The meeting was called to order by Mayor Tate.

Mayor Pro Tem Ware delivered the Invocation.

Newly elected Council Member Ron Dyer and newly appointed Commission Member
Peggy F�gholm then received the Oath of Office given by the City Secretary.
WELCOME & PROCIDURE
Welcaming cr��ents v�re made by Mayor Tate, wh� advised the purpose of the
m�eting was to conduct a public hearing to receive testimr�ny relative to the
adoption of a new zoning district map for the entire City pursuant to and in
accordance with the City of Grapevine's Canq�rehensive Zoning Ordinance No.
82-73, as amended, and Tex. Rev. Civ. Stat. Ann. Art, 1011a-1011e. The public
hearing was then declared open.
� The procedure to be followed for this public hearing was reviewed by the
, Mayor. It was noted that the hearing was to continue between the hours of
' 6:30 p.m. and 11:00 p.m. for several days until all persons who wished to
'�,,, speak ha.d been given an opportunity to address the Council and Cammission.
Mayor Tate also advised those present that testimony c�uld be limited to 10
minutes for each person who wished to speak, unless an advance request was
made for additional time. He then inquired if there was anyone present who
wished to request additional time for presentation this evening. There were
none.
Mayor Tate continued, noting that the speakers would be taken according to the
grid letter which had been assigned by City Staff to a certain area of the
City (see F�hi.bit "A", attached hereto and made a part hereof) . The speakers

within each grid letter would be heard in the order in which they signed a
request fornn.
A zoning history for the City of Grapevine was then given by Public Works
Director Jim Baddaker, after which all persons who wished to testify during
this portion of the public heari.ng received the oath given by the City
Secretary.
The follawing persons then addressed the City Council and the Planning &
Zoning Camnission relative to the City-instigated rezoning case: ��,

Mr. G. E. Lawrence, 2227 Ridge Lane, Grapevine, Texas, inquired about low " "
density. Mayor Tate answered Mr. Lawrence's question by briefly reviewing the
proposed zoning for Grid A in far northwest Grapevine.

Mr. Ken Johnson, representing Good Nbrning Garden Center in Grapevine, spoke
relative to the property located at 912 West Northwest Highway. This tract
was proposed for the relocation of the Burrus' Grocery Store and had
previously also included an outdoor garden center. It was his intent to open
another Good Nbrning Garden Center on that site, and he requested the zoning
allav that outdoor use.
Mr. J. L. Mitchell, P.O. Box 94, Grapevine, Texas, spoke relative to the
property on the southwest corner of Dove R�ad and Dove Loop. The tract was
proposed to be zoned duplex, or mediiun density, and he requested that it
retain its camr�rcial designation.
Mr. Bob Taylor, 815 W. Wall, Grapevine, Texas, also addressed the Council and
Ca�mission concerning the tract on the soutYiwest corner of Dave Road and Dove
Loap proposed for a meditun density residential classification. Mr. Taylor
supported the previous request of Mr. Mitchell that the property remain for �
c�mercial develo�nt.
Mr. Jam�es F. Mason, 4007 Travis, Dallas, Texas. Mr. Mason referenced the �'�
property located generally on the northwest corner of Dave Road arid Dave Loop.
He supported a c�rcial designation for this tract which had been advertised
for rezoning to the "R-TH" 'I'awnhouse Zoning District classification.
Mr. W. N. Rider, 6211 Denton Drive, #133, Dallas, Texas, spoke relative to a
9.74 acre tract located on the west side of Dove Loop at its far north end
near Corps of Ftigineers property. T'his property was proposed for a single-
family zoning district, and Mr. Rider advised that he favored a c�rcial
designation.
Mrs. Kathy Martinez, 915 N. Lucas, Grapevine, Texas, inquired about a tract of
land located on the far north end of Lucas Drive, which was advertised for
rezoning to the "P1�-6" Planned Residential Zoning District. She also
addressed property located i�diately south of Brookhollaw Estates S�.ib-
division, which was proposed for a "PRD-12" residential development. Mrs.
Martinez, who represented the Brookhollaw Estates Hareawners' Association,
noted that area horneawners supported "R-7.5" single-family develog�nt on both
of these parcels. She also referenced a petition containing signatures of 184
Brookhollc7w residents. Said petition confi� their support for the single-
family zoning.

Mr. Carroll Rowl�otham, awner of the Storagehouse mini-warehouses at 401 North
Scribner, addressed the Council and Catmission concerning this tract of land.
His existing Specific Use Pezmit allaw�d the mini�warehouse develogrdent; „�,,,
hawever, the property was proposed for "R-MF-1" multi-family zoning, which
would make this a non-conforming use. Public Works Director Jim Baddaker
attempted to clarify the procedure for handling Specific Uses, after which Mr.
Rawbotham requested the property be rezoned to a classification which w�uld
allow the existing use.
Mr. John Dorety, 3026 Coltm�bine, Grapevine, Texas, referenced a parcel of land
on the far north end of Dove Loop Road. He noted the tract was currently
being used as dry boat storage and had been advertised for rezoning to the
Neighborhood C�rcial District, which does not allaw for outdoor storage.

Mr. Harold Lawe, 432 Ba.11 Street, Grapevine, Texas, inquired about proposed
rezoning along Ball Street. During the ensuing brief discussion, single-
family develogne.nt in that area was addressed.
Mr. Joe L. Wright, 601 W. Wall, Grapevine, Texas. Mr. Wright addressed three
tracts of land: (1) Located on the northwest corner of Dove Road and West
Northwest Highway--existing zoning for an equi�nt rental, proposed zoning
,.� for Highway Cam�ercial. Mr. Wright inquired as to whether the equip�zt
rental would be allawed under the proposed zoning. (2) Thirty-five acres on
the north end of Lucas Drive--existi.ng zoning for multi-family, proposed
� zoning for "PRD-6" Planned Residential Development. Mr. Wright addressed the
praposed Shadybrook arterial and noted that he w�uld agree to constructing the
street prior to develo�xnent of this property. (3) He also expressed concern
for current multi-family land in the Old Lucas Addition near Lipsco�nb and
Forest Streets remaining multi-family.
Mr. Marion Tomescu, 4825 LBJ Freeway, #215, Dallas, Texas. Mr. Tomescu
referenced approximately 8.8 acres located west of the e.a�isting nursing hcene
at Dove Rr�ad and Autturm Drive. This property, which was advertised for
rezoning t�o "R-7.5" Single-Family District, was proposed to be the third phase
of the Dove Creek Subdivision and was slated for multi-family develogne�zt. He
expressed his support for the multi-family district.
Mr. Aubery Smith, 105 Jenkins Street, Grapevine, Texas, also addressed the
above-mentioned tract on the north side of AutLutm Drive and requested that the
multi-family zoning be retained.
Mr. Michael L. Kellam, 308 N. Lucas, Grapevine, Texas, spoke relative to pro-
perty located near Hilltop Street and Lucas Drive (Lot 6, Block 3 of the W. C.
Lucas P�ldition) . The tract was proposed for rezoning to a single-family clas-
sification, and Mr. Kellam requested a multi-fami.ly designation. He presented
a petition with five signatures, which was acknawledged and entered into the
� record.
Mrs. Dovie Pilney, 1366 Tipperary Drive, Grapevine, Texas, spoke in favor of
� the proposed tawnhouse district on the 11 acres on the northwest corner of
Dove Road and Dove Loop and also supported a ca��ercial designation on the
7-acre tract on the southwest corner of Dave Road and Dove Loop. In addition,
she voiced apposition to 50' by 100' lots for single-family homes proposed for
the property imrediately east of the existing Dave Park Apartrr�lts.
Mr. Don Tomnitz, 4200 S. Hulen, Suite 428, Fort Worth, Texas, addressed the
Council and Ccnmission relative to a 27-acre tract located on the south side
of Dove Road and east of the existing Dave Park Apartments and the Park Place
Stiibdivision. He presented an exhibit shawing a praposed zero lot line
develo�anent for this property, which had been advertised to be rezoned to a
duplex or mediLun density designation. Mr. Tomnitz requested consideration be
given to rezoning the property "R-5.0" Zero Lot Line District.
Dr. Don Gerschick, 113 Main Street, Grapevine, Texas, referenced three tracts
of land all o 'ch are located generally near the northeast corner of Lucas
Drive and West Northwest Highway. He noted these properties were praposed to
be rezoned "CN" Neighborhood Cvim�rcial and requested a zoning designation
which wc�uld retain his existing possibilities under the "C-2" Co�nminity Busi-
ness classification.
�* Mrs. Barbara Nunn, 2013 Redw�od Trai.l, Grapevine, Te�s, expressed support for
an "R-5.0" Zero Lot Line designation on the property located on the south side
of Dove Road and east of the existing Dove Park Apartrnents and the Park Place
r�, Subdivision.
Mrs. Sandy Landry, 1040 Meadowbrook, Grapevine, Te�cas, spoke relative to the
�ulti-family property on the far north end of Lucas Drive, which was proposed
to be rezoned "PRD-6", and the property south of Brookhollaw Estates, which
was proposed for a "PRD-12" classification. She opposed any multi-family
develo�ait, and noted her support for single-family homes.
The follaaing letter, which was submitted by Ca.lvin W. Pa]sner and Kathryn V.
Pa7mer of 809 N. Lucas, was then read into the record:

Reference: Praposed Residential Developmexit - Lucas Drive
and the inmediate area
Dear Sir: '
Being a resident of 809 N. Lucas for several years I have became
increasingly alann�d at the speed that a minor traffic inconvenience
has becare a major problesn in this area. I am naturally concerned
regarding the plans for the future residential development of this
area..
As the road access naw in effect clearly indicates this specific
area was not designed to accararodate the amr�unt of traffic naw main-
tained in this portion of the city. At this tinue all traffic in the
area in question has tw� (2) main access points and one (1)
secondary access to the major thoroughfares of Northwest Highway and
Dove Rr�ad.
The access point at Hilltop Road and Dove Road is congested on Dave,
a four (4) lane road, during the peak traffic periods. The access
to Dove Road from Hilltop, a two (2) lane residential street, was
obviously not designed to handle averflaw traffic fran the other
streets and does become backed up during morning and afternoon rush
hours.

The access point of Lucas t�o Northw�est Highway is normally blocked
due to tY�e traffic signal at the intersection of Northw�est Highway
and Dove R�ad. When the signal light is green then due to the back ""��
log of traffic already on Northwest Highway it is virtually
impossible to exit or enter Lucas Drive. However, if the signal
light is red then the traffic waiting for the green light will be
backed up past the Lucas Drive access thereby blocking all traffic
to or fran Lucas.
In regard to the secondazy access to Northwest Highway, the only
reasonably short access wait is to utilize the signal light in the
front of the parking lot at the Safeway store, I feel reasonably
sure that at san�e point in the near future Safeway Stores, Inc. will
d�nand that the Grapevine City Cauncil locate an alternate route for
the averflow traffic.
I do not have a solution to this particular problem but I can assure
you that the building of additional multi-family housi.ng in this
area will do nothing to alleviate an already serious situation.

Mr. Rc�bert Van Til, 101 Quail 12un, Bedford, Texas, expressed concern for the
mobile home park ocated at 1416 Silverside Drive. This tract was proposed to
be rezoned to "R-7.5" Single-Family Dwelling District, and Mr. Van Til
requested consideration be given to a mr�bile hame classification.

Mr. Barry Knight, 1700 Mercantile Bldg. , Dallas, �exas, representing Terra
Properties, addressed develop�nent off of State Highway 121 North in far
northeast Grapevine. He briefly reviewed his client's proposal t�o develop
approximately 534 acres of this industrial-zoned property beginning in the
s�ner of 1984.
Mr. Dennis Sims, 1540 Eastgate Drive, Garland, Texas, spoke in favor of the
�* proposed industrial zoning on the northeast corner of State Highway 121 North
' and Bethel Road.

Mr. Mike McCool, representing the Henry S. Miller Cc�any, 2001 Bryan 'I'ower,
Dallas, Texas, referenced approx�m�ately 20 acres located on the �est side of
Park Boulevard just north of its intersection with West Northwest Highway.
The property was advertised to be rezoned to "PRD-12" Planned Residential
District. Mr. McCool presented an exhibit shawing his firm's proposal for
develop�nent of this tract, a portion of which developirent wr�uld be within the
City limits of Southlake. He reviewed the merits of commercial zoning on this
property and requested that consideration be given such a classification.
Mr. Charles Branan, P.O. Box 616, Richardson, Texas, spoke relative to 4 acres
adjoining the previously mentioned Her�ry S. Nliller Co. tract to the west.
This property had existing c�rcial zoning and was proposed to be rezoned to
a residential use. Mr. Branan noted his support for the retention of a
ccsm�rcial designation.
Mr. Barry Knic�ht, 1700 Mercantile Bldg. , Dallas, Texas, representing Keith
Cecil & Associates, addressed the property iimiediately to th�e south of the
e�isting Woodlake Apartrrents on the �aest side of Park Boulevard. This
property was currently zoned to allaw Phase 2 of the Woodlake Apartznents at a
density of 16 units per acre. Mr. Knight suppc»rted this multi-family zoning
"'�" and opposed the proposed "PRD-6" planned residential classification. He
presented an exhibit shawing the layout of the existing �ulti-family project
,,,�, and the floor plans for the different uni.ts.
Mrs. Barbara Nunn, 2013 Rec�wood Trail, Grapevine, Texas, expressed ooncern for
approximately 8 acres on the east side of Park Boulevard, abutting Redwr�od
Trail to the south. This tract was proposed to be considered for "R-N�'-1"
Multi-Family Dw�lling District. Mrs. Nunn advised of her opposition to the
�ulti-family designation and requested a single-family classification be con-
sidered. She also addressed the 20-acre tract on the west side of Park
Boulevard near West Northwest Highway (spoken to previously by the Henry S.
Miller Co.) and opposed any cam�rcial develc�tient at this location.

Ms. Susan Masse , 1331 West Wall, Grapevine, Texas. Ms. Massey referenced a
tract locatec on the southeast corner of Wall Street and Pebblebrook Drive,
which was currently zoned for �ulti-family. She voiced her apposition to a
single-family designation, as proposed for consideration, requesting that the
property remain for multi-family development.
Mr. Don Tca�mitz, 4200 S. Hulen, Suite 428, Fort Worth, Texas, spoke relative
to a 30-acre tract of land located on the south side of West College Street,
generally across fran Cannon Elementary School. He noted a proposal for
"'"�"" develo�nt as a single-family subdivision and reference the bottcHn 6.7 acres,
which had been advertised for a tawnhouse classification. Mr. To�itz stated
it was his opinion duplex zoning was mr�re appropriate for this smaller tract.

Mr. Larry D. Brcx�m, 224 East College, Grapevine, Texas, addressed property on
the south side of East College Street located behind the Winn-Dixie grocery
store. This tract was praposed for single-family consideration, and Mr. Brawn
requested that it retain a com�rcial classification.

Mr. Joe Lipscamb, 2814 0'Dell Court, Grapevine, Texas, expressed concern for
Lots 1 through 8 of the G. E. Hurst S�,ibdivision, located generally on the west
side of Dooley Street fran East Wall Street to Texas Street. He opposed the

"R-7.5" Single-Fami.ly Dwelling District as proposed and petitioned the Council
and Cca�mission t�o consider retention of the existing multi-family classifica-
tion.

All persons present being given an opportunity to speak and there being no one
else who wished to co�mient, a motion was offered by Cca�missioner Rick Atkins *���
to recess the public hearing until 6:30 p.m. on Tuesday, April 24, 1984. The
m�tion was seconded by Cca�mission Member Ron Cook and prevailed by the ensuing

The City Council and Planning & Zoning Cceimission of the City of Grapevine,
Texas, reconvened in S�ecial Joint Session on Tuesday, the 24th day of April,
1984 at 6:30 p.m. in the AuditoriLun at Grapevine High ScYiool, 3223 Mustang
Drive, with all members of the City Council, the Planning & Zoning Co�mission,
and the City Staff present.

The Invocation was delivered by Council Member Larry Oliver. ''�"�

Nlayor Tate reconvened the meeting, noting that this was a continuation of the
public hearing to receive testi.mr�ny relative tA the adaption of a new zoning
district map for the entire City pursuant to and in accordance with the City
of Grapevine's Ca�rehensive Zoning Ordinance NO. 82-73, as amended, and 'I'ex.
Rev. Civ. Stat. Ann. Art. 1011a-1011e. Once again the procedure was reviewed,
after which the Mayor inquired if anyone wished to request additional time for
presentation. No one did.
Public Works Director Jim Baddaker gave a zoning history for the City of
Grapevine, and all persons who wished to testify during this portion of the
public hearing were sworn by the City Secretary.
TY�e follawing persons then addressed the City Council and the Planning &
Zoning Cammission relative to the City-instigated rezoning case:

Mr. Roberto Garcia, 849 Rainbow Trail, Grapevine, Texas, expressed concern for
th,e property located on the north side of AutLmm Drive, west of the existing
nursing home. The property is currently zoned "R-3" �ulti-family and the pro-
posed rezoning is for single-family development. Mr. Garcia supported the "`�"'
current multi-fami.ly designation.

Ms. Chris Larson, 3132 Jefferson Street, San Diego, California, representing
Mr. G�rt Carter, addressed t� parcels of land north of the Hilton Hotel and
the Austin Ranch. This property, being currently zoned "I-1" for industrial
use, was to be considered for a "PID" Planned Industrial District. Ms. Larson
noted that her client preferred a zoning classification allawing o�rcial
use, possi.bly an "HCO" designation.
Mr. Fred Brodsky, 5223 Rpyal Lane, Dallas, Texas, also referenced property
located north of the Austin Ranch and the Hilton Hotel. The parcel was pro-

posed for the Planned Industrial District classification. Mr. Brodsky made a
brief presentation outlining a mixed use/office park proposal. He supported a
Hotel/Corporate Office District designation for this property.

Mrs. Lillie Foust, 523 Main Street, Grapevine, Texas. Mrs. Foust spoke
�+ relative to praperty located on the north side of East College Street,
inmediately adjacent to the Foust Funeral Home. She voiced her opposition to
a single-family designation, as proposed for consideration, requesting that
�,r„ the property remain for comrercial developm�xit.
Mr. J�m Lucas, 2000 West College, Grapevine, Texas, addressed a tract located
at the northeast intersection of Highway 114 and West College. Consideration
was to be given to rezoning the property for a professional office use, which
would make the existing funeral ho�rbe non-conformi.ng. Mr. Lucas requested the
praperty retain its ca��ercial designation.
'I'he follawing letter fran Dr. J. H. Miles, 213 East College, Grapevine, Texas,
was then read into the record:

Dear Council members:
I have c�med the praperty of 213 E. College St. for 30 years. This
prc7perty is presently zoned C-2 neighborY�ood. For 20 years of the
�""" last 30 this building and property has been used for a 13 bed
nationally appraved hospital. Having been appraved by the city
�„ council. Since then there was medical offices in the building until
my retirement in 1980. During this time w� have paid taxes and
utilities based on c�rcial rates. And we believe we are still
doing so.
Under the proposed zoning changes this property wc�uld revert to
R-7.5. The property adjoining on the N.W. corner will reta.in their
cc�n�ercial zoning and be included in CBD. The property directly
across the street is a business.
This property is less than one block off Main St. and is ideally
suited for offices and cc��ercial use as evident in the past. I
urge the council to maintain this property comrercial property and
keep the zoning as such include it in the CBD as are adjoining
pieces of property.

would make this a non-conforming use. Mr. Nelson expressed his support for a .��.

tract located near the corner of �.ith Street and Wall Street. The property
was currently being used as a single-family residence and was praposed to

longer desirable for single-family dwellings and requested a light comn�rcial
designation.

on Lucas Drive and expressed concern for the proposed. development on the far
north end of Lucas.
Mr. Joe Wright, 601 West Wall Street, Grapevine, Texas, referenced property
located on the northwest corner of Dove Road and Northwest Highway. Same
discussion resulted relative to whether the outdoor storage of heavy equipm�nt
for rental purposes would be allvwed under the praposed "HC" zoning district.
In addition, Mr. Wright also requested action be delayed on his 35 acres on
the north end of Lucas Drive until further study on the proposed arterial
could be made. He noted that he would have no objection to an extension of

of Grapevine's Co�rehensive Zoning Ordinance No. 82-73, as amerided, and Tex.
'"'°°" Rev. Civ. Stat. Ann. Art. 1011a-1011e. The procedure to be follawed during
the n�eting was again revi�ed, during which Mayor Tate noted that testiirony

this time.
Follawing Jim Bad,daker's review of the City of Grapevine zoning history, Mayor
Tate asked if anyone present wished to request additional time for presenta.-
tion. Mr. Hubert Gill, representing Lightner Properties, requested that he be
allawed a one hour public hearing presentation and noted that his client wr�uld
agree to an e.xtension of the moratorium on this praperty located in the
Timberline Drive area. Follawing a lengthy discussion and clarification, it
was noted by the City Attorney that the extended period of t.ime for presenta-
tion referred to the proposed zoning as advertised for this public hearing.
Another alternative wnuld be for the owner to request his property be
readvertised for a different zoning classification, at which tiure a new public
hearing would be held.
Mr. Gill then withdrew his request for addition,al time due to the zoning
district restrictions im�osed by the advertisement.
Mr. Bart Bradford then asked for clarification of the procedure to request
additional time for presentation, but did not choose to make such a request.

tracts loca.ted on the southwest corner of State Highways 121 South and 114 and
on the southeast corner of State Highways 26 and 114. Ne noted that they
wished to develap tY�e property for comrercial uses, which the proposed Planned
Industrial District does not allaw. A request was made that this property be
rezoned to the "CC" Community Coim�ercial Zoning District.
Mr. Neil Nelles, 4201 Wingren, Suite 210, Irving, Texas. Mr. Nelles ��
referenced three parcels of land (1) 15.879 acres on the southeast corner of
State Highways 121 South and 114, (2) 11 acres located on the southwoest corner
of Stat�e Highways 121 South and 114, and (3) 19 acres on the south side of
Highway 114 and w�st of Highway 121 South. Each of these properties were � �
proposed to be considered for Planned Industrial District zoning. He noted
scene of the requirements of the "PID" ca.tegory and haw they would affect each
of these areas. It was his opinion that "CC" c�rcial zoning would provide
for the best use of this property, and he so requested.
Mr. Hubert Gill, 550 Littlefield Building, Austin, Texas, representing S�uiwest
Corporation, addressed the Council and Comnission relative to 22.8 acres
located on the northwest crorner of Mustang Drive and Ponderosa. This
praperty, being currently zoned "R-3" multi-family, was proposed for "PRD-12"
planned residential district consideration. The awner planned a multi-family
develognent at this location and requested this parcel be readvertised as
such. He also noted they would be agreeable to an extension of the moratoriLun
on this tract.

Mr. J. H. Randolph, 11433 Iamplighter, Dallas, Texa.s, spoke relative to
approximately 7 acres located at Highway 114 and Minters Chapel Road and
approximately 8 acres located near Highway 121 South and airport property,

Mr. Randolph presented an exhibit shawing the location of these two tracts. """�

Mr. Charles McLain, 843 Sunshine Lane, Grapevine, Texa.s, expressed concern for
the Sunshine Harbor residential area and the ooirarercial and industrial parks
surrounding it. Mrs. Spencer reported that c�rcial and industrial uses are
a result of the airport, which was built after this housing addition was in
place. It was also noted that recent ordinance revisions nvw pravided for
more strict screening, setback, and landscaping requirements. Photographs of
the area in question were also presented into the record.

Mr. Dave Denison, 5310 Harvest Hill, Dallas, Texas, addressed a 35-acre tract
of land loca.ted west of Spur 382 and approximately 200 feet north of Highway

The follawing comrents are sut��itted as part of the public hearing
announced by your notice dated March 27, 1984 for consideration of
the City Council and the Planning & Zoning Coimtission.
Subject tracts contain a total of approx�m�ately 52 acres. This pro-
perty is on the east side of Pool Rc�ad and its north bounda.ry
extends along the center of Bear Creek. It is bordered on the east
by Parr Park.
,,,�., The New Zoning Map proposes a zoning of R-20 for this property. We
do not believe this is a suitable zoning for the long term because
in the past in discussion with prospective purchasers we cannot
� recall where a developer has ever indicated any interest in trying
to develop the property with a zoning such as R-20. Also we notice
a zoning of R-7.5 is proposed for the property on either side of our
land. Hcxaever, inasnazch as we, the c�mers, are not developers, we
do not feel we are prepared tA request alternate zoning at this
time. It would appear the logical tim� for such a request w+�uld be
whenever a developer takes the praperty under contract for purchase,
and at that time appropriate engineering studies could be made by a
co�petent firnn in cooperation with the City Ehgineer.
Ite�ns which could be addressed by these engineering studies include
the follawing:
1. If the thoroughfare which has been planned to connect William D.
Tate Freeway with Pool Road were routed along the southern boundary
of our property, it would create a buffer between our property and
the property south of ours. We would then have a buffer on all four
sides (i.e. the creek, the park, Pool Road, and the thoroughfare) .
2. Some of the land might be given to the City for thoroughfare
right of way and for park.
� 3. The floating neighborhood canm�rcial district shown on the
City's land use plan on Pool Road could be located on his prc�erty
�
on Pool Road between the thoroughfare and the creek.
4. The remainder of t,Y�e usable land oould be considered for one or
a combination of several residential uses including duplexes, t:own
houses, single-family homes, and apartments, as determined by the
terrain, streets and roadways, the need for specific types of
housing, and other factors. The density of the residential units
thus determ�ned could be averaged over the 52 acres.
5. A review of e.xisting and planned facilities could be made to
confirm that utilities requirements and traffic can be acca�x�dated
for the usage configuration selected.
Therefore, in vie�a of the foregoing, if the Council elects to zone
subject property as R-20, we request such zoning be granted without
prejudice and with the understanding it oould be considered for
revision in the future.

Mr. Johnny Rogers, #5 Windy Knoll, Grapevine, Texas, represented The Vineyard
Hareawners' Association and expressed their concern for three tracts of land
in the Timb�rline Drive area. The first parcel is ]mcx�m as the Lightner Pro-
perty on the south side of Timberline Drive and was advertised for considera-
tion as "P�-6" Planned Residential District. Mr. Rogers supported a mirror ,�,,�
image of the e.xisting development on the north side of Timberline Drive and
supported "R-7.5" Single-Family District. He then referenced property ]mawn
as the Box tract located on the north side of Timberline Drive and east of Oak
Creek Estates. His group supported a "P�-12" designation on this parcel, � �
which was to be considered for a high density multi-family classification.
Finally, Mr. Rogers requested the Council and Planning & Zoning Commission
consider a taanhouse zoning designation for a four-acre tract located
iim�diately adjacent to the Nl�.nbrial Baptist Church on the north side of
Tin�berline Drive. He felt this was a mr�re appropriate zoning for this parcel,
which was proposed for "R-N�'-1" multi-family.
Mr. Ron Jackson, 3410 Barberry Road, Grapevine, Texas, also spoke relative to
the four-acre tract adjacent to the �rial Baptist Church. The tract was to
be considered for a meditnn density, multi-family development, and Mr. Jackson
requested the existing high density zoning be retained.
Mr. Mark Tutun, 4233 Sexton Lane, Dallas, Texas, referenced a piece of pro-
perty containi.ng 138 acres and located on the west side of Highway 121 South
and south of Big Bear Creek. The Western Oaks Stiibdivision was proposed for
this site, and he noted Zoning Application Z84-09, which had been tabled by
the Planning & Zoning CaYmission on April 17, 1984. He then ccx�ared the
pending zoning request with the zoning proposed by the City and requested that
consideration be given to his proposal for the develo�xnent of this area. Said
proposal including a ccm�bination of single-family, multi-family, and can-
mPxcial zoning. �°'�
Mr. Bob Gass, 433 E. Las Colinas Blvd. #750, Irving, 'Pexas. Mr. Gass
represented the Chasewood C,�npanies and addressed property ]mawn as the Box ��"�
tract generally located �rest of Highway 121 South between Mustang Drive and
Timberline Drive. He agreed with the "R-N�'-2" inulti-family zoning proposed
for the majority of this tract (96 acres) . His support for oonmercial pro-
perty fronting on Mustang Drive and a planned industrial develo�anent on the
east was also noted.
Mr. George Rodriguez, 2810 Creekw�ood Drive North, Grapevine, Texas, expressed
concern for the area surrounding the creek, which runs directly behind his
home. He requested that consideration be given to retaining the single-family
character of the neighborhood.

C�mission wnuld recess briefly before hearing further testimony. Upon recon-
vening in the High School auditoritun, Mayor Tate had returned, and all me.mbers

represented, with Coaimission�er Harlen Joyce being the only member not in
attendance.

tracts of land in the Timberline Drive area. The first being the 4 acre tract ,�,,,.;�

line Drive. The existing zoning on the property was "R-3" for multi-family
development, and Mrs. Glynn felt a duplex or t�wnhouse zoning category wr�uld
be mr�re appropriate. The second tract addressed is awned by Mr. Larzy
Lightner and contains approximately 90 acres on the south side of Timberline
Drive. She expressed concern for the develo�anent of this property as low
density residential and noted that, in her apinion, perhaps the "PRD-6"
Planned Residential Development zoning district wnuld be the best use for this
land and encouraged effective use of c�en space. Mrs. Glynn also petitioned

Mrs. Lynn Winterbottan, 2816 Creekwood Drive North, Grapevine, Texas,
expressed concern for future develo�nent along Timberline Drive. SY�e favored
single-family hames to maintain the integrity of existing neighborhoods.

Mr. Charles Starnes, 1200 Copeland Rr�ad, Arlington, Texas, who is a consulting
engineer for the Lightner property, yielded the poditun to Mr. Hubert Gill,
� attorney, representing Mr. Lightner. The property referenced by Mr. Gill is
located on the south side of Timberline Drive generally across fran the
existing Vineyard subdivision. The tract wraps around Creekwood Estates to
the west. The property owned by Mr. Larry Lightner to the east of this tract
and a small tract north of Timberline Drive and directly east of Oak Creek
Estates is under contract for sale to Mr. Jim Sawell, who was also to speak
during the public hearing. Mr. Gill continued to note that his client was
opposed to the "PRD-6" residential zoning as proposed. The property was
currently zoned "R-3" nnzlti-fami.ly and "C-2" Cca�munity Business zoning
districts, and he requested consideration be given to a higher density zoning
classification. Mr. Gill also advised that they would have no abjections to
an e.xtension of the m�ratoritun on this txact and request�ed the property be
readvertised for additional consideration.
Mr. David Spalding, 2706 'ltvin Creek Cove, Grapevine, Texas, also spoke
relative to the Lightner property noted above. He emphasized their opposition
to the proposed "PRD-6" designation and once again requested a readvertisement
and moratoritun extension on this tract.
Mr. Jim Sawell, 1112 Copeland Road, Suite 420, Arlington, Texas, then
addressed that portion of the Lightner property which is under contract for
sale to him, said property being located. on the north side of Timberline Drive
�* fran the east side of Oak Creek Estates to the Pearltree Apartments and on the
south side of Timberline Drive fr�n the eastern edge of The Vineyard Sub-
division east to State Highway 121. He referenced a separate zoning
� application which had been filed with the City Staff which proposed "R-7.5"
single-family develo�xnent on that portion of this tract lying west of the pro-
posed Cheek-Sparger extension. The portion on the ea.st side of the
Cheek-Sparger extension was proposed for "R-MF-2" multi-family. He also
requested that no action be taken at this time and the moratoritun be extended
until said zoning case had been heard by the Council and Ccx�nussion.

Mr. David Risinger, 9460 N. Central, #1600, Dallas, Texas. Mr. Risinger
advised of his firm's support for the "CC" c�rcial zoning proposed for
approximately 30 acres located on the northwest corner of State Highway 121
South and Hall-Johnson Road.
Mr. Bart Bradford, 1100 Macon, Fort Worth, Texas, spoke relative to
approximately 147 acres of land located near the northeast corner of Highway
121 South and Glade R�ad, comnpnly ]mawn as the Mattie Allen tract. The pro-
perty, currently zoned for c�nrnanity business and industrial uses, was pro-
posed to be considered for planned �rcial develo�xrnnt. Mr. Bradford felt
that planned c�xcial zoning on this tract was not the highest and best use
of the land and requested an extension of the moratorium so they could submit
� a zoning proposal for Council deliberation.
Mr. Jim Ftiiller, 2610 Lakehill, Carrollton, Texas, addressed a 60-acre tract of

extension on the east side of State Highway 121 S. Mr. Tamnitz's finn was ,�,�
under contract to purchase the property, which is currently zoned "LI" Light
Industrial. This tract is situated between the Mattie Allen tract on the �st
and the proposed Glade Crossing S�abdivision on the east, and Mr. T�mitz
elaborated on his proposal for an adequate buffer between those two " "
properties. His request was for "R-5.0" zoning for single-family hcanes on
5,000 square foot lots.
Mr. Robert Sult, Craw Development Ccx�any, 2001 Bryan Zbwer, Dallas, Texas,
spoke relative to 30 acres adjacent to the Bear Run S�bdivision, located north
of Hughes Road and east of State HiyYiway 121 South. The property was proposed
for consideration to rezone to "PCD" for planned caimiercial development. Mr.
Sult noted his c;cm�any was predaminantly a hame builder and preferred a medi�n
density residential classification. He briefly explained a proposal for a
garden-type, detached home and presented a display of such a project.
Mr. George Boswell, Jr. , expressed concern relative to 34.4 acres located off
of Hughes Road between the Glade Crossing S�bdivision and Bear Run. The pro-
posed extension of Hughes Road and Highway 360 through this area were
discussed; haaever, Mr. Boswell did not state his preference for zoning an the
property.

A few days ago I received your notice of Public Hearing concerning
the adoption of a new official zoning map which map will represent
zonings of all the land in the City accordi.ng to the newly revised
Zoning Ordinance and Master Plan. As the cx�mer and operator of
Ticl�or Terrace Apartrnents in Grapevi.ne and awner of 4 lots adjacent
to my apartm�.nts, I generally concur with your planner's recam�nda-
tions with the follawing exception on my four lots.
My four lots are Lots 5, 6, 7, and 8, Block 12, College Heights
Addition located at the corner of Franklin and Austin. These lots
and buildings in the past cuere used by me as support facilities
(offices, storage, etc.) during the develo�rent process of Ticlmor
Apartments with the idea in mind to build 4 plex apartm�nts on them
after this interim use. The current R-3 zoning of these lots was
acccx�lished in 1970 when the city started a "Block Zoni.ng" project
which would have adjusted the entire city zoning by a large block at
a time. This block that my lots are in was assigned mostly R-3
�► zoning in an effort to stimulate rehabilitation of this section of
taan which was in a deteriorating condition at that time. As I
drive through this section of the City I can see evidence that the

and duplexes built since then. I do not believe single family

As a property c�,mer on Glade Road, I, Ma.rvin L. Hunt, am interested
in these proceedi.ngs. My property is approximately midway between
highways #121 and proposed #360, zoned I-1 at present. Since I
moved to Hurst in 1957, I have watched as Pipeline Road has becca��
one of the busiest, if not the busiest thoroughfare in Richland
Hills, Hurst and Bedford.

In the early fifties, it wr�uld have been difficult to visualize the
demands and requirements of Pipeline Road today, thirty years later.
�
I have watched as the cities went through the expensive and
time-consuming process of widening Pipeline Rr�ad. Due to previous
zoning, they ha.d to move gas meters, light poles, fire plugs, and
man-holes in order to do this. Another problem--one city would have
available funds and their adjoining neighbor would not.
I have watched as the home awners along Pipeline put up expensive
fences in an effort to get some relief form the loud continuous
traffic noise. I have also watched as the same fences wr�uld be
blown dawn by the wind, painted with graffiti and pictures. They

w+ere torn dawn or burned by vandals, and apparently no one wants the
responsibility for removing the cans, bottles, trash, and weeds
between the fence and the road.
As you drive along Pipeline now, you rbotice areas where some hpme
awners have moved, after putting up with the noise for several
years. They were not able to get in and out of their driveways.
There was no place for guests to park. Same of their hanes have
been replaced with various business, both large and snall. The
areas along Pipeline Road that have been rezoned and businesses are ��
operating, such as fast food, bakery outlets, offices, and other
services, look nice, and are kept clean. More inq�ortant, they act
as a far better noise buffer against the traffic noise for the home
awners than the fences mentioned before. V
Gla.de Road, at present, reminds me of Pipeline Rc�ad twenty-five
years ago. I think it is inevitable that Glacl�e Rc�ad, due to it's
access to the Airport, Highways #121, #157, and #360, will end up
like Pipeline Rr�ad, rezoned, as time goes by, to business.
Perhaps it is too late. After abserving the proximity of the fence
line and fire plugs south of Glade FtQad, in the city of E�iless, and
haw close they are to tYie center of the right-of-way, it appears to
be getting more difficult and expensive to widen Glade Rr�ad as the
years go by.
Fran obsezving the grawth of the Mid�ities area through the years,
I think the zoning along Glade Road w�uld better meet the needs of
the area in the future if it was all zoned com�rcial, rather than
have one sznall area that is residential along a main thoroughfare.

acres and is surrounded on the east and south by Trail Lake Estates.
I bought this land in late February of this year fran the Federal
gavernme.nt. It appears on the zoning maps distributed by the city,
incidental to these public hearings as "GU". Actually it was not
advertised for rezoning at all, as I understand the notifications
mai.led to all property awners. I recieved no notice with regard to
this particular piece of property except that it is clearly
