The City Council of the City of Grapevine, 'I�xas met in S�ecial Session on
this the 12th day of March, 1984 at 7:00 p.m. in the Council Chambers, 413
Main Street, with the follawing memb�rs present to�wit:

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by Council N�er Oliver.
WORKSHOP
It was then noted by Mayor Tate that the purpose of the meeting was for the
City Council to conduct a wr�rkshop session to review the rec�ndations of
the Planning & Zoning Conmission relative to the proposed amenchnents to the
� Comprehensive Zoning Ordinance and the zoning map and take any necessary
action relative thereto. He also noted that Mr. Tony Wiles, consulting
planner, and Mr. Marlin SYnith, consulting attorney, were present for these
deliberations.
Follawing introductory ccxr¢��ents, Mr. Wiles conducted a section by-section
review of the district regulations recomrended by the Planning & Zoni.ng
Commission.
"LB" Limited Business District
Section 23, "LB" Limited Business District, was presented first. Although
this particular zoning district was not reco��ended for adoption by the Plan-
ning & Zoning C�anission, Mr. Wiles reviewed the requirements and spoke in
support of its future adoption, noting that there were some snall tracts which
cannot meet the "CN" Neighborhood Comnercial requirements where this district
could be used and w�ould give flex�bility. Cc�m�.ission Chairman Sharron Spencer
reported the Planning & Zoning Commission did not recom�end its adoption
because of the location of some of the tracts on which these regulations could
apply.

"HC" Highway C�rcial District
The next district to be discussed was Section 26, "HC" Highway Carnrercial
District. Mr. Wiles advised this district was designed to conform to the
e�isting uses which are located on Northwest Highway. He cautioned about non-
conforming uses and noted certain uses recc�miended by the Planning & Zoning
Ca�dssion to be deleted. Mrs. Sharron Spencer then briefly e�lained the
reco�mendation of the Camnission.
Follawing Council deliberation, a m�tion was offered by Council Member Dyer
and seconded by Mayor Pro Tem Ware to instruct the City Attorney to draft an

ordinance for the Highway Comrercial District based on the recommendation of
I the Planning & Zoning Cammission and:
, 1) Praviding that the permitted uses which ha.d been removed by the
', Conmission be included in the ordinance draft;
' 2) Providing that the lot size shall be 5,000 square feet;
3) Providing that off-street parking be allawed; and
��
4) Praviding that hea�y machinery be allawed in the permitted uses.
The motion prevailed by the follawing vote: ,

"CBD" Central Business District
The next item for discussion was the Central Business District. This zoning
category was developed specifically for those businesses currently fronting on
a portion of Ma.in Street. Mr. Wiles noted that the regulations as recommended
by the Planning & Zoning Conmission were acceptable. Mrs. Spencer identified
the Central Business District to be from Wall Street south on both Jenkins and
Barton Streets to Franklin Street.
Mayor Pro Tem Ware then made a motion to instruct the City Attorney to draft
an ordinance in accordance with the Planning & Zoning Cammission recomnenda-
tion for Central Business District regulations. The motion was seconded by
Council Member Glynn and prevailed by the ensuing vote:

°HCO" Hotel & Corporate Office District �"�
Mr. Wiles then introduced the "HCO" Hotel & Corporate Office District regula-

tions, noting that this district would allow consideration of hotel/motel
develop�nent and corporate office parks. He concurred with the regulations as
proposed by the Planning & Zoning Conmission.
There being little discussion, a m�tion was offered by Council Me�r Oliver
, and seconded by Council Member Glynn to authorize the City Attorney to draft
', an ordinance in accordance with the recomrendation of the Planni.ng & Zoning
I Commission relative to the Hotel & Corporate Office District regulations. The
� motion prevailed by the ensuing vote:

Nays: None
"LI" Light Industrial District
The "LI" Light Industrial District was then addressed. Mr. Wiles reviewed
these regulations as rec�nded by the Cce�mission, and noted that the Plan-
ning & Zoning Canmission had recommended the "MG" General Industrial District
not be adopted. Discussion ensued, during which Mr. Wiles expressed his con-
cern for not having a General Industrial District, and he observed the dif-
ferences in the Light Industrial and General Industrial Districts.

�I Chairmari Spencer reviewed the basis for the Planning & Zoning Commission
��, recamtendation, noting that some of the uses allawed under the General
' Industrial District had been included under conditional uses allawed in the
, proposed Light Industrial District. She added that it was the intent of the
Commission to include the concrete batch plants as a conditional use of the
"LI" District. This had been omitted in error.
' Follvwing lengthy deliberation, Council Member Dyer made a mr�tion to authorize
' the City Attorney to draft an ordinance for Light Industrial District regula-
, tions in accordance with the recomrendation of the Planning & Zoning Comnis-
'i sion and:

1) Praviding that the Planning & Zoning Conmission, the Staff, and the
consultants work together to develop a General Industrial District to
include heavier uses with some limitation; and
2) Providing that the Light Industrial District as drafted allaw
concrete batch plants as a conditional use.
The motion was seconded by Council Member Glynn and prevailed by the ensuing
vote:

"PRD-6" Planned Residential District
The next item for discussion was the Planning & Zoning Canm.ission recomrenda-
tion relative to the "PRD-6" District, Planned Residential Development. Mr.
Wiles noted his areas of concern about the regulations as proposed by the Co�n-
mission. Special attention was directed to the minurnun lot size requirement
of 7,500 square feet. In addition, Mr. Wiles noted san�e minor language
changes in the proposal.
Comnents froan Mr. Marlin S�nith and Mrs. Sharron Spencer follawed, during which
masonry requirements and buffering by mirror image develo�xnent w�re discussed.
Follawing lengthy questions and co�nts fran the City Council, a motion was
offered by Council Member Glynn and seconded by Mayor Pro Tem Ware to instruct
the City Attorney to draft an ordinance for a "PRD-6" Planned Residential Dis-
trict zoning category with a maximtun overall density of 6 units per acre based
on the regulations as reco�nded by the Planning & Zoning Conmission and:
1) Providing that develo�nt by each category within the Master
Development Plan meet the density requirement of that existing
district;
2) Eliminating the method of figuring by 60� of the units and make it
600 of the acreage only; and
3) Praviding for clustering within the various uses in the Master
Development Plan.
The m�tion prevailed by the ensuing vote:
Ayes: Tate, Ware, Oliver, Brekken, Dyer, & Glynn
Nays: None
Recess & Reconvene
It was then announced by Mayor Tate that the City Council would recess briefly
before continuing the workshop session.
Upon reconvening momentarily in the Council Chan�rs, all members of the City
Council were present, with the exception of Council Member Dyer.
"PRD-12" Planned Residential District
Mr. Wiles then reviewed the regulations for the "PRD-12" District, Planned
Residential Development, as recarat�ended by the Planning & Zoning Ca�mission.
� It was noted that, basically, the same revisions made to the "PRD-6" District
would also apply to the "PRD-12" District regulations. The masonry
requirements were addressed, as well as same minor language changes.
A mr�tion was then made by Mayor Pro Tem Ware to instruct the City Attorney to
draft an ordinance in accordance with the rec�ndation made for the "P�-6"
District and:
1) Provicling that the masonry requirement shall be the same as that for
other existing multi-family districts.
The mr�tion was seconded by Council Member Glynn and prevailed by the follawing
vote:

I "PC�" Planned Com�rcial District
A few minor language changes in the text of the "PCD" Planned Comrercial Dis-
trict were addressed by Mr. Wiles, who also revie�aed these regulations as
recamrended by the Planning & Zoning Canm.ission.

NOTE: Council Member Dyer arrived during this presentation.
During the ensuing deliberation, the berm requirements were discussed along

with whether or not residential uses should be allawed within the Planned Com-
mercial District. Camr�ents were also offered by Chairman Spencer relative to
' the reco�r¢c�endation of the Planning & Zoning Cca�mission.
', Follawing this discussion, a motion was offered by Council Me.mber Glynn and
, seconded by Council Member Oliver to authorize the City Attorney to draft an
' ordinance in accordance with the Planning & Zoning Canmission recomnendation
and:
' 1) Praviding that multi-family residential uses be allawed in this
zoning district;
2) Providing for a 3-foot bexm with landscaping; and
3) Allawing private streets.
The mption prevailed by the ensuing vote:
Ayes: Tate, Ware, Oliver, Brekken, Dyer, & Glynn
Nays: None
"PID" Planned Industrial District ��
Mr. Wiles then briefly revie�aed the Planned Industrial District requirements, �¢
with a few special corr��nts relative to buffers. It was noted that the Plan-
ned Industrial District closely resembles the Planned Comnercial District and
many of the same revisions would apply.
There being little discussion, Council M�ember Glynn made a mr�tion, seconded by
, Council Member Oliver, to instruct the City Attorney to draft an ordinance in
', accordance with the recom�ndation of the Planning & Zoning Conmission and:
', 1) Providing for a 3-foot berm with landscaping;
2) Allawing private streets; and
3) Praviding that on Page 8 of the Planning & Zoning Commission recam-
mendation for the Planned Industrial District, Item (k) (1) & (2) ,
relative to Screening fran P,djacent Residential Areas, be included in
the draft ordinance.
The motion prevailed by the follawing vote:

"GU" Coverrunental Uses
The zoning regulations as proposed in the "GU" Goverr�nental Use District were ;..
then briefly reviewed by Mr. Wiles.
There being no co�xits by the City Council, a mr�tion was offered by Council
Member Brekken and seconded by Council NIP�nber Glynn to instruct the City
, Attorney to draft an ordinance relative to the "GU" Governmental Use District
' in accordance with the Planning & Zoning Cca�mission recomnendation.

"AN" Airport Noise Overlay District
Mr. Wiles then gave a short revie�a of the Pl�n;ng & Zoning Canmission recom-
mendation relative to the Airport Noise Overlay District. The City Council
having concurred with the regulations as reco�nded, Council Member Dyer made
a mc�tion to instruct the City Attorney to draft an ordinance in accordance
with the recomnendation of the Planning & Zoning Comnission. The motion was
seconded by Mayor Pro Tem Ware and prevailed by the ensuing vote:

"DFW" Dallas-Fort Worth Regional Airport District
The regulations for the Dallas-Fort Worth Regional Airport District, as
drafted by City Attorney John Boyle, were then noted. Council Member Oliver
made a motion to authorize the City Attorney to prepare the draft regulations
in ordinance form. A second was offered by Council Member Glynn, and the
m�tion prevailed by the follawing vote:
Ayes: Tate, Ware, Oliver, Brekken, Dyer, & Glynn
Nays: None
Master Develo�nent Plan Regulations
The Planning & Zoning Commission proposal governing the submission of Master
Develo�nt Plans was then discussed. Mr. Shiith noted his support for the
rec�ndation of the Commission. Mr. Tony Wiles targeted several language
technicalities and noted suggested revisions during his review of the
regulations.
Follawing Council deliberation, a motion was offered by Council Member Dyer
and seconded by Mayor Pro Tem Ware to authorize the City Attorney to draft an
ordinance based on the recoqn�nda.tion of the Planning & Zoning Coimiission and:
1) Provided that the consultants resolve the issue and prepare accept-
able wording of Item B(5) on Page 1 concerning injury to the use and
� � value of existing surroundi.ng developments.
2) Providing that a market plan, as noted on Paqe 5, Itan C(12) , be
eluninated; and
3) Praviding that Page 10, Iteqn D(10) be amended to allaw the same
variety of uses to be submitted in a different Plan. The intent of
the Council is to preclude only the filing of the same Plan within a
12-month period.
The motion prevailed by the ensuing vote:

Site Plan Review and Approval
The final item for reviera by Mr. Wiles and the City Council was the recan-
mendation of the Planning & Zoning Canmission relative to Site Plan Review and
Approval. A lengthy discussion ensued relative to whether site plan revie�a
should be an administrative or legislative responsibility. Mr. S7ni.th and Mrs.
�°'� Spencer both offered their co�nts concerning this matter.
Follawing this deliberation, a mption was made by Council Me,mber Glynn and
�-,,,� seconded by Mayor Pro Tem Ware to authorize the City Attorney to draft an
ordinance for regulation of Site Plan Review and Approval based on the recan-
menclation of the Planning & Zoning Cammission and:
1) Providing that a Review Caimittee be formed consisting of a nLmiber of
City Council me.mbers, Planning & Zoning Co�mission memb�rs, and City
Staff to review all site plans except those required by a Master
Develo�nt Plan.
2) Those site plans being required as a result of a Master Development
Plan having been previously filed shall be considered for review and
approval by the Planning & Zoning Comnission and the City Council.
