WORKSHOP City Council and Planning & Zoning Commission to conduct a workshop and review session relative to the proposed amendments to the Comprehensive Zoning Ordinance and the zoning map and the proposed schedule of events for the city instigated zoning and take any necessary action relative thereto. IN ACCORDANCE WITH ARTICLE 6252-17 , V.A.T.C.S. , AS AMENDED BY CHAPTER 227 , ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, THE SPECIAL JOINT CITY COUNCIL AND PLANNING & ZONING COMMISSION EMERGENCY MEETING AGENDA WAS PREPARED AND POSTED ON THIS THE 25TH DAY OF JANUARY, 1984 AT 11 : 00 A.M. City Secretary �:.,;, STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council and Planning & Zoning Ca�nission of the City of Grapevine, Texas met in Special Joint Session on this the 25th day of Januazy, 1984 at 7:00 p.m. in the Council Chambers, 413 Main Street, with the follawing members of the City Council present to-wit: �,.:, William D. INVOCATION Commissioner Harlen Joyce delivered the Invocation. NOTE: Council Nlember Dunn and Ccxlmissioner Pawers arrived at the meeting. WORKSHOP The purpose of the meeting was for the City Council and Planning & Zoning Can- mission to conduct a workshop and review session relative to the proposed ameazdments to the Com�rehensive Zoning Ordinance and the zoning map and the proposed schedule of events for the city instigated zoning and take any neces- sary action relative thereto. Mayor Tate noted the first step in the workshop w�ould be to review the pro- posed zoning map. Public Works Director Jim Baddaker then offered a few brief c�nts relative to the proposed map and its use in the advertising pro- �: cedure. The City Council and Planning & Zoning Comnission did then conduct a detailed review of the map, directing questions and comnents about certain tracts to �,;: Mr. Tony Wiles, consulting planner, who responded. Follawing the review of the proposed zoning map, a recess was called by Mayor Tate. All mP.mbers of the City Council and the Planning & Zoning Co�mission were pre- sent upon reconvening mamentarily in the Council Chambers. Mr. Marlin S�ni.th, consulting attorney, then addressed the Council and Comnis- sion. His co�m�zts included a proposal for expediting the rezoning process during the moratoritun period by taking those tracts designated for "P�-6" and O1/25/84 "PRD-12" Planned Residential Districts and either (1) rezoning them to "R-7.5" Single-Family District or (2) continuing the mr�ratoritnn on those tracts for further consideration. The property awner w�uld have ttie option of choosing which course of action would be taken. The rezoning of the entire city could then be expedited, with special consideration given at a later date to those "problem" tsacts. Mr. Wiles then delineated same suggested revisions to the draft proposal of the Planned Residential Districts. Follawing this presentation, it was the general concensus of the City Council that the Planned Residential Districts �� were viable alternatives and should be considered for inclusion in the pro- posed amendments to Comprehensive Zoning Ordinance No. 82-73. The Council Memb�rs also offered camrents to direct and guide the Planning & Zoning Can- y mission in their deliberations for review and rec�ndation relative to the proposed amenc�nents. A detailed revi�a was then conducted relative to the textual portion of the proposed "PRD-6" district. Points of clarification and suggested revisions were offered by the City Council, the Planning & Zoning Conmission, and the consultants. It was noted. during this discussion that, under the praposed amendments, the current "S-P" Site Plan Zoni.ng District would be used for alcoholic beverage control only. It was generally agreed by all that the revisions addressed in reviewing the "PRD-6" district regulations were also applicable to the proposed "PRD-12" regulations and, therefore, a detailed analysis of that district was not conducted. No formal action was taken by the City Council or the Planning & Zoning C�n- mission. City Manager Jim Hancock advised the next joint workshop session was scheduled for Tuesday, January 31, 1984 at 7:00 p.m, in the Council Chambers.
