T A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING PARTICIPATION IN
THE PURCHASING PROGRAMS OF THE STATE
PURCHASING AND GENERAL SERVICES COMMISSION
FOR A PURCHASING SOFTWARE SYSTEM; AUTHORIZING
THE CITY MANAGER TO EXECUTE SAID CONTRACTS
AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by
Sections 271 .081 - 271 .083 Texas Local Government Code, V.T.C.S., as amended,
desires to participate in described purchasing programs of the State Purchasing and
General Services Commission; and
WHEREAS, the City of Grapevine, Texas, is of the opinion that participation in
these programs will be highly beneficial to the taxpayers of this City through the
anticipated savings to be realized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
� GRAPEVINE, TEXAS:
Section 1 . That all matters stated in the above preamble are true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine, Texas, does request the State
Purchasing and General Services Commission to include its stated need for the
Advanced Procurement Systems (APS) purchasing and inventory software as follows:
Quantitv Description
1 Basic Purchasing
1 Open Market Purchasing
1 Contract Purchasing
1 Department Access
on the Commission's annual contracts for these items, whereby the City of Grapevine
may be allowed to purchase these items from the annual contract.
Section 3. That the City Manager, or his designee, is authorized and directed
� to sign and deliver all necessary requests and other documents in connection
therewith for an on behalf of the City of Grapevine.
Section 4. That this resolution shall take effect from and after the date of its
passage.

,� I, the undersigned City Secretary of the City of Grapevine,Texas,hereby certify as follows:
l. The City Council of said City convened in Regular Session on June 4, 1996, at the
location specified in the public notice of said meeting, and the roll was called of the duly constituted
officers and members of said City Council,to-wit:
William D.Tate, Mayor
Ted R. Ware, Mayor Pro Tem
C. Shane Wilbanks, Councilmember
Sharron Spencer, Councilmember
Clydene Johnson, Councilmember
Jerry L. Pittman, Councilmember
Roy Stewart, Councilmember
and all of said persons were present, except for the following: None; thus constituting a quorum.
Whereupon,among other business,the following was transacted at said meeting: a written Resolution
entitled A RESOLUTION OF THE CITY COUNCIL OF THE CIT'Y OF GRAPEVINE,TEXAS
EXPRESSING INTENT TO REIMBURSE GENERAL OPERATING FUND FOR
EXPENDITURES MADE PRIOR TO AVAILABILITY OF FUNDS AND PROVIDING AN
EFFECTIVE DATE was duly introduced for consideration of said City Council. It was then duly
r"'�"' moved and seconded that said Resolution be passed; and, after due discussion, said motion, carrying
with it the passage of said Resolution, prevailed and carried by the following vote:

2. A true, full and correct copy of the aforesaid Resolution passed at the meeting described in
the above and foregoing paragraph is attached to and follows this Certificate;said Resolution has been
duly recorded in the of�icial minutes of said City Council; the above and foregoing paragraph is a true
and correct excerpt from said minutes of said meeting pertaining to the passage of said Resolution; the
persons named in the above and foregoing paragraph, at the time of said meeting and the passage of
said Resolution,were the duly chosen, qualified and acting officers and members of said City Council
as indicated therein; each of said officers and members was duly and sufficiently notified officially and
personally in advance,of the time,place and purpose of the aforesaid meeting and that said Resolution
would be introduced and considered for passage at said meeting,and each of said officers and members
consented in advance to the holding of said meeting for such purpose; and said meeting was open to
the public, and public notice of the time, place and purpose of said meeting was given, all as required
by Vernon's Ann.Texas Government Code,Section 551.041, as amended.
