EXECUTIVE SESSION It was then announced by the Mayor that the purpose of this special meeting was for the City Council to conduct a closed session to discuss personnel pursuant to Article 6252-17, V.A.T.C.S. , Subsection (g) . The Council did then recess to the Conference Room. ��""' NO►1'E: Council Member Rc�n Dyer arrived at the meeting during the closed session, and Mayor Tate departed just prior to reconvening. � .;. Mayor Pro Tem Ware reconvened the Council momentarily in the Council Chambers. All members were present, with the exception of Mayor Tate. City Manager Jim Hancock reported that no fornial action relative to personnel was necessary by the City Council at this time. INVOCATION Mayor Pro Tem Ware then delivered the Invocation. WORKSHOP The purpose of this meeting was for the City Council and Planning & Zoning Comnission to conduct a workshop and review session relative to the proposed schedule of events for the im�lementation process and the proposed amendments to the Comprehensive Zoning Ordinance and the zoning map. City Attorney John Boyle reported that a public hearing vaould be held on Tuesday, January 17, 1984, to consider the proposed textual amend[nents to Ccan- prehensive Zoning Ordinance No. 82-73. The majority of the proposed changes involved the creation of new zoning districts: "PRD-6"--Planned Residential Development not to exceed 6 units per acre; "PRD-12"--Planned Residential Development not to exceed 12 units per acre; "PCD"--Planned Co�rcial Dis- trict; and "PID"--Planned Industrial District. In addition, new procedures were also to be proposed for Master Development Plan and Site Plan review and ° regulations. He also noted that Mr. Tony Wiles, consulti.ng planner, and Mr. Marlin Smith, consulting legal counsel, were in attendance to participate in the workshop session. � .N Mr. Tony Wiles then briefly introduced his draft proposal for amenchnents to the text of the 1982 Comprehensive Zoning Ordinance and the zoning map, adding that existing property uses were taken into oonsideration in developing the proposed zoning map. The regulations for the proposed ne�a zoning districts of "PRD-6" and "PRD-12" were then reviewed at length by Mr. Wiles. It was noted that the miniirnun acreage of a tract of land to be considered for "PRD-6" zoning was 25 acres, while the minim�uY► tract size for "PRD-12" consideration was 15 acres. Both of these zoning categories would allaw mixed uses, as long as all regulations had O1/12/84 been met and a maximLun of 6 dwelling units per acre and 12 dwelling uni.ts per acre, respectively, had not been exceeded. They were primarily designed and intended to provide a broader range of development options for those properties on which greater densities were permitted under the 1970 and 1982 Zoning Ordinances of the City, but on which the permitted densities must be reduced if the zoning restrictions are to be in conformity with the recom- mendation in the Comprehensive Master Plan. A lengthy session of questions and com�nts frcan the City Council and Planning � - & Zoning Cantnission follawed Mr. Wiles' review of the proposed. "PRD-6" and "PRD-12" restrictions. :�-.:.� It was then announced by Mayor Pro Tem Ware that the City Council and the C�mission �uld recess briefly before considering further proposed amend- ments. The meeting reconvened m�mentarily. All members of the City Council and Planning & Zoning Ca�unission were present, with the exception of Mayor Tate and Comnissioners Harlen Jayce and Rick Atkins. Additional questions and corm�ents fran the Council and Cc�mission relative to the proposed "PRD-6" and "PRD-12" district regulations ensued. NOTE: Mayor Tate arrived at the meeting during this discussion. The proposed regulations concerning the submission of a Master Develo�xnent Plan were then briefly revie�wed by Mr. Wiles. A Master Development Plan, under the proposed amenc�hnents, would be required for the development of each Planned Development District, other than with such uses as are permitted as a ma.tter of right. The Master Develo�nt Plan would be a general land use plan, which clearly indicates haw the proposed development would comply with the City's Co�rehensive Master Plan and would be consistent with the standards and purposes of the district applied for. He also noted what .f. information should be included in a Master Developmealt Plan. Follawing this presentation, the Planning & Zoning Ccxrmission and City Council made inquiries and comnents relative to the proposed Master Developm�xit Plan regulations. The proposed Site Plan Revi�w procedures and regulations were then addressed. Mr. 'Ibny Wiles reviewed the Site Plan restrictions and the differenc;e between a Master Development Plan and a Site Plan, noting that the Site Plan was mr�re detailed and must be submitted. after the approval of a Master Development Plan and prior to approval of a building permit. E�ceptions and appeals allawed under the proposed Site Plan Review regulations were also addressed. It was noted the proposal provided that a Site Plan could be rejected only if it was in violation of the technical standards of the City Code. A lengthy discussion ensued, which included concern about whether Site Plan approval should be an achninistrative determination made by the City Staff or a legislative determ.ination made by the City Council and/or Planning & Zoning Ca�Lission. The regulations of the proposed Planned. Industrial District were then reviewed briefly by Mr. Wiles. He noted the "PID" zoning district, as proposed, wr�uld predominantly be for industrial usage, but �uld allaw a mix of several other non-residential uses. The minim�un tract size for "PID" consideration would be � .. 20 acres. A short period of questions and com�nts fram the City Council and Planning & Zoning Comnission follawed Mr. Wiles' presentation of the proposed "PID" �;.., zoning district regulations. It was the general concensus of those present that Mr. Wiles, consulting planner, and Mr. S�nith, consulting legal counsel, would accept the com�nts and input offered by the City Council and Planning & Zoning Comnission during this w�orkshop session and amend the proposed textual changes to the C�re- hensive Zoning Ordinance accordingly. No form�l action was taken by either the Planning & Zoning Conmission or the City Council.
