HomeMy WebLinkAboutRES 1991-022 �� RESOLUTION NO. 91-22 � A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS CONCERNING CONSOLIDATION OF STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION DISTRICTS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Texas State Legislature is considering the consolidation of the State Department of Highways and Public Transportation Districts to save money and the City of Grapevine recognizes the financial condition of the State of Texas; and WHEREAS, the consolidation of District 2 in Fort Worth with District 18 in Dallas may have an adverse effect on the City of Grapevine and northeast Tarrant County; and WHEREAS, District 2 headquarters is currently located on McCart Street in south Fort Worth and District 18 headquarters is located at the intersection of Interstate Highway 20 and Interstate Highway 30, east of Loop 12 in Dallas; and WHEREAS, the allocation of scarce State highway dollars is of "��' great concern to the City of Grapevine particularly as it pertains to the major highways that interconnect in our City; and � WHEREAS, the State has allocated funds to the various districts in an equitable and fair manner and the City of Grapevine has had significant input into District 2 needs and how funds are spent; and WHEREAS, if Districts 2 and 18 are combined into a giant metropolitan district the City of Grapevine's needs will be minuscule in comparison to such major projects as Central Expressway; and WHEREAS, a disproportionate share of the funds could end up in the Dallas region to the neglect of northeast Tarrant County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine opposes the consideration of combining of Districts 2 (Fort Worth) � and 18 (Dallas) unless the following criteria are met: 1. A new District office should be centrally located between � Dallas and Fort Worth, and '�`� 2 . A formula providing that the City of Grapevine and Tarrant County will receive a fair distribution of all funds allocated to the combined district, and � 3 . A mechanism providing that regular reporting of how funds are distributed and spent throughout the State and within the combined District will be provided. Section 2 . That the City of Grapevine does support the consolidation of Districts 2 (Fort Worth) and 18 (Dallas) into the Fort Worth district's jurisdiction and feels that a Fort Worth office is necessary for the proper assessment and construction of Tarrant County needs. Section 3 . That this resolution shall be effective from and after the date of its passage.
