HomeMy WebLinkAboutRES 1994-032 �� RESOLUTION NO. 94-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE,TEXAS ESTABLISHING A CITIZEN ADVISORY BOARD; PROVIDING FOR APPOINTMENTS TO THE BOARD AND SPECIFYING FUNCTION; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine, Texas is of the opinion that a Citizen Advisory Board would be of assistance to the City Council and City Staff by providing a more available form of citizen participation in the affairs of the , City and to create a forum for enhanced communication; and WHEREAS, the City Council desires to create such a board by establishing membership, terms of office and responsibilities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ,�� ro GRAPEVINE, TEXAS: � Section 1 . That the City Council of the City of Grapevine, Texas does hereby create and establish an advisory board to be known as the Grapevine Citizen Advisory Board, such board size to be determined by the City Council at the time of appointments and to be composed of Grapevine citizens. A representative of the City Manager's Office shall be an ex-officio, non-voting member of the board and shall be responsible for administration and coordination of board activities. Section 2. That membership of the Citizen Advisory Board shall be constituted by appointment by members of the City Council, and shall be appointed for a one year term. Members will be eligible to reapply for subsequent appointments to the Board if they so desire. All of the members of the board shall be selected according to appointment by the City Council. Section 3. That the Citizen Advisory Board shall meet at least once each quarter of the year, with a quorum consisting of those members present. Section 4. The Citizen Advisory Board will act only upon the majority vote of its members. � Section 5. That the Citizen Advisory Board shall elect from its members a chairperson and a vice-chairperson, who, along with the City Council liaison, shall comprise the Executive Committee. The Executive Committee shall meet once each month. The Executive Committee shall communicate with the Grapevine City Council on a regular basis in order to forward comments, suggestions and concerns of the ,�. ,. Advisory Board. Section 6. That any member of the board duly appointed under the terms of ��.,� this resolution will be subject to removal by the executive committee if they miss two meetings during the course of their term. Section 7. That the Citizen Advisory Board shall meet with City Council and City Staff on an annual basis. Section 8. That the board shall act in an advisory capacity to the City Council and the City Staff in the planning and implementation of programs and activities involving citizen and community concerns. Specific concerns and activities of the board will be determined by the board itself after due consideration of the advice and cooperation of the City staff, the City Council, neighborhood and business groups, with an emphasis on programs and activities designed to improve the quality of life either singularly or collectively. A second and equally important aspect of the board shall be to provide leadership and coordination for the activities of neighborhood and business based groups of citizens and to provide a channel of communication between citizens of Grapevine and elected officials and/or City Staff. Section 9.
