AN EFFECTIVE DATE �«,.� BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . That Chapter 18 of the Grapevine Code of Ordinances is hereby amended by amending Section 18-142 (c) to read as follows: " (c) Individual increases within a range may be granted as specified in the compensation plan upon the recommendation of the department or division head in fulfillment of other requirements as outlined in the performance evaluation plan. Increases of this nature are called merit increases and are based on careful consideration and evaluation of the ability and performance of the employee. Subsequently, merit increases are normally given at the completion of one (1) year of continuous service, but they may be given special consideration at other times. For those employees, except designated police officers and firefighters, whose annual review � comes less than a twelve (12) month period, their merit pay will be computed on a pro rata basis. If any section, article, p g P � clause, phrase or word in this ordinance, or application thereto any person or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 3. The fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace, and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
