RESOLUTION NO. 94-15
�, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PARTICIPATE IN THE DEVELOPMENT OF THE
GRAPEVINE/SOUTHLAKE BIKE TRAIL AND AUTHORIZING
THE CITY MANAGER OR HIS DESIGNATED
REPRESENTATIVE TO ACT AS THE CITY'S CHIEF
EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE
CITY'S PARTICIPATION IN THE DEVELOPMENT OF THE
GRAPEVINE/SOUTHLAKE BIKE TRAIL PROJECT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine has adopted a Lake
Grapevine Master Plan; and
WHEREAS, the Lake Grapevine Master Plan identified a connecting trail system
along Lake Grapevine; and
""' " WHEREAS, the Intermodal Surface Transportation Efficiency Act ("ISTEA")
allows for competitive funding of acceptable trail projects; and

WHEREAS, Title 23 U.S.C. Section 149 established a congestion mitigation and
air quality improvement program ("CMAQ"1; and
WHEREAS, Title 23 U.S.C. Section 134 establishes that Metropolitan Planning
Organizations ("MPO's") and States' Transportation Agencies develop transportation
plans and programs for urbanized areas of the State; and
WHEREAS, the State and the City desire the improvements to the
Grapevine/Southlake Bike Trail; and
WHEREAS, Title 23 U.S.C. Section 120 establishes that the Federal share of
funding for CMAQ will not exceed eighty percent (80%) of the cost of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:

Section 1 . That the City of Grapevine endorses the project described as the
Grapevine/Southlake Bike Trail.

Section 2. That the City of Grapevine agrees to abide by the stipulations set
forth by the CMAQ program.
Section 3. That the City Council directs and designates the City Manager or
�� his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with CMAQ project CSJ:
�, 0902-48-981 and 997, Grapevine/Southlake Bike Trail.
Section 4. That this resolution shall be effective from and after its date of
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of April , 1994.
