Project Narrative:
The proposed project consists of a 60,000 sf, 2 story, luxury Porsche dealership for sales and
service of new and pre -owned vehicles located on 14.529 acres of property on Texan Trail within
the existing planned commercial center.
Park Place has been a resident of Grapevine for the past 19yrs with two existing luxury dealerships
(Lexus & Mercedes-Benz) located on their Grapevine Campus. The new Porsche dealership meets
or exceeds all required zoning elements with the exception of the 70% masonry requirement. The
Porsche Cars of North America prototype facility is 100% clad in metal panel, both composite
(ACM) and pre -finished corrugated (Trapezium) aluminum.

On Tuesday evening, June 21, 2016 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z16-06 Starnes Street — submitted by Briar Pointe LP for property located at 210 & 216
Starnes Street. The applicant is requesting to rezone 0.642 acres from "PO" Professional
Office District to "R-5.0" Zero Lot Line District for the development of two single family lots.
The property is owned by Briar Pointe LP.
CU16-14, PD1 6-05 - Grapevine Porsche — submitted by gff Architects for property located
at 1280 Texan Trail and platted as Lot 2R, Block 1, Park Place Mercedes. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to expand the size of the planned commercial center to include and additional dealership, a
20 foot pylon sign and two additional monument signs and a planned development overlay
to deviate from but not be limited to a reduction in the masonry requirement from 70
percent to zero percent. The property is zoned CC Community Commercial District and is
owned by DKK West
SUI 6-02 Chesapeake Energy — submitted by Chesapeake Energy for property located at
3015 East Grapevine Mills Circle and platted as Lots 1A & 1B, Block 1, Grapevine Mills

historical, architectural, archaeological or cultural importance or value that merit protection,

welfare of the people. The property is zoned R-7.5 Single Family District and is owned by

REQUESTED CONDITIONAL USE, PLANNED DEVELOPMENT OVERLAY AND
COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU13-15 (Ord. 13-33) for a planned commercial center in coniunction with an
automotive dealership with sales and service of new and used vehicles specifically to
include an additional dealership and allow for a 20 foot pylon sign The applicant is also
requesting a planned development overlay to deviate from but not be limited to a
reduction in the masonry requirement from 70 % to 0%
Originally approved in December 2009 the Park Place Mercedes dealership was
established on a 20 acre site with frontage along both Texan Trail and Minters Chapel
Road, with the main access to the site from Texan Trail. A 20 foot pylon sign along Texan
Trail and a monument sign along Minters Chapel Road was also approved with the
request. At a July 2013 meeting the applicant received approval to establish a planned
commercial center and incorporate an additional 14.07 acres immediately adjacent to the
SOUTH: "PCD" Planned Commerce Development District and "CC"
Community Commercial District—Cadillac/Saab dealership,
convenience store with gasoline sales
EAST: D/FW Airport property
WEST: "PCD" Planned Commerce Development District and "LI" Light
Industrial District—Park Place Lexus dealership, warehouse
development
AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B"
the following uses may be considered only if sound treatment is included in building design:
multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Minters Chapel Road as a Type E Collector with a
minimum 75 foot right-of-way developed as four lanes. Texan Trail is designated a Type A,
Major Arterial with a minimum 100 -foot right-of-way developed as six lanes with a center
median.

automotive dealership with sales and service of new and used vehicles specifically to include an

deviate from, but not be limited to, a reduction in the masonry requirement from 70 % to 0% was
approved by the City Council on June 21, 2016. A copy of the approved site plan and ordinance
are enclosed.
On June 2, 2016, the Planning and Zoning Commission recommended the City Council approve the
request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process,
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

For your consideration next Tuesday, June 21s`, is a CUP / PD for the Porsche of Grapevine a Park Place
Dealership. Six and a half years ago we established a 'Planned Commercial Center' to allow for the
development of a Mercedes-Benz Dealership and a future dealership to its North. Now Park Place has
returned to deliver on the 'future' dealership — Porsche of Grapevine. The applicant, Park Place, has been
responsive and has addressed all the requirements and staff comments except for one — this particular site
requires a 70% masonry exterior. Porsche's corporate prototype requires an exterior skin that is entirely
prefinished metal panel system. Park Place is actually providing a 70% masonry building, but cladding it in an
enhanced metal skin. The reason for the PD is to allow the masonry exterior walls, which are clad in a
decorative metal skin, to satisfy the requirement.
The applicant Park Place is offering the following improvements as consideration for accepting this change:
- providing a LEED building
- increasing the quantities and sizes of landscape material
- enhancing the entry with specialty paving
- covering of the drainage ditch that fronts Texan Trail
- exceeding the amount of parking required
Park Place has been a long time resident of Grapevine; their buildings have been well maintained and
upgraded frequently. Both of their other Grapevine dealerships are fully compliant with the masonry
requirement: Lexus through EIFS and Mercedes through concrete tilt wall. Park Place has consistently shown
that they deliver quality buildings. The new Porsche dealership will be a welcome addition to the area.
