Mayor Tate called the meeting to order.
INVOCATION
The Invocation was then delivered by Camnissioner Gerald Norman.
PUBLIC HEARING, PRUPOSID AMIIVDMEIVTS TO
CONIPRE��TSIVE ZONING ORDINANCE NO. 82-73
The first order of business was for the City Council and Planning & Zoning
Canmission to continue a public hearing relative to proposed �nendments to
Ccxnprehensive Zoning Ordinance No. 82-73.
NO2'E: Co�mission M�mber Peggy Engholm arrived at the meeting.
Planning & Zoning Cc�nmission Chainman Sharron Spencer proceeded to review the
proposed antiendments to the Ccx�rehensive Zoning Ordin,ance which had initially
been considered on Sept�r 18, 1984 and had been tabled until this meeting.
She then review�d a second set of proposed amenc�ments, which had been
,� ,
scheduled for public hearing at this time.
Mrs. Spencer detailed the proposed Ope.n Space Requirements, r�ting that they
would apply to residential developments of 100 or more units in the R-20,
� R-12.5, or R-7.5 Single-Family Districts in order to provide open space and
recreational areas to meet the needs of the future residents of the area. The
regulations provided for a dedication of the open space to the City, though it
was not required.
The proposed Section 52, Tree Preservation, was also reviewed. This section
would govern re�noval or replacement of trees in a development. She noted that
the affect these regulations w�uld have on the utility campanies' ability to
provide underground service w�ould be taken into consideration during Planning
& Zoning Ccmmission deliberations.

She then revie�d the proposed changes in the R-3,5 'Itao-Family Dwelling Dis-
trict, which included providing for the subdivision of duplexes and conversion
to the R-TH Tawnhouse District if aIl requirezrents are met. She noted the
density limit in the duplex district was eight units per acre, alley ways
could not be included in the 25-foot rear yard require�nent, and the proposal
would prohibit the parking of recreational vehicles within the required front
yard.
The R-3.75 Three- and Four-F�nily Uwelling District was then presented. The
minimLun square footage of the lot area for three-plexes and four-plexes was +��
noted. In addition, Mrs. Spencer reviewed buffer area regulations when a
three- or four-family developm�ent is located adjacent to a tawnhouse, multi-
family, or non-residential develognent. Prohibiti.ng the parking of � �
recreational vehicles within the required front yard an�d a density limit of
ten units per acre w�re also noted.
The R-Tfi Tawnhouse District was proposed t�o be amended rather cc7mprehensively.
Mrs. Spencer noted a maximtun density of eight units per acre, the maximinn
length of a stYucture at 240 linear feet or eight units, landscape and buffer
require�nents, and requirements for horizontal and vertical breaks in the
building line.
Mrs. Spencer also c�nted on one change in the LI Light Industrial District
adding batching plants to the conditional uses and deleting them frcan the
limitations of uses. Also, she noted the rec�ndation of the Planning &
Zoning Cca�mission that Section 32, General Industrial District, be deleted in
its entixety, as it had been inadvertently included in the fi.nal draft of the
zoning ordinance.
Follawing this review, Mayor Tate invited those guests present to speak
relative to the proposed zoning ordinance amendments. The follawing persons
then offered ca�ents, the majority of which addressed the proposed tree pre-
servation requirements.

City Secretary Karen Spann reported that two letters had been received fresn
Mrs. Becky Stewart, representing the Grapevine Coalition of NeighUorhoods, one ""'�
of which expressed their support for the proposed o�en space requixements and
the other which supported the tree preservation regulations.

close the public hearing was made by Cannissioner Gerald Norman and seconded

A motion to close the Council's portion of the public hearing was then made by
Council N�iber Jim Glynn. Council M+anber Dyer offered a second to the motion,
which prevailed by the ensuing vote:

conduct a public heari.ng relative to Zoning Application Z84-29 su�mitted by
Mr. Barney Giles and Mr. Gerald Thanpson.

Public Works Director Jim Baddaker advised this public hearing had been tabled
frcan the meeting of Septemher 4, 1984 at the request of the applicant. The
location of the property in question is the northwest carner of Dove Road and
Dove Loop Road. The current zoning on the property is R-TH Tawnhouse Dis-
trict, with the requested zoning being for CN Neighborhood C�rcial District
on 8.9 acres (which had been revised dawnward fresn the initial application
for 11.6 acres.)
Mr. David Risinger, representing the applicants, addressed the Council and
Canmission giving a brief history of the zoning on this property. He also
revie�aed. the proposed concept plan shawing 2.16 acres of townhouse develo�ent
and 8.9 acres of ca��rcial property.
Mr. Mike Starek of DeShazo, Starek & Tang then gave a lengthy presentation of
the traffic study analysis at this location. He detailed the affect of
existing traffic and then added figures including proposed develognent in the
area.
Questions and cam��ents fran the City Council and Planning & Zoning Canmission
follawed this presentation.
�' " A brief recess was then called by Mayor Tate. Upon reconvening in the Council
Chambers, all me.nibers of the City Council and Planning & Zoning Ccnmission
�� were present, with the exception of Canmissioner Atkins.
Mr. Gerald ThcanQson, applicant, then c�nted relative to their efforts to
meet the concerns of the City Council and Planning & Zoning Camnission.
Those present who wished to speak relative to this zoning application were

PUBLIC HEARING, ZONING APPLICATION Z84-32, FRAZIER/TAYLOR (BANYAN PLACE)
The next order of business was for the City Council and Planning & Zoning Cam-
mi.ssion to conduct a public hearing relative to Zoning Application Z84-32
su�sn.itted by Mr. Et�erett Frazier.
Mayor Tate declared the public hearing open and called on Public Works
Director Jim Baddaker to explain the request of the applicant.
Those present were advised this zoning request involved approximately 14 acres .
of land located east of Scribner Street, west of North Main Street, and north
of the Safeway grocery store. The present zoning on this tract is R-ME-1
MuZti-Family Dw�elling District, with the requested zoning being R-TH Tawnhouse
District. ""��
Mr. John Teague, representing the applicant, briefly addressed the project and
fielded questions fran the Council an� Cammission. Mr. Et�erett Frazier also �.s:�
offered camrents and clarified that he proposed a develognent of townhouse

Public Works Director Jim Baddaker reported the property in question was a
portion of the Northwoest Plaza Shopping Center (1689 W. Northw�st Highway) and
the proposed development was for a mexican food restaurant serving alcoholic
beverages. The current zoning for Northw�st Plaza was SP Site Plan designat-
ing certain areas allowing alcoholic beverages and providing for all other
uses in the HC Highway Canmercial District. Alcoholic beverages were not
authorized at the proposed restaurant facility, thus requiring a rezoning
request.

Mr. Bob Gass of the Chasew�od Ccanpany then addressed those present. He
presented aerial photographs of the tract and a plan ir�dicating the
surrounding land uses. A concept plan depicting the existing zoning and the
proposed zoning on the property was also detailed. Mr. Gass continued by
noting their proposal to handle the water flaw through the creek and utilizing
the creek as a buffer to the single-family zoning to the w�est. He advised
they proposed a deed restriction on the property requiring a site plan to be
presented to the Site Plan Review Cc�nmittee for approval to address the
question of line of site betv�en this proposed nnzlti-family develognent and

Public Works Director Jim Baddaker briefly reviewed the zoning request. Those
present w�ere advised that the request involved Mr. Lightner's property located
on the north side of Tunberline Drive, east of the proposed Cheek-Sparger
arterial and west of the existing apartir�nts. This property was currently
zoned R-TH Tcxnmhouse District and the proposed zoning was R-MF-2 Multi-Family.
Also included in the application was a tract of land on the south side of
Timberline Drive and extending east of the proposed arterial, which was
currently zoned for duplexes and was proposed for multi-family and camnercial.
Mr. Larry Lightner gave a short introduction of the project and introduced Mr.
Jce Lipsccxnb, who then detailed the plan. Those present were advised that the
total multi-fami.ly request was for approximately 22 acres, with approx�mately
4 acres of co�mercial. He noted their efforts to try to utilize the trees and
the lay of th�e land to separate larvd uses. Drainage in the area. was also
addressed.

Mayor Tate declared the public hearing open and called on Public Works
Director Jim Baddaker to explain the requested replat.
Those in attendance were advised that the replat included approx�mately 17
acres located betw�n Dooley Street and Boyd Drive, south of Peach Street and
north of the proposed Turner Street extension. He noted that adequate right-
of way had been designated for the extension of the Shadybrook arterial
through Peach Street.
Mr. Crook, representing the applicant, was present to answoer questions. It
was noted that the present zoning on the property was R ME'-2 Multi-Family with
a proposed use as a four-plex develogn�exit with a total of 232 units.
Following brief discussion, Mayor Tate asked if there was anyone present who

Public Works Director J�m Baddaker advised that he had looked further into the
possibility of constructing a teznporary road betw�een Snakey Lane and Hyland
Greens Drive to avoid closing Dove Road canpletely in this area during recon-
struction. It was noted that the proposed route would eliminate a mininnAn
rnunUer of trees. He added that the cost of building a t�riporary road would be
approx�mately $23,000, and that it vx�uld delay the construction contract for
about 90 days in order to receive approval frccn the Corps of Engineers and
prepare the temporary road.

The ne� item before the City Council was to conduct a public hearing relative
to an application to Iocate a building (HMA 84-01) suY_cnitted by Cawthon
Building SystEms, Inc. , representing the DFW Federal Credit Union, and a sub-
sequent resolution if applicable.
City Secretary Karen Spann advised that the DFW Federal Credit Union wished to
locate an office building directly behind their existing facility on South '"�"'"
Main Street. The location of the proposed building is generaI.ly on the north-
east corner of Terrell Street and East Nash Street. Because the proposed
building was a modular-type and will be moved in sections, it was the recam- �•�
mendatian of the City Staff that a building m�oving application be considered.
Mr. Robert Adaans of Ca.wthon Building Systems briefly addressed the City
Council. He noted that sections t�uld be transported tA the site, and that it
would be a permanent structure. The construction plans have been reviewed by
the City Staff and have been found to meet building code requirements.
