Tate Mayor Ted R. Ware Mayor Pro Tem Larry Oliver Council Member Marion Brekken Council Member Jim Glynn Council Member Tom Powers Council Member constituting a quorum, with Council Member Ron Dyer absent, with the following members of the City Staff: James L. Hancock City Manager Bill Eisen Assistant City Manager Kenneth Dippel City Attorney Representative Karen Spann City Secretary CALL TO ORDER The mooting was called to order by Mayor Tate. INVOCATION Mayor Pro Tem Ware delivered the Invocation. THOROUGHFARE PLAN DISCUSSION, PROPOSED NORTH-SOUTH ARTERIAL The first order of business was for the City Council to discuss the Thoroughfare Plan relative to the north-south arterial proposed to be located in southwest Grapevine and take any necessary action relative thereto. The arterial is to run basically north and south frau Hall-Johnson Road north to State Highway 26, with the possibility of future extension north to Kimball Road. Public Works Director Jim Baddaker gave a lengthy presentation, pointing out the location of the road as proposed by the Thoroughfare Plan. He also noted a slightly alternate route suggested by some of the property owners to be affected. In addition, Mr. Baddaker noted some points for consideration, which included the topography of the land in certain areas along the route and certain land uses (to ensure buildable sites) . He advised that the Planning & Zoning Commission had discussed the proposed route, but had not yet formulated a recommendation on its location. Mr. Baddaker then solicited input frau the City Council so that the location of the road could be determined prior to readvertisement of certain parcels of land for zoning consideration. Although the proposed arterial and its location were discussed at length, no formal Council action was taken. THOROUGHFARE PLAN DISCUSSION, PROPOSED EAST-WEST ARTERIAL The next order of business was for the City Council to discuss the Thoroughfare Plan relative to the east-west arterial proposed to be located fran Dove Road at Dove Loop to Ruth Wall and take any necessary action relative thereto. Public Works Director Jim Baddaker reviewed the present and proposed routes for this arterial to run from Dove Road at Dove Loop Road east and southeast to Ruth Wall Road. The original proposal aligned the arterial with Wildwood Lane and then east to Ruth Wall, while the proposed amendment would align the route further south with the extension of Peach Street east to Ruth Wall. Mr. Baddaker advised the City Staff recommended the Peach Street alignment. He also noted that the Peach Street alignment would be beneficial to the Texas Power & Light Company, which planned to extend a transmission line along this arterial. The acquisition of right-of-way was also briefly addressed. 05/08/84 Although no recamrendation had yet been formulated by the Planning & Zoning Cc�mission, Mr. Baddaker requested direction fresn the City Council in order to allaw the electric oompany to proceed. with their transmission project. Follaving Council discussion on this matter, Mayor Pro Tem Ware made a nx�tion, which was seconded by Council Member Brekken, to direct the City Staff to pursue plans routing the east�west arterial along the Peach Street extension. None Absent: Dyer �,. � R�SOLUTION, INSTIT[fI'E REZONING CASE ON (�R'I'AIN PROPERTIES The next iteqn before the City Council was to discuss and direct the City Staff to institute rezoning cases on oertain delineated properties and oonsider a resolution relative thereto. The caption of a resolution instituting a ne�w zoning case on certain properties was then presented by the City Secretary. City Manager Jim Hancock gave a brief introduction to this item, advising that the City Council had, on May 3, 1984, passed zoning orclinances adopting a new zoning district map for the City, with certain parcels of land withdrawn for reconsideration. He then noted those tracts for rehearing �re put into twr� categories, one list on which the moratorium was not in effect and one list of parcels whose property awners had agreed to a voluntary 45-day moratorium. Public Works Director Jim Baddaker reviewed those pieces of property which had been r�roved for readvertisement, but on which the moratoriiun had not been imposed. Council discussion ensued, at which ti.m�e the City Council designated which zoning classifications were to be considered on each tract. Parcel No. 104, lmawn as the former Box tract, is located east of Oak Creek "'� Estates north of Timberline Drive and sauth of Mustang Drive. The Planning & Zoning Commission had rec�nded this tract be readvertised for all �� residential zoning categories. After discussion of this property, a mr�tion was made by Council Meniber Oliver and seconded by Mayor Pro Tem Ware that Parcel No. 104 be reconsidered for all residential uses as well as the "CC" Cc�ttrnznity Cc�miercial and "PID" Planned Industrial Develo�anent Districts. The motion prevailed by the follcxaing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pc�wers Nays . None Absent: Dyer The 4 acres of land awned by Dallas North Properties and located on the north side of Timberline Drive adjacent to the Nlemorial Baptist Church (Parcel No. 117) was then addressed. Ctiirrent zoning on this property was "R-3.5" Ztao-Family Dwelling District. Mayor Pro Tem Ware offered a rrntion that this parcel be advertised for all residential categories. The m�tion, seconded by Council Nlember Oliver, prevailed by the ensuing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Powers Nays . None Absent: Dyer A portion of Parcel No. 58 had been withdrawn fram the previaus zoning '""�'" deliberations for reconsideration. This tract is awned by Susan Massey and is located on the southeast corner of Pebblebrook Drive and Wall Street. It was noted that the awner favored a multi-family zoning classification. Follawing �.,� consideration of this item, Council Member Glynn made a motion that this portion of Parcel No. 58 be reconsidered for all residential zoning districts. Council Member Pvwers seconded the mr�tion, which prevailed by the ensuing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pawers Nays . None Absent: Dyer (2) 05/08/84 Another portion of Parcel No. 58 was also addressed. Mr. Bill Ra.tcliff was the awner of a tract of land located on Pebblebrook Drive and Heather Street. The property, currently zoned for an athletic facility/racquetball club, was discussed at length. A nx�tion was then made by Council Member Oliver and seconded by Council Member Pawers that this portion of Parcel No. 58 be r�ved frcan reconsideration and that the present Site Plan zoning for an athletic facility remain. The motion prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Powers ,,�.. Nays . None Absent: Dyer �, Upon further discussion of the Ratcliff txact, Counci]..men Oliver and Pawers agreed to withdraw their previous motion that the existing zoning remain. Council Me.�er Oliver then offered a motion that this portion of Parcel No. 58 be advertised for consideration under all residential uses as well as the "FO" Professional Office Zoning District and the "CN" Neighborhood Com�ercial Zoning District. None Absent: Dyer The Planning & Zoning CcHnnission had recomrended readvertis�rent for the "HC" Highway C�rcial Zoning District on Parcel No. 149, located on the south side of State Highway 26 frcan Grapevine High School to Big Bear Creek. Upon agreeing with this recomrendation, Council Member Pawers made a motion that Parcel No. 149 be readvertised for the "HC" Highway Comrercial designation. The mption was seconded by Mayor Pro Tem Ware and prevailed by the ensuing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Powers �"'" Nays . None Absent: Dyer �` Parcel No. 139B is located on the northeast corner of Hall�ohnson Road and the proposed Cheek-Sparger extension. During their deliberation of this tract, the Planning & Zoning Canmission had recomY�ended that "R-MF-2" Multi-Family consideration be given. A motion was then made by Council Member Powers and seconded by Mayor Pro Tem Ware that Parcel 139B be reconsidered for the "R-MF-2" Multi Family Dwelling District as well as the "CC" Community Com�bercial Zoning District. The m�tion prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pawers Nays . None Absent: Dyer Parcel No. 105 was identified as the Wayne's Drive-In Shopping Center on the southeast corner of Mustang Drive and Tanglewood Drive. The property was initially advertised for the "R-ME'-1" Multi-Family designation as an oversight. Th�e Planning & Zoning C�mission reccxm�ended readvertisement for the "CN" Neighborhood Commercial Zoni.ng District. There being little dis- cussion, Mayor Pro Tem Ware made a motion that Parcel No. 105 be readvertised for consideration of the Neighborhood. Comriercial zoning classification. Being situated adjacent to the school athletic stadi�n, this property had inadvertently been included for considera- tion of the "GU" Governmental Use Zoning District. The rec�ndation of the Planning & Zoning Cc�nmission was for readvertise�ent for the "PO" Professional Office classification. A motion was then made by Council Member Oliver and seconded by Council Member Glynn to readvertise Parcel No. 108A for the Pro- fessional Office Zoning District. None Absent: Dyer Parcel No. lA was located on the southeast corner of Kimball Road where it turns east and was recently purchased fran the Corps of F�gineers by Mr. Jesse Wood.s. The current zoning on this tract was "R-1" Single-Family. A m�tion was then offered by Council Member Glynn that Parcel No. lA be reconsidered for the "R-7.5" Single-Family Dwelling District. The motion was seconded by Council Member Oliver and prevailed by the follawing vote: .�. Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pcywers Nays . RDCFSS & RECONVENE Mayor Tate then announced that the City Council would recess briefly before consic3�ering further business. All Council Me.�ibers were present when they reconvened mo�ntarily. INSTI'IU'1� REZONING CASE ON GERTAIN PROPERTIES Public Wbrks Director Jim Baddaker then advised there was a list of parcels which had been pulled for readvertisement and on which a voluntaty 45-day moratoriLun had been i�osed. He reviewed each tract, noting the previous advertisement and the awner's praposal for the property, when available. It was also reported that the previously advertised zoning classification would be carried forward and added to the new advertisement for each parcel. The City Council was generally in agreement with the zoning classifications '"�'` prc�osed for readvertisen�nt; however, special consideration was given to sca� parcels by straw vote. p}a..FY Concerning Parcel No. 164 located on the very north end of Lucas Drive and Parcel No. 148 located adjacent to Grapevine High School and north of the Creekwood West subdivision, the property awner, Mr. Joe Wright, had requested a voluntary nx�ratoritml be ii�osed for 120 days rather than the 45-day moratoritun �mposed on the remainder of the parcels to be reconsidered. Parcel No.106, located on the sauthwest corner of N�ustang Drive ar�d Tanglew�od Drive was discussed to s�ne extent. The current zoning on the property was the "R-3" N�ulti Family Dwelling District. This tract had been advertised for the "R-3.5" 'I�ao-Family zoning classification, and the praperty awner indicated. his wish to develap "R-ME-1" Multi-Family. Since both of these zoning categories were in the meditun density range, it was determi.ned that the City Council could consider this tract under the existing advertisement, and that a rehearing was not necessary. The City Staff was directed to place this item on a future agenda for consideration, and the parcel was to be resnoved from readvertisement. The Lightner property on the south side of Timberline Drive was then considered. This was identified as Parcel No. 121 and runs frcm approximately 300 feet west of S. H. 121 extending west to Ztain Creek Cove. Council Niember Glynn made a straw vote m�tion, which was seconded by Council Me,mber Pawers, �""� that Parcel No. 121 be readvertised for consideration of all residential uses. The mr�tion prevailed by the ensuing vote: �.�-� Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pc�wers Nays . None Absent: Dyer Parcels No. 121A and 104A were located on the north side of Timberline Drive , and adjacent to Oak Creek Estates on the east. The extension of Cheek-Sparger '', Itr�ad was proposed to run betw�.n these two tracts. The pr�perty awner was Mr. , Larry Lightner; hawever, the Jim Sawell Cam�any had contracted for the ' purchase of a portion of this praperty. The current zoning on both of these 'I t4) 05/08/84 tracts was "R-3" Multi-Family Dwelling District. A motion was then made by Council Member Glynn for straw vote pt�poses that Parcels No. 121A and 104A be readvertised for consideration of all residential uses. The m�tion was seconded by Council Member Pawers and prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pawers Nays . None Absent: Dyer s�+ Public V�orks Director Jim Baddaker then identified the Aspen Oaks subdivision located on the southwest side of Ti�erline Drive adjacent to the existing duplexes and south of Grapevine High School (Parcel No. 116) . This property � was also awned by Mr. r�� Lightner, who pr�posed a multi-family development. A straw vote mr�tion was offered by Council Member Glynn and seconded by Mayor Pro Tem Ware that Parcel No. 116 be readvertised for consideration of all residential zoning categories. The motion prevailed by the ensuing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pc7wers Nays . None Absent: Dyer Parcel No. 133A was then discussed. This tract is located north of Glade Rr�ad and south of the proposed Hall-Johnson Road extension, east of Field Doss Road. The owner of the praperty, Mr. C. R. Wooldridge, proposed a n�ulti-family and cca�m�rcial developme.nt. It was determined that this parcel (as a portion of Parcel No. 133) had been recently rezoned to the "R-7.5" Single-Family Dwelling District, and the voluntary 45-day mpratoritun would not apply. The Staff was instructed to place Parcel No. 133A on the list with those tracts on which the moratoritun was not extended. Follawing this discussion, Council MPa�r Oliver made a motion that Parcel No. 133A be reconsidered for all residential zoning categories plus the "CC" Ccanrninity C�rcial Zoning District and the "CN" Neighborhood Commercial Zoning District. The motion was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote: "�"'' Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pvwers Nays . None y�, Absent: vyer Parcel No. 130, the Mattie Allen tract, was then discussed briefly. This property extends south to Glade Rc�ad fran the proposed Hall�ohnson extension and from Highway 121 east to Field Doss Road. Mr. Baddaker reviewed the develc�pment proposed. for this tract. A straw vote m�tion was then made by Council Member Oliver and seconded by Council Member Brekken that Parcel No. 130 be readvertised for consideration of (1) all residential uses, (2) the "CN" Neighborhood Com�ercial Zoning District, (3) the "CC" C�munity Com- mercial Zoning District, and (4) the "HCO" Hotel/Corporate Office District. The motion prevailed by the ensuing vote: Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pawers Nays . None Absent: Dyer The last parcel to be discussed by the City Council was Parcel No. 68B awned by Mr. Larry Brown and located on the south side of College Street east of the Winn Dixie Store, a portion of which extended south to Hudgins Street. Council Member Glynn then made a straw vote mr�tion that Parcel No. 68B be readvertised for the "CC" Com�uunity Camnercial Zoning District and the "CN" Neighborhood C�rcial Zoni.ng District. The proposed zoning classifications for ea.ch tract were then reviewed by the City Secretary, and it was once again noted that the zoning category previously advertised for the first public hearing w�uld also be carried forward in the readvertisement. (5) 05/08/84 RESOLUTI�T, INSTITUTING A NEW ZONING CASE It was noted that the caption had previously been read for a proposed resolution instituting a new zoning case on these parcels of land pursuant to the City's Co�rehensive Zoning Ordinance No. 82-73 and the 45-day voluntary moratoriLun inq�osed. on May 3, 1984. Mayor Pro Tem Ware then made a motion that the resolution be adopted, but excluding Parcels No. 148 and 164 (on which Mr. Joe Wright had requested a 120-day m�ratoriiun) and excluding Parcel No. 106 (located on the southwest ,�� corner of N�ustang Drive and Tanglewood Drive, on which action could be taken under the current advertisement) .
