HomeMy WebLinkAboutItem 11 - 39th Year Community Development Block GrantFROM: MEETING DATE: SUBJECT: RECOMMENDATION: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL BRUNO RUMBELOW, CITY MANAGER JUNE 17, 2014 39TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM — CONTRACT APPROVAL City Council consider adopting a resolution approving the Tarrant County contract with McClendon Construction Co., Inc. in the amount of $216,609.50 and a project contingency in the amount of $18,000.00 for the 39TH Year Community Development Block Grant street reconstruction project, authorize staff to forward the approval recommendation to Tarrant County officials, and take and necessary action. FUNDING SOURCE: CDBG funding is available for this project in the amount of $186,504.31. City of Grapevine Street PCMF funding is available in the amount of $48,105.19 BACKGROUND INFORMATION: The scope of the project is the reconstruction of the 600 block of East Texas Street (from Austin to Wood Streets) including new curb & gutter, asphalt paving, sidewalks on both sides of the street, handicap ramps and driveway approaches. The roadway reconstruction project is located in the College Heights Addition, CDBG Target Area, designated as census tract 1137.05, Block Group 2 in the 2000 Census. These improvements will contribute to the upgrade of the areas by providing an improved travel surface for motorists and pedestrians in the neighborhood. The existing concrete pavement is failing and the sidewalk is not continuous through the block. There were a total of four bidders on this project. The bids were as follows: CONTRACTOR BASE BID Nu -Way Construction* $ 173,215.10* McClendon Construction $ 216, 609.50 Pavecon $ 291,263.75 Quality Excavation $ 412,264.00 RAAGENDA \2014 \06 -17 -14 \39th Yr CDBG - award.doc *The low bidder, Nu -Way Construction, could not provide the necessary street reconstruction experience and as a result, the engineer, Teague -Nall and Perkins, could not recommend awarding them the contract. The engineer recommended Tarrant County award the project to the second lowest bidder, McClendon Construction Co., Inc. The second lowest bidder, McClendon Construction Co., Inc., built last year's CDBG project (700 Block of E. Texas Street) and has been identified as an acceptable choice for this type of project. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, APPROVING THE 39TH YEAR CDBG PROJECT CONTRACTOR AND CONTRACT PRICE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine City Council is approving the hiring of McClendon Construction Co., Inc. as the low bidder for the Community Development Block Grant (CDBG) 39th Year Project; and WHEREAS, the City of Grapevine is approving the bid amount of $216,609.50 submitted by McClendon Construction Co., Inc. for the 39th Year CDBG Project; and WHEREAS, the City of Grapevine accepts the construction time on the project will be ninety (90) calendar days. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine, Texas, approves the terms as set forth above concerning the CDBG 39th Year Project to be submitted to the Tarrant County Community Development Division for approval by the Tarrant County Commissioners Court. Section 3. That this resolution shall take effect from and after the date of its passage.
