Cit Secreta y �clo � STATE OF TEXAS COUNTY OF TARRANr CITY OF GRAPEVINE The City Council and Planning & Zoning Co�nnission of the City of Grapevine, Texas met in Special Joint Workshop Session on this the 30th day of Navember, 1983 at 7:30 p.m, in the Council Chambers, 413 Main Street, with the follawing � members of the City Council present to�wit: William D. Hancock City Manager Bill Eisen Assistant City Manager '"�� John F. Boyle, Jr. City Attorney Karen Spann City Secretaty � CALL TO ORDER The meeting was called to order by Mayor Tate. INVOCATION Mayor Pro Tem Ware delivered the Invocation. PROC,EDURE AND INI'RODUCTIONS Mayor Tate then outlined the procedure for the evening, and called on City Manager J�m Hancock to make the introductions. Mr. Hancock noted the City had recently engaged the services of professional consultants to assist in the implementation of the Master Plan. He then introduced Mr. Tony Wiles, Planner, and Mr. Marlin Smith, Attorney. WORKSHOP Mr. Tony Wiles addressed the Council and Co�ssion, outlining his long-term and short-tenn policy rec�ndations. Said rec�ndations included revising the Master Plan to mpre define the City's policies, conducting a detailed '""�'' traffic analysis, and designating the maximtun density allawed in each zoning category. He also reviewed the present zoning classifications and noted his recoa�nendations for additional categories and revision of the zoning � ordinance. RECESS AND RECONVE[� Mayor Tate then advised those present that the City Council and Planning & Zoning Conmission would recess briefly before continuing their deliberations. The City Council and Planning & Zoning Canmission reconvened mr�mentarily. All mFmbers were present, with the exception of Cammission Member Gerald Norntian. 11/30/83 WORKSHOP Mayor Tate then gave a brief stmanaYy of the rec�ndations presented by Mr. ' Wiles. Discussion followed, with the Planning & Zoning Conmission and City Council making numerous inquiries of Mr. Wiles relative to his suggested revisions and procedures. Mayor Tate then made reference to three controversial zoning applications, which were initially considered at the November 15, 1983 meeting: (1) Z83-47 submitted. by Mr. Ron Haynes, which involved approximately 52 acres located on �� the west side of Dove Loop Road and north of the Marina Del Rey Apartrr�ents; (2) Z83-49 submitted by R & R Construction, represented by Mr. Ran Hol.man, which involved 8.26 acres of land located on the east side of Park Boulevard ,�;� between Redwood Trail and Brookside Drive; and (3) Z83-50 sukxnitted by Mr. John Ball, which involved. a 212-acre tract located west of Highway 121 South between Mustang Drive and Timberline Drive. Mr. Wiles affirnied that he had been informed of these rezoning applications and had reviewed tw� of them. It was his opinion that both Z83-47 (Haynes) and Z83-50 (Ball) were in com�liance with the existing Master Plan, and he noted the basis for this decision. Mr. Marlin Smith then addressed the Council and Com�ission concerning the memorandiun draft of praposed policy on vested rights. Follawing a brief ' period of questioning by the City Council, which generally concerned the judicial role of the Board of Zoning Adjustrrents, Mr. S�nith was directed to , prepare a fina.l document on vested rights policy for Council consideration. �', It was the general consensus of those present that Mr. Zbny Wiles w�uld use ' ' the input received from the City Council and Planning & Zoning Commission relative to his rec�ndations to prepare a draft proposal of recoam�nded zoning ordinance revisions and a map delineating recoimiended zoning districts. ADJOURrIl�TT There being no further co�nts to be made, a motion to adjourn was made by Conm.issioner Tcgn Pawers. The m�tion was seconded by Canmission Nlember Shane � Wilbanks and prevailed by the following vote: Ayes . Spencer, Cook, Joyce, Paaers, Wilbanks, & Atkins �� Nays . None Ab sent: Nortnan A motion to adjourn the meeting was also offered by Council Nlember Charles Dunn. Council Member Jim Glynn seconded the mr�tion, which prevailed by the ensuing vote: Ayes: Tate, Ware, Oliver, Dunn, Brekken, Dyer, & Glynn Nays: None PASSID AND APPROVID BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the ��,� day of �Q,01,�„���+v, 1983.
