INVOCATION Council Member Jim Glynn delivered the Invocation. PRESENTATION OF FINANCIAL STATII�lEL�FI'S, FISCAL YEAR IIVD SII�TII�ER 30, 1983 The first order of business was for Peat, Marwick, Mitchell & Co. to present financial statements for fiscal year end September 30, 1983. Finance Directdr Lee Maness advised that Peat, Marwick, Mitchell & Co. had canpleted the annual audit of the City's records for fiscal year ending September 30, 1983. He then introduced Mr. Don Spitzer, partner, and Mr. David Tolson, Manager, of Peat, Mazwick, Mitchell & Co. Mr. Spitzer and Mr. Tolson briefly reviewed the financial statements and noted the increased size of this year's report was due to extra statistical tables required for an application for a Certificate of Conformance as offered by the Municipal Finance Officers Association. �` Council Member Charles Dunn, Chairmarl of the Audit Conmittee, reported the Co�nnittee rec�nded the City Council accept the audit as prepared by Peat, Marwick, Mitchell & Co. �� Mayor Pro Tem Ware offered a m�tion to accept the rec�rendation of the Audit Cannittee and accept the audit of the City's records for fiscal year end September 30, 1983. The motion was seconded by Council Member Brekken and prevailed by the follawing vote: Ayes : Tate, Ware, Dunn, Brekken, & Glynn Nays . None Absent: Oliver & Dyer Ol/24/84 RE-E�K�P,GII�Q�!' OF PEAT, MAFd�TIC�K, NLIT('HELL & CO, FOR FISCAL YEAR 1983-84 The next order of business was for the City Council to consider re-engagement of Peat, MaYwick, Mitchell & Co. for audit purposes for fiscal year 1983-84. Finance Director Lee Maness reported the City of Grapevine was currently in the fourth year of a five-year contract with Peat, MaYwick, Mitchell & Co. to audit the City's records. He briefly revie�aed the fee structure, as outlined in that contract, and noted a proposed increase in the amount charged due to Federal guidelines governing the audit of revenue sharing funds. The proposed �� fee for the audit of the City's records for fiscal year end September 30,1984 will be approximately $29,000. Mr. Don Spitzer, representing Peat, Mazwick, Mitchell & Co. , briefly addressed the City Council relative to their re-engagement. Council Nl�mber Dunn then noted the Audit Com�ittee recom�ndation to re-engage Peat, MaYwick, Mitchell & Co. for audit purposes for fiscal year 1983-84 and he did so move. The motion was seconded by Council Member Glynn and prevailed by the ensuing vote: Ayes . Tate, Ware, Dunn, Brekken, & Glynn Nays . None Absent: Oliver & Dyer PUBLIC HEARIlQG, PROPOSID ANID.�IDMQ�]'I'S TO CONIPREE�ISIVE ZONING ORDIIQANCE N0. 82-73 The next order of business was for the City Council and Planning & Zoning Ccen- mission to continue a public hearing relative to proposed atn�enc�nents to Com- prehensive Zoning Ordinance No. 82-73. It was noted by Mayor Tate that is would be a continuation of the public hear- ing which was opened on Tuesday, January 17, 1984, relative to proposed zoning ordinance am�enc�r�ents. Mr. Joe Wright, who was speaking at the ti.me the public ""�" hearing was recessed, was invited to resuire his presentation. �� The follawing persons then addressed the City Council and Planning & Zoning Conmission relative to the proposed zoning ordinance amendments: l. Mr. Joe Wright 3. Mr. 1� Scott 601 W. Wall 1166 Butterfield Drive 2. Mr. John Mayfield 1301 Hilltop Following this testimony, Mayor Tate asked if anyone else wished to speak. No one present wished to make additional c�nts. There being no further discussion, a motion to close the public hearing was made by Ccx�missioner Rick Atkins. The motion, seconded by Canmission Member Gerald Norn�n, prevailed by the follawing vote: Ayes: Spencer, Cook, Joyce, Norman, Paaers, Wilbanks, & Atkins Nays: None A m�tion to close the public hearing was also offered by Council N1en�ber Brekken. Council Nlember Glynn seconded the motion, which prevailed by the ensuing vote: '�'� Ayes : Tate, Ware, Dunn, Brekken, & Glynn Nays . None ,. . Absent: Oliver & Dyer WORKSHOP The City Council and Planning & Zoning Commission were then to conduct a work- shop and revic�a session relative to the proposed amenc�nts to the Comprehen- sive Zoning Ordinance and the zoning map and the proposed schedule of events for the city instigated zoning. (2) O1/24/84 It was noted that one major area of concern to be discussed should be the pro- posed planned residential districts, "PRD-6" and "PRD-12", whether they are workable in the City of Grapevine, and what other alternatives might be. Mr. Tony Wiles, consulting planner, then cited his reasons for including the "PRD-6" and "PRD-12" zoning districts in the proposal, adding that, in his opinion, density is the primazy control of a development. He noted these pro- posed districts would be limited to those tracts of land for which the Master Plan rec�nded a reduction to a more restrictive zoning in order to comply ���� with the character of the surrounding neighborhood. Mr. Wiles advised that it was his opinion the City's alternative to adapting the "PRD-6" and "PRD-12" districts would be to rezone those tracts a straight "R-7.5" Single-Family �� District or let thesn remain at their current high density zoning. NOTE: Council Nlember Larry Oliver arrived during this discussion. Mr. Wiles then answered questions frcan the City Council and Planning & Zoning Commission relative to his presentation. Mr. Marlin Shlith, consulting legal counsel, addressed the Council and Comnis- sion. He noted that, from a legal standpoint, the planned residential dis- tricts gave some fle,xibility to a developer by giving him an alternative to a straight "R-7.5" Single-Family District zoning, and they preserve the defensibility of the City's position. Follawing a period of questions and comnents from the Planning & Zoning Ccxmlission, a brief recess was called by the Ma.yor. Upon reconvening in the Council Chambers m�mentarily, all me.mbers of the City Council and the Planning & Zoning Canmission were present, with the exception of Council Member Dyer. Detailed questions fran the Planning & Zoning Cananission continued, with Mr. Wiles and Mr. S7ni.th responding. Some of the areas of concern included land- � ' scaping and parking requirements. The proposed "LB" Limited Business and "HC" Highway C�rcial districts were also addressed briefly. � $ A lengthy discussion follawed, during which Mr. Wiles and Mr. Smith responded to questions and co�m�ents frcgn the City Council. One issue considered was the possibility of taking those tracts designated for "PRD-6" and "PRD-12" under the proposal and rezoning them "R-7.5" Single-Family District in order to e�edite the rezoning process within the moratoritnn period. Those tracts could then be dealt with in detail follawing the lifting of the moratoritun. No fornial action was taken by the City Council or the Planning & Zoning Ca�ussion. It was noted that an additional workshop would be held on Wednesday, January 25, 1984 at 7:00 p.m. in the Council ChamUers to further consider the pro- posed amendm�nts to the Com�rehensive Zoning Ordinance.
