�,, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PROCEED WITH THE EXECUTION OF A TEXAS
NATURAL RESOURCE CONSERVATION COUNCIL
REQUEST FOR A MASTER COMPOSTER TRAINING
PROGRAM; AUTHORIZING THE CITY MANAGER OR HIS
DESIGNATED REPRESENTATIVE TO ACT AS THE CITY'S
CHIEF EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE
CITY'S PARTICIPATION IN THE MASTER COMPOSTER
TRAINING PROGRAM; AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City has identified needs related to solid waste reduction and
minimization; and
WHEREAS, the Master Composter Outreach Project will assist in educating the

citizens of Grapevine and the State of Texas on composting; and
WHEREAS, it is necessary and in the best public interest, health and welfare
that the City apply for funding under the 1994 Texas Natural Resource Conservation
Commission's (T.N.R.C.C.) Master Composter Training Requests for Proposals.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That the City endorse a proposal approved for funding under the
T.N.R.C.C. Master Composter Training Program.
Section 2. That the City Council supports the activities as set forth in said
proposal.
Section 3. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this grant and the City's
participation in the Master Composter Training Program.

Section 4. That this resolution shall become effective from and after the date
of its passage.
