� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PROCEED WITH THE EXECUTION OF A TEXAS
NATURAL RESOURCE CONSERVATION COUNCIL GRANT
FOR A JUNIOR MASTER COMPOSTER TRAINING
PROGRAM AND AUTHORIZING THE CITY MANAGER OR
HIS DESIGNATED REPRESENTATIVE TO ACT AS THE
CITY'S CHIEF EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE
CITY'S PARTICIPATION IN THE MASTER COMPOSTER
TRAINING PROGRAM; AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City has identified needs related to solid waste reduction and
minimization; and
WHEREAS, the Junior Master Composter Outreach Project will assist in
educating the children of Grapevine and surrounding cities on composting; and

WHEREAS, it is necessary and in the best public interest, health and welfare
� that the City apply for funding under the 1995 Texas Natural Resource Conservation
Commission's (T.N.R.C.C.) Solid Waste Reduction Grant Program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all matters stated in the preamble of this resolution are true
and correct and are hereby incorporated into the body of this resolution as if copied
in their entirety.
Section 2. That the City endorse a proposal approved for funding under the
T.N.R.C.C. Solid Waste Reduction Grant Program.
Section 3. That the City Council supports the activities as set forth in said
proposal.

Section 4. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this grant and the City's
,,,�, participation in the Master Composter Training Program.
Section 5. That this resolution shall take effect from and after the date of its
passage.
