City Secretary � �r STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council and Planning & Zoning Canmission of the City of Grapevine, Texas met in Special Joint Session on this the 8th day of October, 1984 at � 7:30 p.m. in the Council Chambers, 413 Main Street, with the following mc�nbers of the City Council present to wit: � William D. Dippel City Attorney Representative Karen Spann City Secretary � CAIS., TO ORDER � The meeting was called to order by Mayor Pro Te�n Ware. INVOCATION Cammissioner Shane Wilbanks delivered. the Invocation. WORKSHOP SESSION The purpose of the meeting was for the City Council and Planning & Zoni.ng Camnission to conduct a w�rkshop session relative to the proposed amenc�nents to Ccxriprehensive Zoning Ordinance No. 82-73. Planning & Zoning Cammission Chairman Sharron Spencer then outlined the proposed changes in certain zoning districts, with questions and catmients follawing each section. Concerning Section 17, the R-3.5 �o-Family Dwelling District, Mrs. Spencer noted the proposed amenc�ents included a minimiun lot size of 8,000 square feet, that alleys shall not be included in the 25-foot rear yard requirement, and a m�imtun density of 8 units per acre. The buffer area regulations and landscaping requir�ents were also discussed. � NO�I'E: Mayor Tate arrived during this presentation. +`rr.r Mrs. Spencer ne� addressed the R-3.75 Three- and Four-Family Dwelling District. She advised the minimLmn lot size provided in the proposed amendment was 11,250 square feet for tri-plexes and 15,000 square feet for four-plexes. The area regulations, buffer require�uents, and landscaping requirements were also discussed. She noted that not more than 4 persons unrelated by blood or marriage may occupy a residence and that the parking of recreational vehicles within the required front setback was prohibited (these were also proposals i.n the R-3.5 District) . 10/08/84 The R-TH Tawr�tlouse District, Section 20, was also discussed at length. Mrs. Spencer reported that the maxi.ucnmi density proposed for the R-TH District was 8 units per acre. She noted the limitation of uses provided that only 1 tc�nm- house unit shall be permitted on each lot or lot of record. Buffer and height regulations w�re discussed, and it was noted that the masonry requirements provided for a vertical and horizontal. break in the building line to prevent a straight row of houses. The length of a tawnhouse stzucture was to be limited to 240 linear feet or 8 units. The height and setba.ck requirFments for storage buildings was also deliberated, with the Coamlissioners to give additional consideration to the matter. ,.�� NdI'E: Canmissioner Rr�n Cook arrived at the meeting during this discussion. The only amendment proposed in Section 31, the Light Industrial District, was �'� to add central mixing plants for asphalt, concrete, or other paving materials (batch plants) to the Conditional Uses. Section 32, IG General Industrial District, was never formally adopted by the City Council as part of the Ccxr�prehensive Zoning Ordinance, although it had been incl�ded in the draft of the ordinance suL-mitted by the City's consultants. The Planning & Zoning Cc�nanission at this time rec�nded. that Section 32 be deleted fran the draft for clarification. Section 50, Screening and Fencing, was reviewed briefly. Mrs. Spencer noted that the wr�rds "and Fencing" had been added to the section title in order to utilize another section previously reserved for fencing requirements. A lengthy discussion follaw�d relative to the Open Space Require.ments of Section 51. Mrs. Spencer reported that this section basically provided for open space or recreational areas to be designated in all single-family residential develo�nts of 100 or more units. The character and minitrnIIn dimensions of land reserved for open space were noted. This section also provided for open space to be offered for dedication to the City for park purposes. Maintenance of said required open spa.ce was also addressed, whether it be dedicated to the City, maintained by a hcxneawners association, or scane �'"'* alternate method. ��� Co�cil and Canmission deliberation of this item included concern for setting minimiun size requiresnents of 100' by 150' or whether crea.tive proposals for open space would be sutmitted by developers. A brief recess was called during this discussion. Upon recorivening in the Council Chambers, all members of the City Council and Planning & Zoning Ccmmission w�ere present with the exception of Council MEmber Ron Dyer. Consideration of fihe apen space requiranents continued, during which the Council and Ccscmission discussed concepts they mi.ght be looking for in requiring open space and of what service these areas would be to the City. The Planning & Zoning Cca�mission was to give further consideration to the min�m�un dimensions of the open space requir�ments. Section 52 concerning Tree Presezvation was then addressed. Chairman Spenoer advised that the purpose of this section was to restrict the unnecessary removal of trees during construction, develog�azt, or redevelo�ent. The applicability of these provisions woere discussed, as well as issuance of permits for the removal of trees, replace�nt of trees, and e,xceptions to these provisions. �� Of sos� concern was the statement that no person shall excavate any ditch, tunnel or trench within a radius of ten (10) feet frc�n any tree which is to reqnain. This w�uld restrict the utility campanies, and the Planning & Zoning �,,,,: Camnission is to deliberate this item further. These proposed zoning ordinance amendments are to be considered in public hearing on Tuesday, October 16, 1984. (2) 10/08/84 P,UTOUR�IT Follaaing brief miscellaneous camments, a motion to adjourn their portion of the joint workshop session was offered by Cc�nmissioner Gerald Normari and seconded by Cca�mission M+ember Harlen Joyce. The nlotion prevailed by the follawing vote: Ayes: Spencer, Cook, Joyce, Nornian, Wilbanks, Atkins, & Engholm Nays: None � A motion to close the public hearing was also offered by Council M�ember Oliver and seconded by Mayor Pro Tem Ware. The motion prevailed by the ensuing vote: � Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pawers Nays .
