HomeMy WebLinkAboutRES 2013-038RESOLUTION NO. 2013 -38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO AWARD RFB 404 -2013 FOR THE PURCHASE OF 13 FORD VEHICLES TO A BIDDER BASED ON THEIR PRINCIPLE PLACE OF BUSINESS AND REJECTING ALL BIDS FOR A SPECIFIC LINE ITEM AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.9051 to award a bid based on the bidders principle place of business; and WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 252.043 (f) to reject any and all bids; and WHEREAS, the City of Grapevine, Texas solicited bids for 13 Ford vehicles through a Request for Bid 404 -2013 and upon bid evaluation found that a local bidder is within 5% of the lowest bidder. City officials have determined that the local bidder, Grapevine Ford, would offer the best combination of contract price and additional economic development opportunities for the municipality, including the employment of residents of the municipality and increased tax revenues to the municipality; and WHEREAS, the City of Grapevine, Texas determined that the specifications written for bid line item 8 for Ford Flex vehicles could not be met by any bidder therefore, rejecting all bids for that line item; and WHEREAS, the City of Grapevine, Texas has a need to replace 13 vehicles for various departments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the award of Request for Bid 404 -2013 to a local bidder, Grapevine Ford, for $300,685.22 and rejecting all bids for bid line item 8. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of April, 2013.
