° A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DIRECTING STAFF TO PROCEED
WITH SUBMITTAL OF A GRANT APPLICATION FOR
PARTICIPATION IN THE TEXAS HISTORICAL
COMMISSION'S CERTIFIED LOCAL GOVERNMENT GRANT
PROGRAM; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council has identified the need to preserve, rehabilitate,
restore and revitalize existing historic properties is critical to the revitalization of the City
of Grapevine; and
WHEREAS, the City Council has created the Grapevine Historic Preservation
Commission, a Texas Historical Commission Certified Local Government (CLG) Program;
to protect, preserve and enhance historic districts and landmarks of architectural,
archeological, cultural and historic importance and to promote the economic, cultural,
educational and general welfare of the citizens of Grapevine; and
WHEREAS, the Texas Historical Commission has made available National Park
Service funds through the CLG Program available as grants to fund preservation planning
and education activities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true and
correct and are hereby incorporated into the body of this resolution as if copied in their
entirety.
Section 2. That a grant application for $11,950 by the Grapevine Historic
Preservation Commission for: (1) execution of a nomination for the Nash Farm to the
National Register of Historic Places; (2) the design, development, execution and printing
of a manual titled Historic Homes of Grapevine: Preservation and Maintenance Guidelines
for the benefit and use of the city's residents; (3) design, development, execution and
printing of an information leaflet regarding historic preservation in Grapevine; and (4)
continuing education of Staff and Commissioners.
Section 3. That the purpose of the grant application is to assist owners of historic
properties with the appropriate preservation and maintenance guidelines for their historic
buildings.

, , Section 5. That the development and implementation of the grant application and
project be coordinated through the City of Grapevine Office of Historic Preservation. The
� City Council hereby authorizes the City Manager, or his designated representative, to enter
into the agreement and all other necessary documents with the Texas Historical
Commission in connection with the grant application and project.
Section 6. That this resolution shall be effective from and after the date of its
passage.

SCOPE OF`VORK:
Part I. Prepare a Nationai Register nomination package forthe Thomas J. Nash
Farmstead, a circa 1860s historic farm west of Main Street in Grapevine. The farmstead p1
presents a significant historic resource within the community. Much of the land that is E—
modem day Grapevine was a pa�t of the fann. rn
_ Part II. Print a "popular"leaflet describing the procedures and incentives to historic a
preservation in Grapevine. It will contain information regarding the city's local National �
Register Historic Districts. Procedures for modifications to said properties and incentives m

METHODOLOGY:
Pa�t I. Hire a professionally qualified historic preservation research consultant with field
experience to execute the nomination. Consultant will assemble all available and existing

- History of Nash Farm , �
� The remaining po�tion of the historic T.J. Nash Farm, located at 626 Ball Street in Grapevine,
f was originally part of a 640 acre parcel of land acquired by Susannah Foster, wife of Ambrose
Foster, in August of 1847 when the Fosters first arrived on the Grapevine Prairie from Platte
County, Missouri. The property was later owned by the Foster's son-in-law Henry Suggs, who
had married daughter Seleta Foster in Missouri and was the first Treasurer of Tarrant County.
In 1859, Thomas Jefferson Nash and his wife, Elizabeth Mouser Nash, purchased
approximately 100 acres of the Henry Suggs farm, along with the log house. The Nash family,
which also included T.J.'s brothers John and William and Elizabeth and T.J.'s children
Appalona, John William and Susan, had emigrated to Texas from Kentucky in 1854, first
settling at Cedar Springs (Dallas County) before coming to Grapevine. T.J. Nash and his
brothers soon purchased more land and in 1859 reportedly built seven small slave cabins on
the farmstead and began construction of the main house, which survives today and is the
centerpiece of this proposal.
• William Nash was a stonemason, so he constructed the rock foundation for the main house in
. 1859, as well as the foundation for the First Methodist Church, located between the Nash's
farm and Grapevine's Main Street four blocks away. William Nash also fashioned many of the
gravestones in the Grapevine Cemetery during this period. The Nash brothers felled many of
the trees for their main house, traveling back and forth to Cedar Springs to select healthy and
� _.n stout specimens. All of the wood was planed on the farm, and all of the framing was
completed by 1662 when Thomas, John and William went off to fight in the Civil War with
�,�.,� Richard M. Gano's Grapevine Mounted Rangers.
Ten-year-old John William was told by his father T.J. that he would have to quit school to run
the family farm in the absence of his father and uncles. He was also promised the deed to part
of the farm when his father retumed. T.J., John and William all participated with a Kentucky
regiment in the Battle of Vicksburg, where John sustained fatal wounds. The remaining
brothers, weary and disillusioned, mustered out and returned to Grapevine. In their absence,
the farm prospered, but young John William was refused when he asked for the promised
share of the property. Angry and hurt, the teenaged John William left and struck out on his
own, only returning to the farm (although he eventually settled within 1000 yards of the
homeplace) after his father's death to build his mother a barn, which remains on the property
today.
The Nash's contributions to the Grapevine community were significant, being early members
and leaders in the First Methodist Church. Grandchildren Thomas and Clint (sons of
Appalona) died as children in 1878 and 1884 respectively and are buried on the farm where
they share a marker carved by Uncle William which remains. Some documentary evidence
suggests that as many as 10 burials are located nearby, five of them Nash slaves. In 1888 the
Nash's farm was bisected by the St. Louis 8� Southwestern (Cotton Belt) Railroad tracks,
located some 1,000 feet south of the main house.

METHODOLOGY:
Hire a professionaHy qualified historic preservation research consultant with field
� experience to conduct the inventory of historic homes. Consuitant will conduct research
at cou�thouse and tax office to deterrnine history of homes. Family histories will be
� obtained from the local history book and oral interviews. Staff will develop, �efine and
finalize the content of the book. Hire an intern to complete the drawings for the text.
ANTICIPATED RESULTS:
The projed will result in a book that discusses the history of Grapevine,the historic
homes built in the city,those families that built them and depict the different architectural
styles. Second half of book will deal with the"everyday" preservation and maintenance
procedures required of a homeowner for the proper care of their historic house. The
product will be supplemented with contemporary and historic photographs, any
newspaper reprints and other necessary graphics. It will also be the beginnings of a
proposed local historic distrid. A glossary of architectural terms and materials will
provide an understanding of local architecture.

Goals and Obiectives
Issues that may be most critical to the future success of the Historic Preservation
Cammission and i#s programs in preserving and protecting the historic resources ot
the City of Grapevine.
Some of the issues that could be considered;
1. Pubiic Education
■ Reguiar dialogue with praperty owners in histaric districts (meetings,

. ■ Publish design guidelines in easy-ta-use handbook form
■ Hands-on training far histaric property owners in rehabilitationlrestoration

Preservation Commission fo maximize our considerable talent, expertise and energies,
and will fu/fill our obligations under the Certified Local Government (CLG) program
with regard to our annual grant requests.
