75-5 is hereby amended by adding to section 2 of said ordinance the following paragraphs which paragraphs are added and inserted between the fourth and fifth paragraphs of said section 2: "There is hereby created an ex-officio member of the Board who shall be appointed by the superintendent of schools of the Grapevine (ndependent � School District. The Board member shall be an employee of the school district. � The appointment of this ex-officio member shall be on an annual basis and the term of office shal) begin on April 1 of each year and end on March 31 of the next year. " Section 2. Savings Clause. It is hereby declared to be the intention of the City Council of the City of Grapevine that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared un- constitutional, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this ordinance, � since the same would have been enacted by the City Council without the incor- �,.: poration in this ordinance of any such unconstitutional or invalid phrase, clause, sentence, paragraph or section. Section 3. Emergency. The fact that the present ordinances and regu- lations of the City are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this or- dinance shall become effective from and after the date of its passage, as pro- vided by the Charter of the City, and it is accordingly so ordained.
