HomeMy WebLinkAboutItem 18 - Golf Course and Heritage Foundation Advisory Boards' MembershipMEMO TO: • •''' •' AND MEMBERS OF • FROM: • RUMBELOW, MEETING DATE: JUNE 15, 2014 SUBJECT: ALTER GOLF COURSE AND HERTIAGE FOUNDATION ADVISORY BOARDS' MEMBERSHIP AND REVIEW OF COUNCIL COMMITTEES Consider resolutions amending Resolution No. 79-35, as amended, and Resolution No. 90-17, as amended, relative to the Mayor -appointed Council Member liaison being a non-voting member of the Golf Course Advisory Board and the Heritage Foundation Advisory Board; and review inactive Committees for abolishment. During the July 1, 2014 Workshop, the City Council discussed the process of board and commission appointments and requested amendments be drafted to reflect the Mayor - appointed Council liaison position as a non-voting appointment on the Golf Course and Heritage Foundation Advisory Boards. Staff has prepared two resolutions for Council consideration that would amend the membership on the respective boards. The City Council also requested Staff to prepare a list of inactive committees for review and possible abolishment. The following committees were identified as inactive: Inactive Committee Last date of activity Citizens Drainage Review Committee 1992 Northwest Highway Communication Committee 2000 Council Travel Committee 2000 A motion and vote of the City Council is sufficient to abolish any of the above inactive committees, if Council so chooses. July 10, 2014 (2:49PM) RESOLUTION NO. . RESOLUTION OF COUNCIL OF GRAPEVINE, • • NO. ' ADOPTED ON OCTOBER 16, 1979, AMENDED,• THE GRAPEVINE• COURSE ADVISORY BOARD; ALTERING THE MEMBERSHIP OF SAID BOARD BY AMENDING SECTION PARAGRAPHS ' AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine established the Grapevine Golf Course Advisory Board on October 16, 1979, by the adoption of Resolution No. 79-35; and WHEREAS, the City Council expanded the membership of said Board on November 4, 1986 by the adoption of Resolution No. 86-43, on September 3, 1991 by the adoption of Resolution No. 91-29; on April 19, 1994 by the adoption of Resolution No. 94-16, on June 7, 1994 by adoption of Resolution No. 94-31, on June 17, 1997 by adoption of Resolution No. 97-33 and on August 4, 1999 by Resolution No. 99-37, and on June 19, 2012 the City Council reduced the membership of said Board by the passage of Resolution No. 2012-57; and WHEREAS, the Grapevine City Council wishes to alter the membership of said Board to reduce the membership to seven citizen members. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the above and foregoing preamble is true and correct and is incorporated into this resolution as if copied herein in its entirety. Section 2. That Section 3, Paragraphs A and B of Resolution No. 79-35, as approved and adopted by the City Council on October 16, 1979, as amended by Resolution No. 86-43, Resolution No. 91-29, Resolution No. 94-16, Resolution No. 94- 31, Resolution No. 97-33, Resolution No. 99-37 and Resolution No. 2012-57 is hereby amended to read as follows: "A. The Board shall consist of seven a -A citizen members, GOMpesed of the City ManageF or hi I i Go -if yar-eGtGF, one member of the Gi Geunn°' and seven ^;fig^ of the City of Grapevine who are members of the Grapevine Golf Association, the Grapevine Ladies Golf Association or who are active golfers at the Grapevine Golf Course. The Golf Associations may submit recommendations to the City Council for appointment. B. The City Council Memberl-a non-voting liaison, shall be appointed each year by the Mayor, and the seven citizen members shall be appointed by the City Council to serve two-year staggered terms." Section 3. That this resolution shall take effect from and after its date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF Grapevine, TEXAS on this the 15th day of June, 2014. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE RESOLUTIONS AUTHORIZING THE CREATION AND GOVERNANCE OF THE OPERATION OF THE GRAPEVINE HERITAGE FOUNDATION (THE FOUNDATION) BY AMENDING THE COMPOSITION OF THE ADVISORY BOARD; AND DECLARING AN EFFECTIVE DATE WHEREAS, the Grapevine Heritage Foundation (the Foundation) (initially referred to as the Historic Preservation and Cultural Resources Foundation) was authorized for creation and operation pursuant to City Council Resolution No. 90-17 approved June 5, 1990; and WHEREAS, subsequent to the charter for a non-profit corporation being issued by the Texas Secretary of State's Office on July 18, 1991 and adoption of original by- laws, the City and the Foundation entered into an agreement dated December 17, 1991 concerning the operation of the Foundation and the City Council approved Resolutions Nos. 92-35, 95-15, 98-30, 2003-20, 2005-48 and 2010-19 altering the make-up of the Foundation Advisory Board; and WHEREAS, the City has provided personnel, funding, and office space for the Foundation since its inception; and WHEREAS, the City Council believes it is in the best interest of the citizens, the City and the Foundation that certain additional changes be made as to the make-up of the Foundation Advisory Board. THEREFORE, • D BY THE CITY COUNCIL OF THE CITj *F GRAPEVINE, Section 1. That all matters stated in the preamble are found to be true and correct and are incorporated herein in their entirety. Section 2. That Section 4, Subsections a and c of Resolution No. 90-17, and as amended by Resolution No. 92-35, Resolution No. 95-15, Resolution No. 98-30, Resolution No. 2003-20, Resolution No. 2005-48 and Resolution No. 2010-19 are hereby amended to read as follows: Section 4. The Grapevine Heritage Foundation shall be governed by the following criteria: "a. The Advisory Board shall consist of eleven -(;1) ten C101 members, two (2) who shall represent area businesses regardless of residency. C. All eleven (1 1) ten 10 members shall be appointed by the City Council for two (2) year terms, with a non-voting member of the City Council appointed by the Mayor to act as a liaison to the board. All other ten (10) members shall continue for the term previously appointed to, eight (8) shall be residents of the City of Grapevine and two (2) shall be area business owners, regardless of residency, and shall serve at the will of the City Council." Section 3. That this resolution respectfully be submitted to the Grapevine Heritage Foundation for inclusion in its by-laws. Section 4.
