HomeMy WebLinkAboutORD 1977-023 ORDINANCE NO. 77-23 AN OPDINANCE FIXING AND DETERMINING THE GENERAL SERVICE RATE TO BE CHARGED FOR SALES OF NATURAL GAS TO RESIDENTIAL AND COMMERCIAL CONSUI�'IERS WITHIN THE CITY LIMITS OF GR�.PEVINE, TARRANT COUNTY, TEXAS, AND PROVIDING FOR THE MANNER IN �VHICH SUCH RATE MAY BE Cf-I.ANGED, ADJUSTED AND AMENDED� AND DECLRRING AN EMERGENCY. ��� BE IT ORDAINED BY THE CITY COUNCIL OF' THE CITY OF GRAPEVINE: � SECTION 1. Effective with the first gas bills rendered f rom and after thirty (30) days from the date of the final passage of this ordinance, the maximum general service rate for sales of natural gas rendered to residential and commercial consumers within the city limits of Grapevine by Lone Star Gas Company, its successors and assigns , is hereby fixed and deter- mined as follows : First 1000 Cu. Ft. or Fraction Thereof $3.000 Over 1000 Cu. Ft. @ $2.120 Per Mcf No gas bill will be rendered to any residential or commercial consumer served under the above rate not consuzr�.ing any gas any monthly billing period, except that where customer's only use for gas service is in an outdoor grill and�or a fireplace starter, the amount shown for the first consumption block shall constitute a minimum monthly bill . ADJUSTMENTS �.,,;� The amount of each monthly bill computed at the above- ,� stated rates shall be subject to the following adjustments: Plus or minus the amount of any increa�e or decrease, res�ective- ly, above or below the $1 .3488 per Mcf level in the intracompany city gate charge as authorized by the Railroad Commission of the State of Texas or other regulatory body having jurisdiction for gas delivered to Lone Star Gas Company' s distribution system for sale to residential and commercial consumers where such changes are caused by increases or decreases in the cost of gas purchased by the Company; plus an amount equivalent to the proportionate part of any new tax, or increased tax, or any other governmental imposition, rental, fee or charc�e (ex- cept state , county, city and special district ad valorem taxes and taxes on net income) levied, assessed or imposed subse- quent to July 1, 1976, upon or allocable to the Company's distribution operations , by any new or amended law, ordinance or contract . Company, at its option, may forego the applica- tion of any adjustment if such adjustment would result in an increase in the monthly bill; hotivever, failure of Company to apply any adjustment shall not constitute a waiver of Company�s ric�ht from time to time, or at any time, to make any adjust- ment, in whole or in part, in any subsequent current monthly bill that may be applicable to such bill . All bills shall be due and payable �vhen rendered. �rw The above rate is applicable to each residential and commercial consumer per meter per month or for any part of a month for which gas is used at the same location. Company shall have the right to collect such reasonable charges as are necessary to conduct its business and to carry out its reasonable rules and regulations in effect, and to include the schedule of service charges attached hereto as �� Exhibit "A" and incorporated by reference herein and made a part hereof as though fully written word for word be and are hereby adopted and approved upon final passage of this ;�, ordinance. SECTION 2. The rate set forth in Section 1 may be changed and amended by either the City or Company furnishing gas in the manner provided by law. Service hereunder is subject to the orders of regulatory bodies having jurisdiction, and to the Company's Rules and Regulations currently on file in the Company's office. SECTION 3. It is hereby found and determined that the meeting at which this ordinance was passed was open to the public, as required by Texas law, and that advance public , notice of the time, place and pu�pose of said meeting was given. Monday through Friday $ 7.50 Reconnection Charge during the hours of 5:00 P.M. to 8:00 A.M. Monday through Friday, weekends and holidays $19.00 APPLICATION OF RECONNECTION CHARGES Whenever gas service has been discontinued at any consumer's premises, a charge will be made for restoration of service to such premises except under the following conditions: (1) a builder who uses gas temporarily during construction and display purposes; (2) the first occupant of the premises; (3) whenever service has been temporariiy interrupted ' because of systems outage, service work or appliance �'�"`` installation done by Lone Star Gas Company; (4) any reason deemed necessary for Company operations. Appliance, Gas Light, and Air Conditioning Service Charges Appliance Service Charges Schedule Hourly Charge 8:00 A.M. to 5:00 P.M. Monday through Friday $ 16.00 5:00 P.I�2. to 8:00 A.M. Monday through Friday 24.00 Saturdays, Sundays and Holidays 24.00 An additional charge of $11.00 added to the above charges when a second employee (helper) is required. Air Conditioning Service Schedule Hourly Charge Any hour Sunday through Saturday and Holidays $20.00 Time in excess of one hour prorated in 15 minute increments, as follows: Increments All Hours 15 minutes $ 5.00 30 minutes 10.00 45 minutes 15.00 60 minutes 20.00 A11 new company-sold air conditioning units serviced free of charge for 1 year from date of installation. The same work performed on a call-out basis wi11 be charged at the overtime rate with a two-hour minimum charge. Main line Extension Rate The charge for extending mains beycnd the free limit established by Lone Star Gas, or any free limit established by city franchise is $5.00 per foot except for large commercial and industrial consumers which are handled on an actual cost per foot basis. Page 4 LONE STAR GAS COMPANY RATE SCHEDULE NO. 301 RETURNED CHECK CHARGES A returned check handling charge of $3.00 is made for each check returned to the Company for reasons of Non-Sufficient Funds, �� Account Closed, Payment withheld, Invalid Signature, or Improper Preparation. � � � � � Q.ASS OF SER�IIC�: Residential and Co�rcial SLu�aner Air Conditioning N�3N`I`HLY RATE: Applicable to gas consLm�d by Texas residential and ccamierci.al su¢�r air oonditioning cust�rs between the meter reading dates in May and October each year. R�side.ntial: � The regular general service rate shall apply to the first 8,000 cubic feet consLurption (.regu.lar cons�tion) per month. Beginning with the first step, the regular general service rate less $ .25 per Mcf shall be applied to all gas used in excess of 8,000 cubic feet. These amr�un�ts will be �ined to determine the total bill. A bill is also calculated by applying the regular general service rate to the total constmption. The twn bills are ccx�ared and the laaer of the two is the arrowzt billed to the custcar�er. Ccxt�r�rcial: There are twr� ways of determining the air conditioning oonsimption on a carm�rcial account. One way is to coirpute the air oonditioning I�' per ncgninal ton installed capacity fran the follawing schedule: J�e - 8 MC� per ncxninal ton installed capacity July - 9 MC�' per naninal ton installed capacity August - 9 MCF per naninal ton installed capacity Septemb�r - 8 MCE' per nominal ton installed capacity October - 5 MC� per naninal ton installed capacity The other way of determining the air conditioning M(�' is to have a separate meter that measures the air oonditioning cons�tion. In �'"r either case, the air oonditioning oonsunption cannot exceed 95$ of the total consLurption. The regular general sexvice rate shall apply to gas oonsL-¢r�d for all purposes other than for s�r ais conditioning. Beginning with th� first step, the regular general sezvice rate less $ .25 per Nicf shall be applied to the air conditioning cons�tion. These arrotmts are oomhined to determine the total bill. A bill is also calculated by applying the regular general seYvice rate to the total oons�tian. The twr� bills are co�ared and the lawer of the two is the am�unt billed to the customex. P�`r PAYN�]T PA�VISI�t: Any pranpt payrrent provision established for non-a.ir conditioning period under the general service rate for the municipality being billed is applicable.
