RESOLUTION NO. 91-20

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, ESTABLISHING A CHARTER
REVIEW COMMISSION TO REVIEW THE CITY CHARTER
AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL
REGARDING PROPOSED AMENDMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Charter of the City of Grapevine, Texas was
adopted on November 16, 1965 and amended in May, 1972 and April
1978; and
WHEREAS, the City Council of the City of Grapevine has
determined there is a need to establish a Charter Review Commission
to review the City Charter and make recommendations to the City
Council for proposed amendments to certain sections of the City
Charter to be submitted to the voters of the City of Grapevine; and
WHEREAS, the City Council desires the Commission to consist of
� seven (7) appointed citizen members and two (2) ex-officio members;
and
� WHEREAS, Section 11.21 of the City Charter provides that the
City Council may appoint a Charter Review Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the Charter Review Commission is hereby
established for the purpose of reviewing the City Charter and
making recommendations for proposed amendments to certain sections
of the City Charter to comply with State law.
Section 2 . The composition of said Commission shall consist
of seven (7) appointed citizen members, with the City Attorney and
City Manager, or their designees, being appointed to serve as ex-
officio members.
Section 3 . Each City Council Member, including the Mayor,
shall appoint one (1) Commission member, with the Mayor's appointee
serving as the Chairman of the Commission, and the City Council
�,,, shall appoint the Co-Chairman.
Section 4 . The Commission shall review the City Charter and
� make recommendations to the City Council for proposed amendments to
certain sections to comply with State law.
Section 5. The Commission shall meet as necessary to
'�' " complete the City Charter review in a timely manner and to make
recommendations regarding a City Charter amendment election.
�. Section 6. Al1 issues are to be decided by a majority vote
of the Commission.
Section 7 . The duties of the Commission shall dissolve upon
completion of a City Charter election to consider selected proposed
amendments.
Section 8. This resolution shall take effect from and after
the date of its passage.

GRAPEVINE, TEXAS on this the 6th day of August , 1991.
