HomeMy WebLinkAboutRES 1992-001 �.,�„ RESOLUTION NO. g2-Q1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY � OF GRAPEVINE, TEXAS, RATIFYING ACTION TAKEN BY THE CITY COUNCIL ON AUGUST 6, 1991 RELATIVE TO AMENDING THE CITY OF GRAPEVINE PARKS AND RECREATION DEPARTMENT ATHLETIC FACILITIES POLICY BY AMENDING RESOLUTION NO. 79-04 , AS AMENDED BY RESOLUTION NO. 82-05 AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Grapevine City Council approved the City of Grapevine Parks and Recreation Department Athletic Facilities Policy ("the Policy") upon passage of Resolution No. 79-04 on February 20, 1979; and WHEREAS, the City Council amended Resolution No. 79-04 on February 16, 1982 by adopting Resolution No. 82-05; and ' WHEREAS, the City Council amended the Policy by motion and vote on August 5, 1986 and August 6, 1991; and WHEREAS, the Parks and Recreation Board has reviewed the �,.� Policy and recommends the amendments reviewed and approved by the City Council on August 6, 1991 be ratified by resolution; and w�� WHEREAS, the City Council did review the Policy and believes it is in the best interest of all concerned to amend said Policy. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this resolution as if copied in their entirety. Section 2 . The City of Grapevine Parks and Recreation Department Athletic Facilities Policy as recommended by the Parks and Recreation Board, attached hereto and made a part hereof as Exhibit "A" , is hereby approved and adopted. Section 3 . That this resolution shall take effect from and after the date of its passage. SP$CIFIC SPORTS SEASONS The Parks and Recreation Board and Department will establish specific sports seasons that will adhere to as closely as possible the seasons established and followed by the legal governing bodies of associations, and will also allocate athletic facilities of �rapevine. The seasons and facility allocation must be adhered to by all organizations desiring co-sponsorship with the City. S$CI.`ION II. REQIIIR�'S OF ORGANIZATIONS CO-SPONSOR� BY THS CITY In order to be co-sponsored by the City of Grapevine, each organization must: � � ° l. Be approved by the Parks and Recreation Board and Department. New organizations desiring to begin a program in Grapevine and seeking co-sponsorship of the City must meet with the Parks and Recrea�ion Board and Department sixty� (60) days prior to � the start of the proposed season. 2. Have an accident insurance policy for each participant that � provides for a minimum of $1,000 for accidental death/dismemberment and $5,000 accident and medical expense coverage. A copy of the coverage policy or proof of intent to purchase such a policy by each organization must be turned in to the department office before the first league practice. ° � This requirement pertains to youth sports only. � Page 3 Exhibit "A" to Resolution 92-01 Page 4 of 10 ��:,,,. 3 . Have a parent or legal guardian of the youth sports participant sign a statement agreeing to lease, absolve, �� indemnify, and hold harmless the City of Grapevine, its agents, servants, employees, officials, and supervisors, any or all of them in the event of any accident, injury, or death sustained by the participant while being transported to or from an activity, or while participating in an activity. One copy of each signed form must be filed with the City prior to the start of official practices. 4. Allow their funds to be subject to audit by the City. 5. Have a board of directors, with a president, vice-president, secretary, and treasurer; or, some other type of representative board or group of league officials. Each 4 organization must provide pertinent home and business phone � � numbers of their officers to the Parks and Recreation Department prior to their first practice. 6. Have on file with the Parks and Recreation Department a copy of the organization' s constitution and by-laws. 7. Furnish a schedule of activities to the Parks and Recreation Department one week prior to the first official league game or activity. 8. Have a minimum of two officers meet with the Parks and Recreation Board and Department in November and July of each year. r �, : �� Page 4 Exhibit "A" to Resolution 92-01 Page 5 of 10 SECTION III. APPLICATIONS OF CO-SPONSORSSIP After an organization is granted co-sponsorship by the City, �w� the following will apply: 1. Each organization will be assigned practice and regulation facilities, as they are available. These facilities may be . located on City-owned property, property which is leased by the City, or school property that is jointly used by the City and GCISD. . 2. Practice and regulation facilities may be assigned to an organization which is not co-sponsored by the City only after the needs of co-sponsored organizations have been met. 3 . The Parks and Recreation Department will limit, if necessary, the frequency of use of practice and regulation facilities by an organization. Examples of having to limit use are: ��� overuse, misuse and/or abuse of facilities, maintenance problems, etc. 4. The Parks and Recreation Department will determine the playability of all City-owned baseball and softball fields. The D/FW Soccer Association Fields Chairman shall determine the playability of the regizlation soceer fields. This privilege may be revoked by the City if proper judgment is not used in determining a playing field' s candition. The City shall determine the playability of the Grapevine Middle Schoal Football field for use by Pee Wee Football. �. Maintenance of practice and regulation facilities will be '� ' performed only by the Grapevine Parks and Recreation ;,�„� Department, and where applicable, the GCISD, unless other Page 5 Exhibit "A" to Resolution 92-01 Page 6 of 10 �� arrangements are made through the department office. Arrangements for volunteer work performed on facilities by representatives of an organization must be made through the director' s office. S1�CTION N. AVAILABILITY OF` FACILITI$S 1. FACILITIES USED FOR PRACTICSS. Before and during the official Baseball, Five Pitch, and Girls' Softball season, the Regulation baseball/softball fields and all available praetice areas shall be open only to Grapevine Baseball, Five Pitch, and Girls' 5oftball teams for practice and scrimmage games, during the afternoon hours and until 6: 30 p.m. on weekdays. These facilities will be available unless they are having work performed on them, or unless they are lined for an official � -� game. Beginning at 6: 30 p.m. , on Monday through Thursday, until the official games begin, the regulation baseball/softball fields may be reserved for practice for the time periods below: 6:30 p.m. to 7: 30 p.m. 7:30 p.m. to 8:30 p.m. 8: 30 p.m. to 9: 30 p.m. 9: 30 p.m. to 10:30 p.m. Reservations for practice at the above times may be made by Baseball, Five Pitch, Girls' Softball, and Adult Softball. The number of practice sessions per team will be limited � - during the week as needed. On weekends, the practice and �,� regulation facilities are open on a first-come, first-serve Page 6 Exhibit "A" to Resolution 92-01 Page 7 of 10 ,�,:,. basis only. Exceptions to this are fields used for official league games, make-up games, and recognized tournaments. ,�,„� 2, TOURNAMENTS. Only tournaments approved by the Parks and Recreation Department will be held on city-owned or leased fields. All organizations holding tournaments will be totally in charge of refuse removal and clean-up of the fields and surrounding area, including concession stands. They will also be responsible for damage to the facilities incurred while in their use. A deposit of $500 is required. A mini.mum of two weeks notice is required for all baseball, soccer, softball and tennis tournaments. 3 . �P$CIAL $Vffi�ITS. All associations desiring to conduct special events, clinics, skills testing, etc. , shall notify the City a minimum of two weeks in advance. £� ° 4. SWII�IING P�OL. The Dove Park Swimming Pool is open to all Grapevine residents during the specified operating hours. The pool may be leased during non-use hours. A $100 deposit will be required. 5. Z'�iNIS COURTS. The tennis courts owned and operated by the City are open to all Grapevine residents. Their availability is on a first-come, first-serve basis. Al1 classes, lessons, and leagues must be sponsored or co-sponsored by the Parks and Recreation Department. Where the City and GCISD have jointly- developed courts, the joint development agreement for those j courts will apply regarding their usage. ` 6, BASKETBAT,T• COURTS. The outdoor basketball courts owned and �,, .� operated by the City are open to all Grapevine residents. All � classes, lessons, and leagues must be sponsored or co- �""`° sponsored by the Parks and Recreation Department. SECI'ION V. CONCSSSION AC,F���'� WITH YOUTS SPORTS During the baseball and softball seasons, the Baseball and Pee Wee Football Associations will have first priority to operate the permanent concession stands at Oak Grove Park, during each association' s official season. The Baseball Association may operate the concession stand at the softball and baseball complexes during the Spring/Summer leagues, and Pee Wee Football may operate the stand at the softball complex in the fall. The D/FW Soccer Association may operate the stand at the Soccer complex during the ' Spring and Fall soccer seasons. Each Association is responsible � � for their respective equipment, and the cleanliness of the . concession stands while in use by them. The City has the right to deny an Association the use of a concession stand if the stand is not kept in a sanitary, clean, and acceptable condition at all times. S$CTION VI. AZJTHORITY OVSR FACILITI$S At all times, regarding all City-owned or leased facilities, the Grapevine Parks and Recreation Department is responsible for administering City and Department policy. Appropriate action may be taken by the Department and/or City regarding misuse of the �� - facilities and/or misconduct by participants. �� Page 8 Exhibit "A" to Resolution 92-01 Page 9 of 10 SECTION VII. VIOLP,TION OF POLICY � — Any person or organization violating the intent of this policy �:� or the rules and regulations implied within may, under direction o the Parks and Recreation Department, Parks and Recreation Board, or City Council, be refused usage of facilities and lose co- sponsorship of the City.
