The City Council of the City of Grapevine, Texas met in Special Session on
this the 30th day of October, 1984 at 7:30 p.m. in the Council Chambers, 413
Main Street, with the following members present to-wit:

Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by Council Member Marion Brekken.
AUTfiORIZATION TO ADVEI�I'ISE FOR BIDS, STORM SEWER PIPE
�"' The first order of business was for the City Council to consider authorizing
the City Staff to advertise for bids relative to the purchase of storm sewer

Public Works Director Jim Baddaker advised of his request for authorization to
advertise for bids for the purchase of storm sewer pipe for drainage recon-
struction in the Park Place Addition and drainage work near the intersection
of Dove Road and Autwnn Drive. He briefly described both of these projects.
Council deliberation ensued, during which they discussed liability for the
cost of the construction work and preventing future probl�ns.
A motion was then made by Council Nlember Oliver and seconded by Council Member
Brekken to authorize the City Staff to advertise for bids for the purchase of
stornn sewer pipe for these projects. The motion prevailed by the follaaing
vote:

ORDINANCE, TURNER STREEr RIGHT-0E-V�,Y
The next order of business was for the City Council to consider an ordinance
""""""' abandoning a portion of right-of-way on Turner Street.
! The caption of the proposed ordinance was presented by the City Secretary.

Public Works Director Jim Baddaker reported that this abandorunent was in con-
junction with the Orion Place replat also to be considered on this agenda.
The property is located on the north side of the proposed. Turner Road
extension east of Dooley Street. The existing plat on the property indicated
60 feet of right-of-way for extendi.ng Turner Road, although it had now been
deternuned that only 50 feet was required.
Mayor Pro Tem Ware then of fered a motion tYLat the ordinance abandoning the
e,xtra 10 feet of right-of-�aay on Turner Road be adopted. Council Menber
Pawers second.ed the motion, which prevailed by the follawing vote:

AUTHORIZE EXTII�ISION OF SOL� SEWER LINE THROUGH GRAPEVINE
The next item before the City Council was to consider authorizing the City of
Southlake to extend a sewer line through the City limits of Grapevine.
Public Works Director Jim Baddaker advised that the developers of the
Grapevine Plaza Shopping Center on the northwest corner of Park Boulevard and
West Northwest Highway had requested authorization to place a sewer line
through the City of Grapevine in order to service buildings located in the
City of Southlake. They wr�uld not be tying into Grapevine sewer service. Mr.
Baddaker noted the Staff recamnendation for approval of this request with the
following stipulations:
l. The City of Southlake will be totally responsible for the mai.ntenance
of the facility.
2. The sevaer line will be installed according to City of Grapevine
standards and will be reviewed utilizing television equi�ent at a
cost of $500.00.
Follawing brief deliberation, Mayor Pro Tem Ware made a mption to authorize
the placement of this sewer line through the City limits of Grapevine with the ""'""�
stipulations rec�nded by the City Staff. A second was offered by Council �
Member Glynn, and the mQtion prevailed by the ensuing vote: ,,,�,�

FILL PERMIT APPLICATION, I�FtRY LIGHTNER
The next order of business was for the City Council to consider a fill pernu.t
application su�nitted by Mr. Larry Lightner.
Public Works Director Jim Baddaker advised that, as a condition of the zoning
on the property, a fill perm.it application had been sukan.itted for Council
approval on the Lightner tract located south of Timberline Drive and east of
Creekwood Estates. He revi�wed the proposal to reclaim approximately 20 acres
of land currently in the flood plain area with a minimal loss of trees. He
noted the process for approval of the permit and amench�ent of the Federal
Ea�ergency Management Agency's flood plain map.
Council discussion followed this presentation, after which Mayor Pro Tean Ware
made a motion that the fill permit application suxanitted by Mr. Lightner be
approved. Council M�iber Oliver seconded the motion, which prevailed by the

PLANNING & ZONING CONYKISSION RECONIlyENDATION, Z84-30, SEAHUNT'S SPORTING GOODS
The next itgn before the City Council was to consider the reccxtarendation of
the Planning & Zoning Canmission relative to Zoning Application Z84-30
(Seahunt's Sporting Goods) and a subsequent ordinance, if applicable.
City Secretary Karen Spann advised the Planning & Zoning Cammission recanr
mended denial of this Site Plan zoning application for off-premise const�nption

of beer only at Seahunt's Sporting Goods on Dove Road. Their vote was 3 to 2
with 1 abstention. Same of the reasons given for denial were the potential
traffic hazard in pulling through the drive to the back parking lot and that
this could be considered e�iding -a non-conforming use in that the tw�
driveway cuts within 500 feet did not confonn to requirements.
The caption of the proposed ordinance was also presented.
Council deliberation followed, duri.ng which the traffic situation was
,�► discussed. It was also noted that approval of the ordinance w�uld require a
three-quarter vote of the City Council.
�; A motion was then made by Council Member Brekken to accept the rec�ndation
of the Planning & Zoning Commission and deny Zoning Application Z84-30.

The next order of business was for the City Council to consider the recam-
mendation of the Planning & Zoning Corm►ission relative to Zoning Application
Z84-29 (Th�npson & Giles) and a subsequent ordinance, if applicable.
This zoning application involves approxitnately 11 acres located on the north-
west corner of Dove Road and Dove Loop Road which is currently zoned "R-TH"
Tawnhouse Zoning District. Approximately 9 acres of the tract was proposed
for "CN" Neighborhood Ccgrnnercial zoning for use as a neighborhood shopping
center. It was reported that the Planning & Zoning Commission had tabled con-
sideration of this application pending receipt of a revised. concept plan from
� the applicant reflecting approximately 5 acres of co�rcial property.

��, A motion was then made by Council M�nber Tc�n Powers and seconded by Council
Member Oliver to table Zoning Application Z84-29. The mr�tion prevailed by the
ensuing vote:

The next item before the City Council was to consider the recam�endation of
the Planning & Zoning Co�nission relative to Zoning Application Z84-32
(Frazier) and a subsequent ordinance, if applicable.
This case involves 14 acres of land located between Scribner Street and North
Main Street just north of the Safeway grocery store. The existing zoning on
the property is "R-MF-1" Multi-Family, with the requested zoning being for
"R-TH" Tawnhouse District.
The Planning & Zoning Camnission reca�iendation was for approval of the
requested zoning. The vote was 7 to 0. City Secretary Karen Spann then pre-
sented the caption of the proposed ordinance.

� There being little discussion, Council Member Oliver made a �tion to accept
� the reccamtendation of the Cammission and adopt the ordinance. The motion,

The ne� item before the City Council was to consider the rec�ndation of
the Planning & Zoning Cc�mission relative to Zoning Application Z84-34 (Grape-
vine Residential Land Associates) and a subsequent ordinance, if applicable.
Zoning P,pplication Z84-34 involved approximately 58 acres of land (a portion
of the fornier Box tract) on the west side of Highway 121 South and extending
south of Mustang Drive to the Pearltree Apart�►ents on Timherline Drive. The
requested zoni.ng was for 42.5 acres of "R-MF-2" Multi-Family and 16 acres of
"CC" Cc�nanunity C�rcial zoning.
The recoim�ndation of the Planning & Zoning Ccmmission was for approval of
this zoning application, provided that access to and fresn the property be via
Mustang Drive or Highway 121 South only and that access to the proposed Cheek-
' Sparger arterial be prohibited. The applicant had agreed to this stipulation.
City Secretary Karen Spann presented the caption of the proposed ordinance.
Council discussion followed, after which Mayor Pro Tem Ware offered a motion

The next order of business was for the City Council to consider the reccsn- �
mendation of the Planning & Zoning Canmission relative to Zoning Application
Z84-35 (Lightner) an�d a subsequent ordinance, if applicable.

This zoning application involves three tracts of land. Tract 1 located on the
north side of T�mberline Drive west of the existing Pearltree Apartments
(5.092 acres) and proposed for "R-MF-2" Multi-Family Dw�elling District; Tract
2 located on the south side of Timberline Drive e�tending east fran the
proposed Cheek-Sparger arterial (16.747 acres) and proposed for "R-ME-2"
Multi-Family Dwelling District; and Tract 3 located on the south side of
Timberline Drive and west of Highway 121 South (4.4 acres) and proposed for
"CC" C�ity C�rcial Zoning District.
The Planning & Zoning Cammission had taken a separate vote on each tract, with
Tracts 1 & 2 reccxmiended for denial and Tract 3 rec�nded for approval. The
reasons given for denial were non-conforniance to the Master Plan and vehicle
access directly to Timberline Drive.
The caption of the proposed ordinance was then presented by the City
Secretary.
Discussion follow�d, during which it was noted that there was also vehicle
access to Cheek-Sparger Road. The applicant's concept plan was also reviewed.
Following this deli.beration, Council Member Brekken offered a motion to table
consideration of Zoning Application Z84-35 pending analysis of the request by �""�
the City's consulting attorney and planner. The motion was seconded by
Council Member Powers and prevailed by the ensuing vote: ,,,��

The ne� order of busi.ness was for the City Council to consider the recam-
mendation of the Planning & Zoning Cca�nission relative to the replat of the
W. R. Boyd Center and Lakewood Estates (creating Orion Place) .
The property in question extends east fram Dooley Street to Boyd Drive and
south fran Peach Street to the proposed Turner Street extension. Public Works
Director Jim Baddaker briefly reviewed the proposed replat, noting right-of-
way provisions made for the expansion of Peach Street.
The Planning & Zoning Conmission had voted. 6 to 1 to approve the replat,
