HomeMy WebLinkAboutRES 1994-040 � RESOLUTION NO. 94-40 � A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS SUPPORTING A FAIR SHARE RETURN OF SOLID WASTE FEES; SUPPORTING ALLOCATION OF FUNDS ON A REGIONAL BASIS; SUPPORTING EFFORTS TO EFFECT THE FAIR SHARE POLICY BEGINNING IN FY95; SUPPORTING FUNDING FOR ACTIVITIES CONSISTENT WITH THE REGIONAL PLAN AND PROVIDING AN EFFECTIVE DATE WHEREAS, North Central Texas generates about 29% of the solid waste fees coilected annually by the State of Texas; and WHEREAS, the State of Texas has no clear-cut policy to return a fair-share allocation of the total solid waste revenue to each region in the state, whether by direct allocation to the Regional Councils or through a statewide process; and WHEREAS, the State of Texas has increasingly, in the last two years, reduced the regional allocation to the North Central Texas Council of Governments (NCTCOG) "�"�' and other large metropolitan planning regions, while increasing the funding to more rural areas, and has favored statewide competition as an allocation mechanism; and � WHEREAS, as a direct result of said State policy, the actual revenues received by our region in the last two to three years have been significantly disproportional to available statewide funding; and WHEREAS, NCTCOG is a voluntary association representing the local governments in the region; is the designated regional agency for solid waste planning; and has demonstrated its ability to represent the needs of local governments in solid waste issues in its Regional Solid Waste Management Plan and subsequent recent implementation and pass through funding programs; and WHEREAS, NCTCOG's advisory committee on solid waste, the Resource Conservation Council, has indicated the need to request a fair share allocation of the total statewide solid waste revenue to this region. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: �, Section 1 . That the City of Grapevine supports a fair share return of solid waste fees to the region. ,,,�, Section 2. That the City of Grapevine supports the majority of funds being allocated on a regional basis rather than by statewide competition. Section 3. That the City of Grapevine supports the NCTCOG working in '""�` partnership with the Texas Natural Resource Conservation Commission (TNRCC) and its Municipal Solid Waste Management and Resource Recovery Advisory Council, the Texas Association of Regional Councils (TARC), state legislators and others to effect � this fair share policy for FY95 and thereafter. Section 4. That the City of Grapevine supports the Executive Director of NCTCOG seeking and entering into appropriate arrangements for state, local and/or federal funding to undertake activities during 1994-95 consistent with the Regional Plan. Section 5. That this resolution shall be in effect from and after the date of its passage.
