Section 6-4-1 �+ It shal3 be unlavrful for the owner or harborer of any animal of the dog kir.d to haxbor or permit said dog within the City Limits without having pa.id to the Collector of Taxes of the City an annual registration fee of one doll� ($1.00) upon each dog, male �r fernale, six (6) months of age or over. The annual registration fee required by this chapter shall be due and payable as of January 1 of each calendar year, and �+�hen paid shall be good for the year ending December 31. Section 2. Section 6-4-11 —A. The o�mer of any dog that bites, scratches or attacks any person, unprovoked and when the person bitten was not trespassi.ng upon the property of the owner, shall be guilty of violating this chapter. B. It shall be the duty of the head of the city health department or his duly designated agent when a complaint is received that a dog has bitten a person to take the dog into custody and to notify the owner of the dog, if known. The dog shall be impourlded and held for a period of fourteen (14) days in the city animal shelter '� ' or in any veterinary hospital approved by the head of the city health department or his duly designated agent unless the owner agrees to the � � folloraing: (1) Have the dog examined by a licensed veterinarian of his own choosing and approved by the head of the city health department or his duly designated agent and if it be found after such an examination that the dog has no clinical symptoms of rabies� the dog may be released to the o�,m.er upon his signing an agreement to have the dog penned up for observation for a fourteen (14) day period and to have the dog reexamined by a licensed veterinarian within seven days. The dog while penned up for observation during the fourteen (14) day period shall be made accessible for observation fi�y the head of the city health department or his duly designated agent at any time upon request being made. (2) If upon reexamination� the dog is found to have rabies, has symptoms of rabies or is suspected of having rabies, such dog shall be returned to the head of the city health department or his duly desig- nated agent and confined until a definite diagnosis has been made. Section 3. St is hereby declared to be the i.ntention of tlie City Council of the City of Grapevine� Texas� that the sections� paragraphs� �„ � sentences, clauses, and phrases of this ordinance are severable and any phase, clause� sentence� paragraph or sec�ion hereof should be declared �...:� unconstitutional� such unconstitutionality or invalidity shall not ai'fect any of the remaining phrases� clauses� sentences, p�agr��.is� or. sections of this ordinance, since the same would have been enacted by the City Council Urithout the incorporation in this ordinance of. any such unconsti- tutional invalid phrase, clause, sentence, paragraph or section. Section 4. Any person violating or failing to comply with an.y provisions of this ordinance shall be fined upon conviction, not less than ONE DOLLAR ($�1.00) nor more than TGdO HUNDRED DOLLARS ($200.00) and each day any violation of non-compliance continues shall constitute a separate offens�. � Section . The fact that the present ordinances and regulations of ;�, the City of Grapevine are inadequate to protect its citizens within the corporate limits of the City of Grapevine, creates an emergency for the immediate preservation of the public business� property, health, safety and general welfare of the public u�hich requires that this ordinance shall become effective from and after the date of its passage as provided by the Charter of the City of Grapevine and it is accordingly so ordai.ned.
