CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Special Session on
this the 20th day of August, 1984 at 6:00 p.m. at the Concourse Center, 3800
Fain,vay Drive, with the following members present to-wit:

members of the City Staff:

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by City Secretary Karen Spann.

�� The dinner meal was then served to members of the City Council and Ac�i.inistra-
tive City Staff.
WORKSHOP
Mayor Tate then advised that the major purpose of the special meeting was to
conduct a workshap discussion relative to the 1984-85 proposed budget.
City Manager Jim Hancock introduced the City personnel in attendance, and
Assistant City Manager Bill Eisen then proceeded with the budget review.
During the review of the cash position of the General �.ind, Mr. Eisen noted
the proposed General �.ind reserve equaled 13� of the operating budget, which
was a satisfactory figure for bonded debt requirements. The projected
revenues for the General Fund were also reviewed, during which he pointed out
that a 40� Harestead F�emption w�uld be offered to property owners on their ad
valorem taxes.
The proposed expenditures for all departments operating in the General F�ind
were also s�rized by Mr. Eisen. He noted the City Staff reccamiended a s�
percent salary increase for the majority of City e�nplayees, with public safety
personnel receiving either a 7 1/2 percent increase (entry-level Fire) or a 10
�""'"" percent increase (Police and other Fire personnel) . The tr�tal cost of this
proposed pay plan is $325,828.
�,,,.,,, Scare of the topics of discussion in this review included (1) land improvements
in the Police Depart�nent for a firing range and a vehicle pound plus
additional dispatch and patrol personnel; (2) a paramedic training program for
certain Fire Departrnent personnel; (3) miscellaneous parks im�rovements and
repairs; and (4) data processing equipment in the Public Works Department.
Discussion of the Utility �terprise F�ind follawed. Assistant City Manager
Bill Eisen gave a brief analysis of the projected water and sewer revenues.
He noted a change in handling long-term debt by utilizing Certificates of
Obligation as opposed to Revenue Bonds. It was also noted that no increase in
rates for either water or sewer service was proposed. Public Works Director

Jim Baddaker then gave a presentation of the proposed water and sewer recovery
charges for capital irnpravements projects, and a lengthy discussion ensued.
Proposed expenditures for water distribution, water production, and sewer were
also reviewed.
Proposed revenues and expenditures for the Golf Course Enterprise �.ind were
then discussed. This included a $1.00 increase in weekend green fees and a
$70,000 payment to the General F�.ind for costs associated with rebuilding the
course after the 1981 flood.

The cash position of the Hotel/Nbtel Occupancy Ftiind was reviewed. The
projected revenues and expeazditures for this fund were also noted, with the
majority of the increased revenue resulting frosn anticipated hotel/mr�tel tax �;�
receipts.
RESOI�JTION, Il�'I'II�T TO INCREASE AD VALiORF��I TAX RATE
The next order of business was for the City Council to consider a resolution
voting on a proposal to increase the ad valorem tax rate; calling a public
hearing and directing the giving of notice of said public hearing, pursuant to
the Property Tax Code, Section 26.06
The caption of the proposed resolution was presented by the City Secretary.
The resolution called for a public hearing to be held on Tuesday, September 4,
' 1984 relative to the intent of the City to increase the ad valorem tax rate.
' There being little discussion, Mayor Pro Tem Ware made a motion that the
resolution be adopted. The irotion was seconded by Council Ntember Brekken and
prevailed by the ensuing vote:
Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Pavers
Nays . None
Absent: Dyer

The deli.berations of the City Council having been concluded, a m�tion to
adjourn the meeting was offered by Council Member Oliver and seconded by
Council Memb�r Brekken. The m�tion prevailed by the follawing vote:
Ayes . Tate, Ware, Oliver, Brekken, Glynn, & Powers
Nays . None
Absent: Dyer
