� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE NAMING OF
AND ENDORSING THE "COTTONBELT TRAIL DISTRICT"
CONCEPT, DIRECTING STAFF TO PARTICIPATE IN THE
DEVELOPMENT OF THE COTTONBELT TRAIL SYSTEM,
AUTHORI7JNG LOCAL MATCHING FUNDS, AUTHORI7JNG T}iE
CITY MANAGER OR HIS DESIGNATED REPRESENTATNE TO
ACT IN ALL MATTERS IN CONNECl10N 1MTH THE
CONGESIIOIWMITIGAl10N AIR QUALf1Y OR
TRANSPORTATION ENHANCEMENT PROJECTS; AND
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Grapevine supports the North Central Texas Council of
Governments' Bicycle Transportation District (BTD) concept to assist the region in
providing cost effective, cost efficient and safe intermodal access for bicycle and
pedestrian traffic; and
WHEREAS, this regional goal complements the established national goal to
£- double the current percentage of total trips made by bicycling and walking and to
simultaneously reduce the number of bicyclists and pedestrians killed or injured in traffic
� t accidents by ten (10) percent; and
WHEREAS, the City of Grapevine has previously allocated $150,000 for the
development of the Cottonbelt Trail System, and hereby commits up to $42,900 local
match (26% for Congestion/Mitigation Air Quality funding); and
WHEREAS, the City of Grapevine has adopted the Parks, Recreation & Open
Space Master Plan identifying a connecting trail system along the Cottonbelt Rail-Line
which includes coordination with adjacent cities for the development of this trail corridor;
and
WHEREAS, the adjacent cities of Southlake and Grapevine currently comprise a
candidate Bicycle Transportation District (BTD) in Mobility 2020, the regional long-range
transportation plan; and
WHEREAS, the Grapevine City Council endorses establishing the name
"Cottonbelt Trail District" for this BTD for identification in Mobility 2025, the long-range
transportation plan update, and broadening the current candidate Southlake/Grapevine
BTD to include the other cities along the Cottonbelt Trail.
µ NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine endorses the concept of and the naming
of the "Cottonbelt Trail District".
Section 2. That the City of Grapevine authorizes the use of up to $42,900 to
serve as the local match for the submittal of a Transportation Equity Act for the 21st
Century (TEA-21) Congestion Mitigation/Air Quality (CMAQ) or a State Transportation
Enhancement Program funding application.
Section 3. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with transportation enhancement
projects.
Section 4. That this resolution shall become effective from and after the date
of its passage.

GRAPEVINE, TEXAS on this the 18th date of May, 1999.
