INVOCATION The Invocation was delivered by Council Nle�r Larry Oliver. CONSIDERATION OF � MINUTES `�'`'` The next order of business was for the City Council to consider the minutes of � January 11 and 18, 1983. �,,� The City Secretary reported that one amenc�nent needed to be made to the minutes of January 18. She advised that on Page 6, the first sentence of the second paragraph of the item relating to Texas Pawer and Light Company should be amended to read as follaws: "Assistant City Manager Bill Eisen advised the Council that it was the opinion of the City Staff that the Council should decline to conduct a hearing on the r,ia.tter based on the fact that the custarier's allegations were that Texas Pawer and Light Co�any violated rules established by the Public Utilities C�Lission." There being no further corrections, Mayor Pro Tem Ware made a motion to approve the minutes as amended. The motion was seconded by Council �r Brekken and prevailed by the following vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None WATER LINE CONTRACT, H. C. B. ADDITION AND PAVESTONE Il�iDUSTRTAT, The next order of business was for the City Council to consider awarding the contract for construction of a twelve-inch water line to service the H. C. B. .�,> Addition and Pavestone Industrial. Public Works Director Jim Baddaker outlined the scope of the project and ad�ised that the follawing bids had been received: �,� Circle C Construction P. 0. Box 40328 Fort Worth, Texas 76140 $53,300.00 Caren Construction 1524 Lark Spur Arlington, Texas 76013 $49,064.00 Wright Construction Company 604 West Wall Grapevine, Texas 76051 $50,451.00 02/O1/83 �Ir. Baddaker then advised that it was the reco�ndation of the City Staff that the bid be awarded to Caren Construction on their law bid of $49,064.00. Follawing a short discussion, Council Member Dunn made a motion to accept the ' rec�ndation of the City Staff and award the bid to Caren Construction in the amount of $49,064. The m�tion was seconded by Council b�r Shafer and prevailed by the following vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None �• ARTS F'UNDING APPLICATION, GRAPEVINE-COLLEYVILLE I. S. D. �,a...R The next order of business was for the City Council to consider an application relative to arts funding. It was reported by Assistant City Manager Bill Eisen that an application had been received. fran Grapevine-Colleyville Independent School District for $1,000 in support of the Spring Arts Festival, which would feature the school's orchestra, choirs, and bands. Council M�mber Dyer, Chairman of the Arts Conmittee, reported that the Conunittee unanimously recc�unended approval of the application. There being little discussion, Council Member Dunn made a motion to accept the recommendation and approve the application in the amount of $1,000. The ' motion was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None MUI'�JAL AID FIRE AGREII�7T, GRAPEVINE/COPP�,r, The next order of business was for the City Council to consider a mutual aid fire agreement with the City of Coppell. �'� � :x Assistant City Manager Bill Eisen reported that the mutual fire aid agreemerit ��..� with the City of Coppell was being considered as a result of the large amount of industrial construction in the northeast portion of the City. He added that the contract would provide a formal agreement by both cities to assist the other in the event of an emergency. It was then reported that it was the recommendation of the City Staff that the agreement be approved. There being little discussion, Council Member Oliver made a motion that the reco�ndation of the City Staff be accepted and the contract be approved. The motion was seconded by Council D�mber Shafer and prevailed by the follaaing vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None RESOLUTION, NARC(7I'ICS INVESTIGATION GRANI' APFLICATION The next order of business was for the City Council to consider a resolution authorizing the City Staff to apply for a Texas Criminal Justice Grant relative to narcotics investigation. Assistant City Manager Bill Eisen advised that the Police Departznent was requesting that the City of Grapevine/City of Bedford joint narcotics ""�'� investigation grant approved during the last two years be applied for again. He further advised that if the grant was approved, the State of Texas w�ould provide 600 of the funding for the coming year. �, The City Secretary then read the caption of the proposed resolution. There being little discussion, Council Member Brekken made a motion that the resolution be adopted. The motion was seconded by Council I��mber Dyer and prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None 02/O1/83 RESOLUTION NO. 83-05 A RESOLUTION AUTfiORIZING THE POLICE CHIEFS OF THE CITY OF GRAPEVINE AND Tf� CITY OF BIDFORD TO SUBMIT A GRAN'L' APPLICATION TO THE TEXAS CRIMINAL JUSTICE COUNCIL FOR A NARCOTICS GRANT ,�.-> TRA��'IC CONTROL ORDINANCE The next order of business was for the City Council to consider an ordinance � relating to traffic control. Public Works Director Jim Baddaker advised that stop signs needed to be erected in The Woods Addition, Russwood Addition, Courtney Square, High Country Estates, Wildwood Terrace, and Countryside Estates. He then informed the Council of the location of the proposed signs. The City Secretary read the caption of the proposed ordinance. There being little discussion, Mayor Pro Tem 6�are made a motion that the ordinance be adopted.
