AN ORDINANCE AMENDING TITLE 4, CHAPTER
5, SECTIONS 2 AND 4 OF THE CITY CODE OF
THE CITY OF GRAPEVINE, TEXAS SO A5 TO
PROVIDE GUIDELINE5 �OR THE IS5UANCE OF
PERMITS FOR TRAILERS OUT5IDE LICENSED
PARKS, PROVIDING FOR A PERMIT FEE;
PROVIDING FOR A SAVING5 CLAUSE; AND
DECLARING AN EMERGENCY.
WHEREAS , various applications have been made for
the issuance of permits for trailers outside of trailer parks;
and
WHEREAS , the Cit_y Council has found that guidelines
should be issued for the issuance of permits for trailers outside
of Licensed Parks in order to protect the general welfare of the
citizens of Grapevine; NOW, THEREFORE, BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS , THAT:
SECTION 1
That Title 4, Chapter 5 , Section 2 of the City Code
of the City of Grapevine, Texas is hereby amended to read as
follows:
4-5-2 : It shall be unlawful for any person to locate or
maintain any trailer coach in any place in the
City, other than a duly licensed and lawful trailer
coach park, unless such person shall first secure
a permit from the City Council upon written
application therefor filed with the City Inspector,
giving the name and address of the applicant and a
description of the property upon which said trailer
coach is to be located, and the desired location
of the trailer coach on said property.
(A) The Planning and Zoning Commission shall
review each application as to its probable
effect upon the adjacent property and the
community welfare, and shall make its
recommendation to the City Council either
to approve or deny such application as the
findings indicate appropriate.
(B) The City Council shall refuse to grant any
such permit unless approval is recommended
by the Planning and Zoning Commission, and
unless the applicant shall first show to
the satisfaction of the city inspector that
there are adequate water and sanitary
facilities available within reasonable
distance of such trailer coach location, or
that the applicant, upon locating upon such
premises, shall provide or cause to be
provided, the same.
(C) The City Council may, in the interest of
the public welfare and to assure compliance
with the intent of this ordinance, require
reasonable standards and safeguards as are
indicated to be important to the welfare
and protection of adjacent property and the
community as a whole. It shall be unlawful
for any person to maintain, locate, or live
in any such trailer coach without first
obtaining such permit from the city, as
provided by this article.
(D) Each permit shall be issued for a period of
one (1) year; unless any provisions of this
ordinance is violated by such permit-holder,
in which case, the permit shall terminate
immediately.
(E) If at the expiration date of the permit no
property owner within two hundred (200) feet
of the property where said trailer is
located has objected to such trailer being
there, the permit, upon application to the
City Secretary, and the payment of a renewal
fee , shall be extended for a period of one
(1) year.
(F) If at the time of renewal, at least one
propertyo uwner within two hundred (200)
feet of the property where said trailer
is located has filed his objection with
the City Secretary of the City of Grapevine,
then before a renewal may be issued application
� must be filed and a hearing held as in the
case of an original application. Provided,
however, if such application is filed with
the City Secretary within thirty (30) days
prior to the expiration date of the
existing permit said applicant will be
allowed to maintain the trailer on said
property until the City Council has made
its ruling.
SECTION 2
That Title 4, Chapter 5, Section 4 of the City Code
of the City of Grapevine, Texas, is hereby amended to read as
follows :
4-5-4 : LICFNSE FEES :
(A) The permit for a trailer coach park shall
be obtained from the Secretary at a fee of
ten dollars ($10. 00) for the first three
(3) units , or fraction thereof, and fifteen
dollars ($15. 00) for the next seven (7)
units , or fraction thereof, and the sum of
one dollar ($1. 00) for each additional unit,
- and such permit shall expire on December 31st.
of the year in which it is issued. The cost
of any permit securea having less than a year
to run before the expiration period, as herein
provided, shall be prorated; such permit shall
� not be issued for less than a minimum fee of
ten dollars ($10. 00) . Application for renewal
of permits shall be within thirty (30) days
prior to expiration, and a renewal fee paid
for a full twelve (12) months period thereafter.

(B) The permit for a trailer coach permit
outside of a Licensed Park shall be
obtained from the City Secretary at a
fee of twenty five dollars ($25. 00) .
Application for renewal of permits
shall be within thirty (30) days prior
to expiration; and a renewal fee of
five dollars ($5. 00) shall be obtained.
SECTION 3
If any section, paragraph, subdivision, clause, phase
or provision of this ordinance shall be invalid or unconstitutional,
the same shall not affect the validity of this ordinance as a
whole or any part of the provisions thereof though the parts so
decided to be invalid or unconstitutional.
SECTION 4
The fact that applications are being made for permits
for trailer coaches outside of licensed trailer parks within
the City of Grapevine , and the City not having adequate guidelines
for the issuance of such permits for the protection of the general
� welfare of the citizens of the City of Grapevine, creates an
urgency and an emergency in the preservation of the public peace,
comfort and general welfare and a public necessity that the rule
requiring this ordinance to be read on two several occasions be
and the same is hereby waived and this ordinance shall not be
placed on second and final reading of its passage , and shall be
in full force and effect from and after its passage and approval
and the date of publication.
