Tate Mayor Ted R. Ware Mayor Pro Tem Larry Oliver Council N�er ' Charles Dunn Council M�mber Marion Brekken Council M�.mber Rc�n Dyer Council Nlember Jim Glynn Council N�er constituting a quorum, with the follaaing members of the Planning & Zoning Conmission: Sharron Spencer Chairn�n Ron Cook Vice Chairman Harlen Joyce Member Gerald Norman A'lember Tom Pawers Member Shane Wilbanks M�iber Rick Atkins Member constituting a quonun, with the following metnbers of the City Staff: James L. Hancock City Manager Bill Eisen Assistant City Manager John F. Boyle, Jr. City Attorney T Karen Spann City Secretary CALL TO ORDER The meeting was called to order by Mayor Tate. INVOCATION The Invocation was delivered by Mayor Pro Tem Ware. WORKSHOP The purpose of the meeting was for the City Council and Planning & Zoning Com- mission to conduct a workshop and review session relative to the proposed am�zdm�nts to the Comprehensive Zoning Ordinance and the zoning map and take any necessary action relative thereto. Planning & Zoning Co�nission Chairmarz Sharron Spencer reported to the City Council relative to the Commission's review and study of the proposed amend- ments to the Comprehensive Zoning Ordinance. During the ensuing discussion, it was noted that flood plain area. can be considered usable open space. In addition, it was also noted that the City Staff could not be authorized to refuse to accept a zoning application requesting "PRD-6" or "PRD-12" zoning on a tract of land for which the regulations were not intended. Eliminating the '�`"''' "PRD-6" and "PRD-12" districts fran the ordinance after receiving a Master Development Plan on those tracts which do meet the intent of the regulations was also discussed. �„„� NOTE: Council Me.mber Ron Dyer arrived at the meeting during this discussion. A review of the proposed Master Develo�nt Plan regulations (Section 46) was then conducted in detail. Questions and comrents were offered by the City Council, the Planning & Zoning Cc�mission, and Mr. Marlin S�nith, consulting legal counsel. NO2'E: Commissioner Tom Pawers arrived at the meeting during this review. O1/31/84 A brief recess was then called by Mayor Tate. Upon reconvening �ntarily in the Council Chamb�rs, all members of the City Council and Planning & Zoning Commission were present. A brief discussion relative to the Site Plan Review regulations (Section 47) ensued, after which both the Master Development Plan and Site Plan Review regulations were referred to the Planning & Zoning Canmission for study and recamrendation. The proposed vested rights doc�unent and the rezoning schedule were then �� addressed briefly. It was noted that the Planning & Zoning Cammission would remain in session follawing the Council's adjournirent for additional discussion with Mr. Marlin S�nith. AA70UR1�IQ�1T A mr�tion was then made by Council Member Oliver for the City Council to adjourn their meeting. The motion was seconded by Mayor Pro Tem Ware and prevailed by the following vote: Ayes: Tate, Ware, Oliver, Dunn, Brekken, Dyer, & Glynn Nays: None Follawing the deliberations of the Planni.ng & Zoning Commi.ssion, a nx�tion was offered by Cc�missioner Ron Cook to adjourn their meeting. The motion, seconded by Ccmmissioner Wilbanks, prevailed by the ensuing vote: Ayes: Spencer, Cook, Joyce, Norman, Powers, Wilbanks, & Atkins Nays: None PASSID AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this �� day of FPhri� rs � 1984.
