Hereafter it shall be unlawful for a person, driv�r or owner to stand , par'-� or allow to stand an automobile , truck or any other motor vehicl� or any trailer on any property, private or � public, for a period in excess of t�8 hours when such vehicle or trailer is without one or more whe� ls or �.,, is apparently inoperative for any reason. For this purpose , any venicle without lic�nse or inspection for current recistration or inspection year may be deEmed inoperative. Venicles or trailers found to be situated so as to violat� any part of this ordinance are hereby dG- clared nuisances and shall be towed into the city pound and such shall not be al2owed to be rr-c2aimed except unon proof of ownErship and p�yment of the towing fee and costs of storaqe . �,,t�� 5ection 1-3. That if any section, subsection, word, sentence or phrase of this ordinance shall '� be declared invalid or unconstitutional , such declaration shall not affect the validity of any other part of this ordinance. Section 1-C.
