` A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS SUPPORTING THE USE OF THE
STATE INFRASTRUCTURE BANK TO EXPEDITE THE
DEVELOPMENT OF STATE HIGHWAY 121 MAIN LANES
FROM THE DENTON / COLLIN COUNTY LINE TO DFW
AIRPORT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, in conjunction with Denton County and the
State Highway 121 Task Force has worked diligently and in collaboration with the Texas
Department of Transportation since 1986 to create an East — West thoroughfare linking
traffic from one of the State's fastest growing regions to the Dallas / Fort Worth
International Airport; and
WHEREAS, the constituent members of the SH 121 Task Force have expended
significant effort and financial resources to acquire approximately Thirty Million Dollars
($30,000,000) of right-of-way and to conduct various analyses, plans and studies; and
WHEREAS, the Intermodal Transportation Efficiency Act of 1991 and the
Transportation Equity Act for the 21st Century authorized and funded the establishment
of the State Infrastructure Bank; and
, WHEREAS, the State Infrastructure Bank was established to advance the
development and construction of critical roadways of regional significance; and
WHEREAS, the City of Grapevine prefers the freeway option over the
development of State Highway 121 as a toll facility and will consider funding
participation to offset a portion of the cost to Denton County; and
WHEREAS, any further delay in the construction of the State Highway 121
Bypass main lanes will only serve to exacerbate the negative effects of regional hyper-
growth and congestion while hampering the clear opportunity to reap the full benefits of
economic development.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true
and correct and are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine strongly supports and encourages the
Denton County Commissioners Court to proceed with the State Infrastructure Bank
application in a manner which results in approval and completion of the entire State
Infrastructure Bank application process by December 30, 1999.
' Section 3. That the City of Grapevine supports the expedited development of
the State Highway 121 main lanes through the use of the State Infrastructure Bank loan
process and encourages the Texas Department of Transportation to take the necessary
steps to ensure that construction of State Highway 121 begins in 2004.
Section 4. That this resolution shall become effective from and after the date
of its passage.
