The meeting was called to order by Mayor Tate.
PUBLIC HEARZNG, INl�r TO INCRF�ASE TAX RATE
The purpose for holding the special meeting was for the City Council to
conduct a public hearing relative to a statement of intent to increase the tax
rate calculated pursuant to Section 26.04(d) of the Praperty Tax Code.
� ` The public hearing was opened by Ma.yor Tate, who called on Assistant City
Manager Bill Eisen to review the proposed tax rate increase.

Mr. Eisen advised that the Property Tax Code required the calculation of an
effective tax rate, which was the rate figure that would generate the san�e
amount of ad valorem tax revenue as in the previous year after certain
adjust�nts. The effective tax rate for the 1984-85 year was 30G per $100 of
valuation. He noted the praposed tax rate used in budget calculations was
40�/$100 valuation, representing a tax rate increase of 33 percent, which was
slightly deceptive. This figure did not take into account a 40� hamestead
exem�tion offered to property c�mers, or new personal property at DFW Regional
Airport. Preliuninaiy calculations indicated the qreat majority of hameawners
in Grapevine would experience a reduction in their property taxes.
Mayor Tate then invited those persons wh�o wished to speak relative to the
proposed tax rate to do so. Inquiries were made by (1) Mr. Rc�nald Eakins, 840
E. Wall Street; (2) Mrs. M. T. Wallin, 3715 Lakeview Drive; and (3) N�s. Julie
Fisher, 1642 Sonnet Drive. ,
Follawing brief com�ients fran the City Council, Council Megnber Marion Brekken
made a motion to close the public hearing. The nx�tion was seconded by Council
Nl�mber Rr�n Dyer and prevailed by the ensuing vote:

A plaque of appreciation was then presented to retiring Fire Chief J. C.
"Jake" Greener, who had served in the Grapevine Fire Depai�nent for 40 years.
PUBLIC HEARING, ZONITTG APPLICATION Z84-21, RIVER VALI�'Y INVES'IMENTS
The first order of business was for the City Council and Planning & Zoning
Canmission to conduct a public hearing relative to Zoning Application Z84-21
submitted by River Valley Investrrents.
Mayor Tate declared open the public hearing and called on Public Works
Director Jim Baddaker to explain the request of the applicant.
Those present were advised this request involved approximately 8.5 acres of
land located on the sauthwest corner of Dove Road an� Dave Loop Road. The
'"�"'° current zoning on the property was "R-5.0" Zero Lot Line Zoning District, with
the requested zoning being "CN" Neighborhood Cvn�rcial.
� Mr. Harold Mutter, representing River Valley Invest�nents, explained their pro-
posal to develc7p a neighborhood center on this tract. The plan was for con-
struction of six buildings, each being 9,000 to 10,000 square feet, with the
northern portion of the praperty to be retail c�rcial and the sauthern
portion to be professional offices. He also noted a traffic study which ha.d
been made.
A lengthy period of questions and cc�m�ents frcan the Council and Cammission
Me,�ibers ensued. The applicant's concept plan for devela�,xnent was presented,
and sam� of the t:opics discussed were the height of the praposed builclings,
th�e traffic study and the effect of the developirent on the surrounding area.

Mayor Tate then asked if there was anyone present who wished to speak relative
to the zoning request, and the follawing persons spoke in opposition:
1. Mr. Bob Barnett, 1108 H�aningbird, representing the Russwood
Hameawners' Association;
2. Mr. Rick Ebel, 1618 Choteau Circle, representing the Marina Del
Rey Hcmeowners' Association;
3. Mr. Randy Kurth, 1907 Redwood Trail, representing the Park Place ,r�
Hcxnecxnmers' Association;
4. Mrs. Becky Stewart, 1858 Cimarron Trail; and „��
5. Mr. Jesse Woods, 2746 Manchester, neighboring property awner.
The City Secretary then acknawledged receipt of the follawing petitions and
letters:
1. A petition in opposition to the requested zoning with 85
signatures of dawntawn business persons;
2. A petition with 129 signatures of Park Place h�owners in
opposition;
3. A petition in opposition with 91 signatures representing the
Laguria Vista. area hameawners, the LaPalana Addition, and the
Marina Del Rey Apartments;
4. One hundred forty-four letters fram the Russwr�od hcxneawners
opposing the proposed zoning;
5. A letter frcen Mr. Don T�mitz, adjoining property awner to the
�st, requesting the c�rcial buildings be limited to one

City of Grapevine, Texas
Dear Sirs & Madams,
Since I will be out of t�own on August 21st and will not be able to
appear personally and protest certain proposed zoning cases, I take
this means of co�nicating my objections.
The cases I am concerned with, as an adjoining property awner, are
Z84-21 and Z84-29, (the NW and the SW corners of the Dave Road and
Dove Loop intersection.)
I have been the awner of buildings occupied by a convenience food
store and a marine supply shop on the east side of that intersection
for several years. I also awn a snall residence with I tzy to keep "'""""
leased on the corner of Dave Loop and Shannon St. (just north of the
food store.) My second family in less than a year has notified me
of their intention to break their one year lease and move out of ��r
this rental house. (By the ti.me you hold this public hearing I
expect they will have moved.) This will be a total of 10 months
occupancy by the two families. The point is that both families have
ccxnplained about the noise, traffic hazzard, and a general apprehen-
sion about the "rough" crowd that hangs out around the lake on
w�ek-ends. The rent is very reasonable and the property is other-
wise very desirable, but they just can't stand the conjestion and
traffic as it is at present.
With regard to the possibility of a "nice convenient neighborhood

shopping center" as was talked about in the recent zoning case
initiated by the city, I would add my voice to the hundred or n�re
ho�ne c�mers whcen I have heard about, and many of whcsn I have talked
to, who object on the basis that caniron sense tells us that it will
a]imst certainly never happen. What we look forward to for
certainty hawever, is another bigger self-service gas station and
convenience food store. All the big food store chains have m�re
sense than t�o invest in a boxed-in location where only a small
regular trade camrnanity is possible. This is especially true when
� there are already four large supermarkets and two more planned or
possible within two miles of the location. A food store or other
retail stores on these corners--if built--°wnuld attract some traffic
� fran all of Park Boulevard, Kimball Rr�ad, Dove Road, and even fran
Northwest Highway. At the present, no one other than the people who
live in the neighborhood or those enroute to or fran the lake pass
the intersection. A major shopping center or supernnarket, if built
there against all market indicators, would draw additional traffic
initially by advertising, loss-leaders, and other gimmicks such as
parking lot carnivals. But they would eventually fail, in my
opinion, and wr�uld stand half e�ty until, in desparation, they
began to pressure you for zoning to permit the�n to rent to
recreation halls, game machine parlors, and beer joints.
I strongly rec�nd that you disapprove these two proposed zoning
changes.

The next order of business was for the City Council and Planning & Zoning
Cc�mission to conduct a public hearing relative to Zoning Application Z84-24
submitted by Mr. Phil R. Parker.
Mayor Tate declared the public hearing open.
Public Works Director Jim Baddaker reported the praperty in question included
approx�mately 30 acres located on West College Street ��diately south of
eA"�° Cannon Elementary School. The current zoning was for "R-7.5" Single-Family
Dwelling District and "R-3.5" 'Itao-Family Dwelling District. A prelimiriary
plat for this tract, the College Creek Addition, had recently been approved.
�,,, The zoning requested at this time would not change the land use, but would
adjust the zoning district boundaries to confornn with the plat.
Mr. Phil Parker, applicant, briefly addressed the Council and Canmission,
pointing out the minor adjustinent in the zoning district boundaries of the
single-family and two-family districts to reflect the platted property.
During the ensuing discussion, the emergency vehicle access was noted. Mr.
Parker advised that a 15-foot drainage and e�rgency access easement had been
provided between Lots 15 and 16 of Block A (this was in addition to the
underground storm sewer facilities) .

Mayor Tate invited those guests present to speak either for or against the
requested zoning, though no one wished to c�nt. It was also reported that
no correspondence had been received relative to this case.
A m�tion to close the public hearing was then made by Camnissioner Norman and
seconded by Commissioner Joyce. The motion prevailed by the follawing vote:

Nays . None

PUBLIC HEAR'1'NG, ZONING APPLICATION Z84-25, THE STILTS ADDITION (BF,NIBRICK)
The next order of business was for the City Council and Planning & Zoning
Cammission to conduct a public hearing relative to Zoning Application Z84-25
submitted by Mr. Robert Bambrick and Mr. Curtis Hodgson.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker advised this tract was located on fihe west�
side of Dove Loop Road by Grapevine Lake and contained 1.797 acres. Being
currently zoned "CN" Neighborhood Cca�anercial, the requested zoning was for
"SP" Site Plan Zoning District for the storage, possession, retail sale, and
on-pre�nise constmtption of alcoholic beverages in conjunction with the
operation of a restaurant.
The applicant, Mr. Robert Bambrick, briefly addressed the Council and "'�''�
Cc�anission and offered to answer any questions they might have. A lengthy
discussion ensued, during which they discussed the required sewer e�tension ��;
and lift station installation, the proposed site plan, the use of alcoholic
beverages, and the outdoor pool area.
Those present in the audience were then invited to speak relative to this
zoning request. The following persons offered their c�nts; hawever, most
of the can�srents were not either for or against the zoning application, but
w�ere questions about the proposed project.

PUBLIC HEARING, ZONING APPLICATION Z84-26, WRIGHT CONSTRUCTION COMPANY
The next order of business was for the City Council and Planning & Zoning
Canmission to conduct a public hearing relative to Zoning Application Z84-26
submitted by Wright Construction Ccx�any.

Mayor Tate declared the public hearing open and called on Public Works
Director Jim Baddaker to present the application.

Nir. Baddaker advised Zoning Application Z84-26 involved approximately 15 acres
of land fronting on Hall-Johnson Road between Cheek-Sparger Road and Roberts
Rc�ad. The requested zoning was for "R-7.5" Single-Family Dwelling District
with the existing zoning being "R-20" Single-Family Dwelling District.
Mr. Joe Wright addressed the City Council and Planning & Zoning Commission and
reported his intention to develap a single-family residential subdivision. He
noted that this piece of land was m�stly flat with few trees and did not lend
itself to the minim�n 20,000 square foot lots required in the "R-20" district.
Follawing this presentation, Mayor Tate asked if there were any guests present
who wished to speak. There were none. No correspondence had been received
relative to this case.
There being little discussian Canmissioner Joyce made a irotion to close their
portion of the public hearing. The motion was seconded by C�m►ission Meqnber
Norn�azz and prevailed by the ensuing vote:

PUBLIC HEARING, ZONING APPLICATION Z84-29, GILFS & THOMPSON
The next order of business was for the City Council and Planning & Zoning
Cammission to conduct a public hearing relative to Zoning Application Z84-29
submitted by N�. Barney Giles and Mr. Gerald Thcenpson.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker reported this application was for
approximately 11 acres located on the rwrthwest corner of Dove Road and Dove
I,00p Road, being currently zoned "R-�I'H" Tvwnhouse Zoning District. The
r�uested zoning was "CN" Neighborhood Comr�ercial.
I�. Gerald Thompson addressed those present and advised that in an effort to
consider son� of the concerns of the Council and the neighboring homeowners,
"'�' they had reduced their c�rercial zoning application t�o appr�imately eight
acres and requested a postponement of the public hearing in order to obtain a
n�w legal description of the property to be zoned. In addition, they wisY�ed
� to be able to infonn son�e hameowners of their proposal for a ccx�rercial
c:enter.
A lengthy discussion ensued, during which tiure the Planning & Zoning
Commission ar�d City Council deliberated the merits of the request for post-

Assistant City Manager Bill Eisen presented an overview of the proposed
1984-85 City budget. The expenditures and revenues for all funds were briefly
reviewed. It was noted that the budget inclu�ded a tax rate of 40�/$100
valuation and a 40$ hca�estead exen�tion. In addition, he advised of sane
revisions made since the Council workshop, which resulted in a budget decrease
of approximately $10,000.

the City of Grapevine revised budget for fiscal year 1983-84.
The caption of the proposed ordinarice was presented by the City Secretary.
Assistant City Manager Bill Eisen revieiaed the revised budget figures for
fiscal year 1983-84. He noted that revenues were higher than anticipated due
to (1) payment of ad valorem taxes by the previously insolvent Braniff Inter-
national, (2) increased water consvmption, and (3) increased rounds of golf
played at the Grapevine Municipal Golf Course. E�penditures also had
increased fran the original 1983-84 budget proposal due pr�marily to the
c�nprehensive rezoning effort.
There being little discussion, Council Member Brekken then offered a mc�tion

Public Works Director Jim Baddaker reported that three bids had been received
relative to the sale of the Big Bear Creek Sewer Plant as surplus property.
Al1 three bids would require the City to pay the contractor for removal of the
facility, with the lowest bid being received frcan Tenbusch E�cavating, Inc. in
the amount of $15,400. The recamnendation of the City Staff was that it wr�uld
be more cost effective to utilize City personnel to disass�nble the sewer
plant and salvage the materials for sale as scrap metal.
Council Member Oliver made a mption to accept the recamnendation of the City
�� Staff, rejecting all bids received relative to the sale of the Big Bear Creek
Sewer Plant and authorizing disassembly of the plant by City personnel for

ORDINANCE, TRAF�'IC CONTROL
The next item before the City Council was to consider an ordinance relative to
traffic control.
Public Works Director Jim Baddaker identified several areas of concern where
additional traffic control was needed.
The first item was a request fram the school district to establish a 20 mile
per hour school zone on Pool Road in the vicinity of the new high school
entrance south of State Highway 26. The Staff recommendation was that the
school zone extend fran Big Bear Creek north to State Highway 26. During
Council deli.beration, however, concern was expressed for the length of this
proposed school zone. The ite�n was discussed for some time, and the potential
pedestrian traffic on Pool Road was also addressed. It was the general
��
concensus that the area covered by the school zone should be reduced.
Mr. Baddaker then advised that he wished to erect flashing yellaw warning
� lights on Dove Road near pove Elementary, on College Street near Cannon
Elementary, on TimY�erline Drive near Timberline Elementary and on Pool Road
near the entry to Grapevine High School. He est�mated it would take
approx.imately six to eight weeks for installation at a total cost of
approximately $5,000. During the ensuing discussion, the City Council
concurred with this expenditure and also requested that a flashing light be
erected on Pebblebrook Drive near Cannon Elementary School.
Vehicles making U-turns on Mustang Drive in the vicinity of the Wheel Estates
Mobile Home Park was also to be discussed. Mr. Baddaker reported that the
back up of high school traffic at Mustang Drive during peak periods had
encouraged right turns to Wheel Estates and then turning around westbound to
the stoplight at Highway 26. This was creating a traffic hazard, and the
Staff recanarended prohibiting U-turns on Mustang Drive near the entzy to this
mobile hame park.
The final traffic control item to be discussed was the parking problem on the
south side of Dallas Road near the Police/Library Building. Mr. Baddaker
reviewed the situation, noting that view obstruction was a major problem at
the Dallas Road intersections with Pine Street and Church Street. His
recoim�endation was that a No Parking zone be established on the south side of

Dallas Road fram Bellaire Drive to Church Street.
The caption of the proposed traffic control ordinance was then read by the
City Secretary. It was noted that the flashing school zone lights did not
require Council action by ordinance and were not included.

The next item before the City Council was to consider the recca�iendation of
the Planning & Zoning Ccmmission relative to the final plat of the College
Creek Addition.

The College Creek Addition is located on West College Street i�tediately south
, of Cannon Elementary School. Zoning Application Z84-24 had been approved
�r earlier aligning the single-family and two-family land uses as indicated on
this final plat. The access easement had been properly shown between Lots 15
& 16 of Block A. Mrs. Spencer reported the Conmission's unanumus rec�menda-
tion for approval.
A motion to accept the rec�ndation of the Planning & Zoning Commission and
approve the final plat of the College Creek Addition was then made by Mayor
Pro Tem Ware and seconded by Council Me�iber Brekken. The motion prevailed by
the ensuing vote:

PLANNING & ZONING CONA�iISSION RECONgKENDATION, FINAL PLAT, STILTS ADDITION
The next order of business was for the City Council to consider the recan-
mendation of the Planning & Zoning Ccxcmission relative to the final plat of
the Stilts Addition.

The Stilts Addition is located on the very north end of Dove Loop Road. An
ordinance zoning this same property for use as a restaurant with sales of
alcoholic beverages for on-premise constunption had been approved on first �,�
reading earlier in the evening (Z84-25) . The rec�ndation of the Planning
& Zoning Comnission, as reported by Chairman Spencer, was for approval of this
final plat. The vote was 5 to 0.
' There being little Council deliberation, Council Member Pawers made a mQtion
that the reca�aner�dation of the Planning & Zoning Cammission be accepted and
the final plat of the Stilts Addition be approved. The motion, seconded by
Council M��ber Oliver, prevailed by the follawing vote:

The final business ite�n before the City Council was to consider the rec�n-
mendation of the Planni.ng & Zoning Cc�mission relative to the preliminary plat
of the Mustang P,ddition.
', Council Men�r Oliver advised that he w�uld abstain fran consideration of this
' iteqn because the plat had been su�anitted by his e�nployer, the Grapevine- '"'�
Colleyville Independent School District. A Conflict of Interest Affidavit had
been filed with the City Secretary. ,,,�,�
This particular plat includes the school administration building, the bus
barn, the football stadiiun, and surrounding school property located between
West Highway 26 and Mustang Drive. Improvements w�re to be made on this
tract, and a plat was required in order for a building permit to be issued.
Planning & Zoning Camnission Chairnnan Sharron Spencer reported Conmission's
unaniumus approval of this preliminary plat.
During the ensuing Council discussion, it was noted. that another name wr�uld
I�, have to be chosen prior to final platting, as a Mustang Addition already
' exists.
