SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF AN
ANIMAL CONTROL UNIT
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of an animal control
unit (mounted on a truck chassis for transporting animals) from Jones Trailer Company
through a contract established by the Federal General Services Administration
cooperative purchasing program.
FUNDING SOURCE:
Funding for this purchase is currently available in account 325 - 48910 - 209 -14 -0024
(Machinery and Equipment) in the amount not to exceed $18,270.38.
This purchase will be made in accordance with a contract established through Schedule
84 of the Federal GSA cooperative purchasing program. Purchases under this program
are allowed by Local Government Code Chapter 271, Subchapter G, Section 271.103
(a)(b).
Bids were taken by the GSA and a contract was awarded to Jones Trailer Company.
The Purchasing and Fleet Services staff reviewed the contract for specification
compliance and determined that the contract would provide the best product and pricing
for meeting the needs of the City.
This purchase request is for a six stall animal control unit/box for the Animal Control
Division (compartmentalized kennel) that will be mounted on a 2014 Chevrolet 2500 cab
& chassis recently ordered for FY2014 vehicle replacement. This will complete the
replacement of unit 09771 ACO truck.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE AN
ANIMAL CONTROL UNIT THROUGH A FEDERAL GSA
COOPERATIVE PURCHASING PROGRAM AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the U.S. General Services Administration (GSA)
Schedule 84 to purchase Canine Training and Handling Equipment, Canine Search and
Detection Equipment therefore satisfying any state law requiring local governments to
seek competitive bids for the purchase of those items; and
WHEREAS, the GSA program for all states is a qualified purchasing program; and
WHEREAS, the City of Grapevine, Texas has access and is entitled to use such
contracts therefore meeting all State of Texas bidding requirements; and
WHEREAS, the GSA has an established contract #GS-07F-5854P with Jones
Trailer Company for chassis mount animal control units; and
WHEREAS, the City has a need to replace old equipment.

GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a chassis mount animal control unit from Jones Trailer Company for an amount not to
exceed $18,270.38.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said animal control body.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of June, 2014.
