�, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PROCEED WITH THE EXECUTION OF A NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS PASS
THROUGH GRANT FROM THE TEXAS NATURAL
RESOURCE CONSERVATION COMMISSION TO LOCAL
GOVERNMENTS FOR A SOLID WASTE IMPLEMENTATION
GRANT FOR DEVELOPMENT OF THE MASTER
COMPOSTER PROGRAM; AUTHORIZING THE CITY
MANAGER OR HIS DESIGNATED REPRESENTATiVE TO
ACT AS THE CITY'S CHIEF EXECUTIVE OFFICER AND
AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY'S PARTICIPATION IN THE
SOLID WASTE IMPLEMENTATION GRANT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City has identified needs related to solid waste reduction and

minimization; and
WHEREAS, the development of the Master Composter Program will assist in
� educating the citizens of Grapevine and of the Metroplex on composting; and
WHEREAS, it is necessary and in the best public interest, health and welfare
that the City apply for funding under the 1993 local Council of Governments Pass
Through Grant Program from the Texas Natural Resource Conservation Commission's
(T.N.R.C.C.) Solid Waste Reduction Grant program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That the City endorse an application approved for funding under the
North Central Texas Council of Governments Pass Through Grants from the
T.N.R.C.C. Municipal Solid Waste Reduction Program.
Section 2. That the City Council supports the activities as set forth in said
application.

Section 3. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
� Representative to act in all matters in connection with this grant and the City's
participation in the Solid Waste Reduction Grant Program for the development of the
Master Composter Program.

Section 4. That this resolution shall become effective from and after the date
of its passage.
