AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF w��� A PARKS AND RECREATION BOARD; ESTABLISHING MEMBERS TERMS ON A STAGGERED BASIS; PROVIDING FOR THE BOARD TO PASS BY-LAWS AND KEEP MINUTES OF THEIR MEETINGS; PROVIDING FOR THE DUTIES AND RESPONSIBILITIES OF THE BOARD; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. �, �,. ,. � �<� BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GR.APEVINE, TEXAS: Section 1. There is hereby established the Parks and Recreation Board for the City of Grapevine hereinafter �:.� referred to as "BOARD" . � Section 2. Number of Members, Qualifications, Terms of Board Members. The Board shall consist of not less than five (5) nor more than nine (9) citizens and qualified voters of the City of Grapevine, who shall be appointed by the City Council for two year terms. Members shall serve until their successors are appointed without compensation. Places on the Board shall be numbered one (1) through (9) nine with places one (1) , two (2) , three (3) , four (4) and five �" (5) being appointed for two year terms beginning May 1, 1975 � and ending May- 1, 1977 . Place six (6) , seven (7) , eight (8) , and nine (9) shall be appointed initially for one year term beginning May l, 1975 and ending May l, 1976 , at which time these places will be filled for two year terms. Thereafter places one (1) through five (5) will be appointed for two year terms in odd numbered years and places six (6) through nine (9) for two year terms in even numbered years. , The City Council in making the appointments to the Board shall give due consideration to the recommendations of the Chamber of Commerce, Planning and Zoning Commission and the .�, Grapevine School Board. � The City Council, if they deem it desirable, may appoint ex-officio members to the Board. Vacancies on the Board are to be filled by appointment by the City Council for the length of the unexpired term. The Board may submit recommendations to the Council for filling of vacancies. Section 3, Board shall elect Officers, Hold Regular Meetings, and Adopt By-Laws. The Board within thirty (30) days of their appointment, shall meet in regular session and elect from their members a � . Chairman, Vice-Chairman, and Secretary for one (1) year terms and until their successors are elected. The Board shall adopt � By-Laws to govern the holding of their meetings which at a minimum shall encompass the following: (1) Regular meeting shall be held at least once a month. (2) Manner of holding and calling of special meetings. (3) Majority of inembers shall constitute a quorum. (4) Members not planning to attend a regular meeting or special meeting shall notify the Parks and Recreation Director or the Chairman of the Board by 12 :00 Noon of the meeting day. (5) Any member not attending meetings regularly or �,, , exhibiting interest in the Boards work shall be reported to the City Council w�o may, at their discretion, remove the Board member and appoint a replacement. (6) Minutes of each Board meeting shall be filed with the City Secretary and City Manager. Section 4. Duties and Responsibilities of Board. The duties and responsibilties of the Parks and Recreation Board shall be: ,�, (11` Act in an advisory capacity to the City Council and the Parks and Recreation Director in all matters pertaining to � Parks and Recreation and co-operate with other governmental agencies, civic groups and all citizens of Grapevine in the advancement of sound Parks and Recreation planning and programing. (2) Recommend policies on Recreatian service for approval by the City Council. (3) Advise the Parks and Recreation Director on problems of development of recreation areas, facilities, programs and improved recreation services. (4) Recommend the adoption of standards for recreational � ,� areas, facilities, programs and their financial support. (5) Have periodic inventories made of existing services � and survey of services needed and interpret the needs of the public to the City Council and to the Parks and Recreation Director. (6) Aid in coordinating the recreation services with the programs of other governmental agencies and interested groups. (7) Review the effectiveness of the Parks and Recreation program with the Parks and Recreation Director and the City Manager. (8) Interpret the policies and functions of the Parks and ,�:-- Recreation Department to the public. � q (9) Have the opportu nity to review the annual budget of the Parks and Recreation Department proposed by the Parks and Recreation Director before submission to the City Manager and advise the Parks and Recreation Director on the development of long-range capital improvement program. Section 5. SAVINGS CLAUSE. It is hereby declared to be the intention of the City Council of the City of Grapevine that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any ,,,��, phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional, such unconstitutionality or � invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional or invalid phrase, clause, sentence, paragraph or section. Section 6. EMERGENCY. The fact that the present ordinances and regulations of the City are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City �,. � creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the � public which requires that this ordinance shall become effective from and after the date of its passage, as provided by the Charter of the City, and it is accordingly so ordained.
