The meeting was called to order by Mayor Tate.

Camnissioner Harlen Joyce delivered the Invocation.
PUBLIC HEARING, ZONING APPLICATION Z84-10, GARY LJP�I'ON, CAN CASHIER OF TEXA.S
The first order of business was for the City Council and Planning & Zoning
Cammission to conduct a public hearing relative to Zoning Application Z84-10
su�anitted by Mr. Gary M. Upton.
Mayor Tate declared open the public hearing and called on Public Works
Director Jim Baddaker to explain the request of the applicant.
Mr. Baddaker advised the property in question was located on the southeast
corner of South Main Street and College Street at the site of the e�isting
Winn-Dixie grocery store. He noted that the applicant desired to place a
reverse vending machine on fihe parking lot of the grocery store, which was
currently zoned as part of the Central Business District allawing the sale and
""� off-premise constunption of beer in accordance with a site plan.
Mr. Gazy Upton, representing Can Cashier of Texas, explained that the proposed.
�„r reverse vending machine would accept alumi.rnun cans and pay the user. He
presented pictures of the machine and explained. how it w�rked. Approval of
this use we�uld require an amendment to the site plan.
Questions and comments fran the City Council and Planning & Zoning Camnission
followed, after which Mayor Tate asked if there vaere any guests present who
wished to speak either for or against the proposed. zoning. There w�ere none.
It was also reported that no correspondence had been received relative to this
rezoning request.

A motion was then made by Camnissioner Harlen Joyce and seconded by
Cc�nnissioner Rick Atkins to close theis portion of the public hearing. The
motion prevailed by the ensuing vote:

Nays . None
Absent: Wilbanks
Council Member Pa,aers also made a motion to close the public hearing. A
second was offered by Council Member Brekken, and the motion prevailed by the ��

PUBLIC HEARING, ZONING APPLICATION Z84-11, MR. ARTHLTR WHITE
The next order of business was for the City Council and Planning & Zoning Ccnr
mission to conduct a public hearing relative to Zoning Application Z84-11
submitted by Mr. Arthur White.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker reported the tract to be considered in this
rezoning request was located near the intersection of East Wall Street and
East Northwest Highway. The current zoning was "HC" Highway Cca�an�ercial, with
the proposed zoning being for the storage, possession, retail sale and
off-premise constunption of alcoholic beverages (beer only) incidental to the
operation of a walk-up, drive-through restaurant and party shop, all in
accordance with a site plan.
Mr. Arthur White, applicant, briefly described the proposed drive-through
facility and affered to answ�er any questions.

A lengthy period of questions and ccx�erents fram the C�tnission and Council
ensued, with special concern being expressed for what type of service w�uld be ��;
offered and whether the tract could nret the setback requirements of the "HC"
Highway Cantz�rcial District.
Mayor Tate invited those present to speak relative to this requested zoning,
though no one wished to c�nt. No correspondence on this ma.tter had been
' received.
There being no further discussion, Commission M�en�ber Norn��n made a mc�tion to
close the public hearing. The motion was seconded by Ccmmission Member Joyce
and prevailed by the follawing vote:
Ayes . Spencer, Cook, Joyce, Nornnan, Atkins, & Engholm
Nays . None

A motion to close the Council's portion of the public hearing was also offered ,
by Mayor Pro Tem Ware and seconded by Council Member Oliver. The motion
prevailed by the ensuing vote:

The next item was for the City Council and Planning & Zoning Cca�mission to
conduct a public hearing relative to Zoning Application Z84-12 suhnitted by
Safeway Stores, Inc.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker advised that Safeway Stores, Inc. wished. to
expand their facility located at 108 West Northw�st Highway, which weuld
require an ain�enclment to the site pIan zoning allowing the retail sale and
off-preanise consLunption of beer only.

Mr. Myron Baker, representing Safeway Stores, Inc. , then addressed the Council
and Ccnmission. He reported �hat they wished to remodel their Grapevine
facility and add square footage and additional parking spaces to the vaest of
the existing structure.
The ensuing discussion of this item included questions as to what the
additional building space would be used for and the proposed realignment of
North Main Street.
,�+ There w�re no guests present who wished to canment relative to this zoning
application. In addition, the City Secreta.zy reported that no correspondence
had been received.

Comnissioner Atkins then made a nx�tion to close their portion of the public
hearing. The motion was seconded by Co�mission Member Engho7m and prevailed
by the follawing vote:

Council M�r Marion Brekken also made a motion to close the public hearing.

PUBLIC HEARING, REPLAT, LOT 2, BI,OCK 14, ORIGINAL TOWN OF G��APEVINE
The next order of business was for the City Council and Planning & Zoning
Camnission to conduct a public hearing relative to the replat of Lot 2, Block
14, Original Town of Grapevine.
The public hearing was declared open by Mayor Tate, who called on Public Works
Director Jim Baddaker to explain the proposed replat.
Those present were advised the replat had been submitted by Mr. Bill Crabtree
of Crabtree and Pawers Goodyear Store. A portion of Lot 2, where the existing
antique shop and tea roan are located on College Street, was to be sold, thus
requiring the replatting. Mr. Baddaker noted that the zoning on the property
had changed from "C-2" Camrninity Business District to "CBD" Central Business
District since the su2xnission of the plat. He also noted the Staff's
recc�xnendation to incorporate Lot 2B with Lot 1 in order to n�eet the new
zoning district frontage requiretnents.
Mr. Bill Crabtree then answered brief questions and ca�nents fram the Council
and Cca�anission.
Mayor Tate asked if there were guests present who wished to speak relative to
the proposed replat. There were none. City Secretary Karen Spann also
reported that no correspondence had been received.
There being no further discussion, Cca�missioner Gerald Nonnan made a motion to
close their portion of the public heari.ng. The motion was seconded. by Carimis-
sion Nlember Joyce and prevailed by the ensuing vote:

Mayor Tate then announced that the Planni.ng & Zoning Camnission would recess
and reconvene in the Civic Center, 311 Main Street, to consider other pub-
lished agenda items.
The City Council was also to recess briefly and reconvene in the Coimcil
Chambers t�o consider further business.
Council Member Dyer arrived during the recess and, upon reconvening �s
nxxnentarily, all members of the City Council w�ere present.
CONSIDERATION OF THE MINUTF.S ,��,
The next itan before the City Council was to consider the minutes of the
meeting of April 17, 1984.
There being no additions or corrections, Mayor Pro Te�n Ware made a mr�tion to
approve the minutes as published. The motion, seconded by Council M�anber
Glynn, prevailed by the ensuing vote:

COLLEYVII.d,E REQUEST TO EXTIIVD SEWER LINE THRpiJGH COUNTRYSIDE ESTATES
The next order of business was for the City Council to consider a request fram
the City of Colleyville for permission to extend a sewer line through the City
of Grapevine.
Public Works Director Jim Baddaker advised that the City of Colleyville had
requested pernu.ssion to extend a portion of a sewer line through the City
limits of Grapevine in order to connect wi.th the Trinity River Authority
facilities. He noted the logical approach was to place this sewer line within
a drainage easement in the southern portion of Countryside Estates and out- ""'"�'
lined the following reccmmended conditions:
1. That the property awner within Countxyside Estates dedicate a utility ��
ease�ent.
2. That after leaving the drainage easement, the sewer line be located
physically within the City of Colleyville (behind Lots 97-103 of
Block 1 of Countxyside Estates) .
3. That the City of Colleyville agree to maintain this particular
section of line.
4. That the section of line within the Grapevine city limits be
installed according to Grapevine constxuction standards.
Follawing Council discussion of this item, Council Member Tam Pawers made a
motion to grant permission to the City of Colleyville to extend this sewer
line facility as proposed, including the conditions set out by the Public .
Works Direct�or. Ma.yor Pro Tem Ware seconded the motion, which prevailed. by
the follawing vote:
Ayes: Tate, Ware, Oliver, Brekken, Dyer, Glynn, & Pawers

MAP UPDATE, STATE HIGHWAY DEPAR'IMII�1T URBAN SYSTEI�l.S PROGRAM
The next order of business was for the City Council to consider the State ,�¢:.�
Highway Degartment Urban Systems Program to provide funding for the improvement
of certain streets.
Public Works Director Jim Baddaker reported that the Urban Systems Map could
be updated at this time. Plac�ment of a street project on this map enabled
such a project to be considered for funding through the Federal Highway
Ccacmission. Ftiuiding is allocated every four years. Mr. Baddaker continued by
noting Grapevine's present programs on the map include Park Boulevard,

Northwest Highway, and South Main Street. Glade Rc�ad between State Highway
121 South and DFW Airport had been added to the map by the City of Euless. He
rec�rnrended that no new projects be added to the map at this ti.�.
There being little discussion, a motion was made by Council Member Oliver and
seconded by Council Member Dyer that the Mayor be authorized to sign the Urban
Systems Map without any new program additions. The motion prevailed by the
ensuing vote:

� PUBLIC WORKS DEPARTNIENT PERSONNEL REORGANIZATION PLAN
The ne�t itan before the City Council was to consider a personnel reorganiza-
tion plan for the Public Works Department.
Public Works Director Jim Baddaker reported that the current operation of his
departxnent had been reviewed, and it was recommended that certain
responsibilities be reorganized and additional personnel be added. He noted
a proposal for this reorganization, adding that it would help expedite
capital improvements programs, wnuld help i�le�nt netiv zoning procedures, and
generally alleviate a backlog resulting fran an averall increase in departrnent
activity. The proposal, which wr�uld split the department into Cc�ranunity
Development and �gineering, had a cost estunate of approximately $75,000 and
had been approved by the Personnel Ccarnnittee.
Following Council deliberation on this matter, Mayor Pro Tem Ware made a
motion to authorize the reorganization of the Public Works Department
including the �nployment of additional personnel as rec�nded by the City
Staff. The motion was seconded by Council Member Glynn and prevailed by the
ensuing vote:

The next order of business was for the City Council to consider the Planning &
Zoning Cam�tission recatmtendation and a subsequent ordinance relative to the
City-instigated rezoning of Parcels 146A, 146C, 106, and portions of Parcel
No. 22.
Public Works Director Jim Baddaker advised that in reviewing Council action on
the City's initiated zoning case, it was discovered that two parcels of land
had been considered. by the Planning & Zoni.ng Comnission but did not receive
Council action. These being Parcel No, 146A, which is located on the norfh
side of Hall-Johnson Rc�ad between Pool Road and Parr Road (currently zoned
"R-1" and "C-2") and Parcel No. 146C, which is located on the south side of
Hall-Johnson Road between Roberts Road and Cheek-Sparger Road (currently zoned
"R-1") . Both of these tracts were recatm�ended for the "R-20" Si.ngle Family
Dwelling District by the Cammission.
In addition, Parcel No. 106, located on the southwest corner of Mustang Drive
and Tanglewood Drive, had been re�uoved fran the list of tracts t�o be
readvertised for additional consideration as the e�isting advertisement was
sufficient. This tract (currently zoned "R-3" Multi-Family) was to be
considered for all medituY► density residential categories, and the Planning &
"'�"' Zoning Cammission had reccaYaY�ended "R-MF-1" Multi-Family.
Portions of Parcel No. 22 owned by Mr. James Mason were also to be
w�. reconsidered at this time. This land had been authorized for readvertisement
on May 3, 1984; however, the property awner now wished for only a portion of
this tract to be readvertised, with the re�nainder to be considered for rezoning
at this time. Mr. Mason's property had been divided into Parcel No. 22A,
approx�m�ately 11 acres located on the northwest corner of Dove Road and Dove
Loop Road, and Parcel No. 22B, approximately 19 acres located further west and
extending behind Dave Elementary School. Parcel No. 22A was proposed to be
readvertised for consideration of the "R-TH" Tvwnhouse Zoni.ng District and the
"CN" Neighborhood Cananercial Zoning District. Parcel No. 22B, currently zoned
as part of a Planned Unit Develognent, was t�o be considered for rezoning at
this time to the Tawnhouse Zoning District.

' The City Secretary then presented the caption of a resolution amending the
voluntary moratoriimn resolution by lifting the mpratori�n on Parcel No. 22B
and providi.ng for its �diate rezoning.
Mayor Pro Tem Ware offered a motion, which was seconded by Council Mar�er
Brekken, that this resolution be approved. The nx�tion prevailed by the
follawing vote:

JUNE PUBLIC HEARING SCI�DULE
Public Works Director Jim Baddaker then advised of his preparations for the
public hearing schedule to consider those tracts of land in the City-
� instigated rezoning case which were to be readvertised for additional
consideration. He proposed one continous public hearing to begin on June 6,
1984 and to hear the least controversial parcels first. He noted State law
,� notification requirements, and a brief discussion ensued.
MISCII�LF,NEOUS REPORTS - GRAPEVINE MUI�ICIPAL GOLF COURSE
Golf Professional Jim Smith then gave a brief report relative to the condition
of the Grapevine Municipal Golf Course. He noted that all greens would have
to be replanted as a result of severe winter weather. The approxunate cost of
this repianting wnuld be $7,000 to $9,000, with the greens to be closed for
about five to eight weeks. Tc�nporary greens �,�ould be utilized during this
time.

The next order of business was for the City Council to consider the
recc�[nendation of the Planning & Zoning Cc�mission relative to Zoning
Application Z84-11 (White) and a subsequent ordinance, if applicable.
The subject property of this zoning request is located near the intersection
of East Northwest Highway and East Wall Street and is proposed to be zoned to
allaw the sales of beer for off-premise constmnption. The Planning & Zoning
Canmission had elected to deny the zoning application by a vote of 4 to 2.
The reasons given for denial were that the property lacked adequate access,
and that this would not be the highest and best use of the property.
The caption of the proposed ordinance was presented by the City Secretary.

recom�tendation for approval of this final plat.
Council N�nber Larry Oliver made a motion to accept the rec�ndation of the

acres east of Oak Creek Estates and north of Tunberline Drive. Mr. Baddaker
noted same drainage problems in the area and presented a revised preliminary
plat reflecting a slight realignment of the arterial as it enters the property
to the south. Mrs. Spencer reported the Planni.ng & Zoning Cc�nmission recca�
mendation for approval of this preliminary plat. The vote was 4 to 2.
Following Council deliberation of this item, a motion was made by Mayor Pro

Mr. Baddaker noted the mQst significant factors in locating this facility were

the arterial, and crossing perpendicular to contours. The City Staff also

Follawing a lengthy discussion of this arterial, Mrs. Spencer noted the Plan-

The public hearing for Zoning Application Z84-09 was held on April 17, 1984
and consideration of this itan had been tabled at that time by the Planning &
Zoning Canmission. The property in question includes 138 acres fronting on
the west side of State Highway 121 South, south of Big Bear Creek (fo�nuerly
the Hawn Praperty) .
Since the time of the public hearing, the property had been rezoned in the
city-instigated zoning case. The applicant, Mr. Mark Tutun, had then
su�mitted an analysis of the city rezoni.ng classifications and the proposed
� � develoFanent of this tract. Mrs. Spencer referred to a letter fr�n Mr. Tutun
to the Council and Conmission advising of aQnenciments to the zoning request to
adjust to the new zoning on the property.
The rec�ndation of the Planning & Zoning Ccxtanission was for approval of the
zoning request as amended and proposed i.n Mr. Tutun's mento--this being to
approve the zoning on Tracts 5, 6, and 7 to the "R-MF-2" Multi-Family Dw+elling
District, Tract lOB to the "R-12.5" Single-Family Dwelling District, and the
western portion of Tract 4 to the "CN" Neighborhood Camnercial Zoning
District. Mr. Tutun had st�kxnitted revised legal descriptions to the City
Secretary to properly reflect the �ndments made. No action was to be taken
on Tract 9, as the city-initiated case had zoned this "R-7.5" Single-Family
