This narrative should address all the points listed below: • Clearly state the objectives of the project. • Describe the location where the project will t:ilce place. • How many trees will be planted, species, size. _ • Attach maps showing location of planting sites. • Specify standards for site selection, site preparation, planting stock, care and selection. • Describe care and maintenance of planted trees to be provided. : • Describe how the project will be divided to allow more than one small business to perform work and promote increased employment to local communities. • Specify the personnel, their qualifications and experience, and who will be responsible for supervising the project. • Articulate a cost effective approach toward accomplishing the objectives of the project. OBJECTIVES OF PROJECT Dallas Road is a 1 . 8-mile major thoroughfare that intersects South Main Street in Grapevine. Commercial and industrial businesses, private residences, soccer fields, and municipal buildirigs line this - street that recently underwent widening. Vacant and undeveloped properties also line this street, including one large tract of land where a proposed Target store is being built . The primary objective of this project, therefore, is to beautify the industrial appearance of this road through the installation of trees in the City right-of-way. Another objective is to enhance the recreational use of Dallas Road' s right-of-way by incorporating a trail system into the landscape on the north side from William D. Tate Avenue west to Highway 114 . LOCATION OF PROJECT Trees will be installed on the south side of Dallas Road from Highway 382 almost to Berry Street and then on the north side of Dallas Road from William D. Tate Avenue west to Highway 114 (see enclosed vicinity map showing planting sites) . A total of 156 trees will be planted of the following species and sizes : Cercis canadensis var. texensis (18) , 3 " caliper; Ilex decidua (17) , 10 gallon; Ilex vomitoria (11) , 10 gallon; Koelreuteria paniculata (2) , 3 " caliper; Mvrica cerifera (16) , 10 gallon; Pinus ` thumber ina (13} , 3 " caliper; Pistacia chinensis (14) , 3" caliper; Prunus mexicana (10) , 3 " caliper; Quercus macrocarpa (2) , 3" P . caliper; Quercus shumardi (9) , 3 " caliper; Rhus lanceolata (11) , 5 gallon; Sapindus drummondi (5) , 3 " caliper; Taxodium distichum (14) , 3 " caliper; Ulmus parvifolia (3) , 3 " caliper; and Viburnum rufidulum (11) , 10 gallon. STAND,AIDS 1) Site selection and prepration-- The contractor shall stake all tree locations according to the landscape plans and then wait for approval from the City and all utility companies before digging holes . Holes shall be dug a minimum af 12" larger in diameter than the root ball and the same depth as the root ball . 2) Planting-- Al1 trees shall be set in holes, centered, and planted to such depth so that the finished grade around the tree after settlement will be the same as that at which the tree was grown. Each tree shall be faced to give the best appearance from the street . Rope, wire and/or burlap from the top of the root ball shall be removed and tucked under the root ball . Native soil shall be used as backfill . The hole shall be filled to the finished grade and a water-holding basin twice the diameter of the root ball : shall be constructed around each tree . The contractor shall water the trees upon installation but not thereafter. Finally, all excess soil and debris shall be removed from the site upon completion of work. ,. The planting methods and overall care and maintenance program • conform to the standards set forth in Section 11 . 0 (Tree Planting Guidelines) . ` USE OF SMALL BUSINESSES Landscaping Dallas Road can involve as many as five (5) small businesses : one to draw up landscape plans, another to design and install the irrigation system, two to supply the trees, and another to install the trees . ADMINISTRATION OF PROJECT Kraig Harris, a licensed irrigator and Parks Department foreman with the City of Grapevine for five years, will supervise the installation of irrigation. Steve Huddleston, horticulturist, had experience with the Dallas Arboretum and the City of Grand Prairie before joining the Grapevine Parks Department in 1990 . Steve will oversee the installation of plant material . Chris Nunes, a 10-year Parks employee and crew chief of the horticulture crew, will assume the maintenance responsibilities of watering, mulching, fertilizing, and weed control around the trees . ' COST-EFFECTIVE APPROACH The City of Grapevine can meet its objective of beautifying Dallas Road at a total cost of $34, 263 . 00, which includes purchase and installation of irrigation and trees and three years of maintenance. The City has committed $16, 765 . 00 in cash (49% of the total cost) and $2, 498 . 00 in in-kind services toward the completion of this project . The City therefore requests $15, 000 . 00 from the Small_Husiness Administration Tree Planting Program to complete the funding -of this proj ect . .. (2)
