,�,, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS JOINING OTHER GOVERNMENTAL
AGENCIES IN THE SUPPORT OF "UNFUNDED MANDATES
DAY"; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, unfunded federal mandates have become the single largest financial
burden on the nation's cities and towns; and
WHEREAS, from 1971 to 1993, federal funds to local governments have
decreased by 35% while federal mandates have increased over 100%; and
WHEREAS, the increasing number of federal mandates has forced many local
governments to raise taxes, increase utility bills and cut services to pay for the costs
of implementation; and
WHEREAS, when there was a federal/state/local partnership to finance the
costs of federally imposed mandates, the nation made great progress in meeting

national goals and objectives.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all matters stated in the preamble are found to be true and
correct and are incorporated into the body of this resolution as if copied in their
entirety.
Section 2. That the City Council of the City of Grapevine joins with the
National League of Cities, U. S. Conference of Mayors, National Association of
Counties, International City/County Management Association, National Governors'
Association, and National Conference of State Legislatures on their comprehensive
efforts to reduce the burden of unfunded federal mandates on cities, towns, and
taxpayers by assuring that local governments have adequate capacity and time to
achieve federal mandates and standards.
Section 3. That this resolution shall take effect from and after the date of its
passage.
