ADJOURNMENT THIS EMERGENCY AGENDA WAS PREPARED BECAUSE IMMEDIATE ACTION IS NECESSARY TO INSURE THE HEALTH, SAFETY, AND GENERAL WELFARE OF THE CITIZENS OF THE CITY OF GRAPE- VINE, TEXAS. IN ACCORDANCE WITH ARTICLE 6252-17 , V.A.T.C.S. , AS AMENDED BY CHAPTER 227 , ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, THE SPECIAL CITY COUNCIL MEETING EMERGENCY AGENDA WAS PREPARED AND POSTED ON THIS THE 2ND DAY OF MAY, 1984 AT 2 : 30 P.M. Ci y Secretary � ��� STATE OF TEXAS COUN'PY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 2nd day of May, 1984 at 7:30 p.m. in the Council C��ambers, 413 Main Street, with the follawing members present to�wit: �- . Hancock City Manager Bill Eisen Assistant City Manager Adrienne Leonard City Attorney Representative Karen Spann City Secretary CALL TO ORDER Mayor Tate ca.11ed the meeting to order. INVOCATION The Invocation was delivered by Council M�mber Ron Dyer. PI,ANDTING & ZONING CONNLZSSION F�E7CONP��NDATIONS, CITY-INSTIGATED REZONING CASE � The purpose of the meeting was to consider the recantrendations of the Planning & Zoning Commission relative to the adoption of a ne�v zoning district map for � the entire City and take any necessary action relative thereto. (Please note this is only a partial recoam��endation fran the Cce�mission.) Public Works Director Jim Baddaker clarified a few points of inquiry from the previous meeting, one of which involved Parcel 32 (runriing fran just east of Lucas Drive east to North Main Street on the north side of Northwest High- way) , which the Council had previously elected to remr�ve frcgn consideration pending readvertisement for the Highway Comrercial designation. The City Attorney had ruled that HC zoning was a possibility under the current advertisement, thus enabling the City Council to designate that classifica- tion if they so desired. Mr. Ba.ddaker then reviewed additional reconmendations of the Planning & Zoning Conmission fran th,eir meeting of May 1, 1984. He identified. each parcel n��r and briefly reviewed the existing zoning and the recoim�ended zoning. Follawing this lengthy presentation, a brief recess was taken by the City Council. The meeting reconvened mamentarily in the Council Chambers with all Council Me.mbers present. Council discussion ensued. �* For straw vote purposes, Mayor Pro Tem Ware made a mr�tion that Parcel No. 32 be zoned to "HC" Highway C�rcial. The motion prevailed by the follawing vote: � Ayes: Tate, Ware, Oliver, Brekken, Dyer, Glynn, & Pa�ers Nays: None The renta.l or sale of heavy equi�rit as a conditional use of the Highway Caimnercial zoning district was then discussed. It was deternuned that this land use wr�uld require Council review and approval of a conditional use permit specifically for heavy equi�xrent sales or rental. Parcel No. 177 located on the south side of Northwest Highway and extending fran the General Telephone service building east to where Spur 382 turns South 05/02/$4 was addressed. The garcel was advertised for Highway Ccs�mercial considera- tion, and the Planning & Zoning Cammission recam�endation was for Ccemrounity C�rercial. Following deliberation on this parcel, Council Member Dyer made a motion for straw vote purposes that Parcel No. 177 be zoned to "HC" Highway Can�mercial zoning category. The m�tion prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Brekken, Dyer, Glynn, & Pawers Nays: None ,��, Parcel No. 68 located generally east of the Central Business District to Uooley Street and frcan College Street to Wall Street was discussed. Concern was expressed as to whether or not the "R-7.5" Single-Family Dwelling District "��` was suitable for this area, although no fornial action was taken by the City Council. The tract located between Pebblebrook Drive and Ball Street and frodn College Street north a]m�st to Wall Street was also addressed. This was Parcel 58 and included the Dell��od Acres Subdivision, but excluded Cannon Elen�entazy School. Parcel 58 was reccamiended for single-family, "R-7.5", developire.nt. The Susan Massey tract located on the southeast corner of Pebblebrook and Wall Street (currently zoned "R-3" for multi-family) and the William Ratcliff tract itm�diately to the south (currently zoned S�ecific Use for an athletic facility) were specifically discussed. Council Member Oliver made a straw vr�te mr�tion to remove the Ma.ssey tract and the Ratclif f tract frcan consideration pending readvertisen�ent and additional P&Z and Council delibera- tion. The mc�tion prevailed by the ensuing vote: Ayes: Tate, Ware, Oliver, Brekken, Dyer, Glynn, & Pawers Nays: None The next item discussed was Parcel No. 24B, which is owned by the Henry S. Miller DeveloFxnent Group and is located on the west side of Park Boulevard near its intersection with West Northwest Highway. The praperty was reoo�r �* mended for "PRD-12" Planned Residential District, and the Miller Group had not�ed their intent for ca�mercial development. Mayor Pro Tem Ware made a mr�tion for straw vote purposes that this tract be renryved and readvertised for '�`'" additional consideration. The mc�tion prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Brekken, Dyer, Glynn, & Pawers Nays: None Other parcels included in this recoim�endation of the Planning & Zoning Camtission were discussed; hvwever, no additional prel�minary action was taken by the City Council. The caption of the praposed ordinance was then read on first reading. This ordinance included all Planning & Zoni.ng CcaYmission recomrendations submitted on this date with the follvwing exceptions: 1) Parcel 32 was to be zoned Highway Cam�rcial rather than being readvertised for further oonsideration. The City Secretary was instructed to include Parcel 32 in the second reading of Ordinance No. 84-20, passed on first reading on May 1, 1984; 2) Parcel No. 177 was to be zoned Highway Carmercial zoning district rather than C�munity Ccanrercial as recamrended; �� 3) The Massey property at the southeast corner of Pebblebrook and Wall Street and the Ratcliff property located �diately south of that were to be removed fran consideration pending readvertisement and ,�rt further del�berations (both parcels had previously been a portion of Parcel 58) ; and 4) Parcel No. 24B located near the intersection of Park Boulevard and West North�st Highway was to also be rem�ved frcm consideration pendi.ng readvertisement. There being no further discussion, Council Member Larry Oliver made a mc�tion to adopt the ordinance on first reading.
