Tate Mayor Ted R. Ware Mayor Pro Tem Larry Oliver Council Member ,� Charles Ihann Council Member Pvlarion Brekken Council Member Jim Glynn Council Nlember constituting a quonun, with Council Member RQn Dyer absent, with the follawing me_mbers of the City Staff: James L. Hancock City Manager Bill Eisen Assistant City Manager John F. Boyle, Jr. City Attorney Karen Spann City Secretary CALL TO ORDER Mayor Tate called the meeting to order. INVOCATION The Invocation was delivered by Mayor Pro Tem Ware. PUBLIC NF:ARTNG, PROPOSID TAX RATE INCREASE Mayor Tate then stated the purpose of this meeting was to conduct a public hearing relative to a statement of intent to increase the tax rate calculated � pursuant to Section 26.04 (d) of the Property Tax Code, and he declared the public hearing open. Assistant City Manager Bill Eisen then outlined the procedure for a tax rate increase, noting the effective tax revenue increase of 23.017� was deceptive. He explained that the maxiim�n actual tax increase would be 9.40, with the present rate of 53.4� being increased to not more than 58.4�. Those guests present were then invited to speak regarding the proposed tax increase. Mr. Kevin Quillen, 2500 Miustang Drive, Mr. John Hall, 10 Echo Cove, and Mr. G. W. Smith, 107 Camelot, all spoke in opposition to the proposal. Mayor Tate thanked each one for their concern and responded to their inquiries. A mc�tion was then made by Council Me.mber Charles Dunn to close the public hearing. The motion was seconded by Council Member Marion Brekken and prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays . None ,�.�, Absent: Dyer Mayor Pro Tem Ware made a mption that the City of Grapevine consider the proposed tax rate at a Regtzlar City Council Meeting to be held on September 6, 1983 at 7:30 p.m. at the Grapevine City Hall. A second was offered by Council Nl�mber Oliver, and the mr�tion prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays . None Absent: Dyer AA70URI�lT There being no further business, a motion to adjourn was made by Council Member Oliver. The mption, seconded by Council Nl�mber Brekken, prevailed by the follawing vote: 08/30/83 Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays .
