CITIZEN COMMENTS
1. Any person who is not scheduled on the agenda may address the Board under
Citizen Comments by completing a Citizen Appearance Request form with the City
Secretary. In accordance with the Texas Open Meetings Act, the Board is restricted
in discussing or taking action during Citizen Comments.
NEW BUSINESS
2. Consider a resolution approving the City of Grapevine Crime Control and
Prevention District Fiscal Year 2014-2015 Budget and take any necessary action.
3. Consider the minutes of the September 2, 2014 Board meeting and take any
necessary action.

The Crime Control and Prevention District Board of the City of Grapevine, Texas met on
this the 10th day of September, 2014 in the City Council Chambers, Second Floor, 200
South Main Street, with the following Board members present to -wit:

CALL TO ORDER
Presiding Officer Tate called the meeting to order at 11:37 a.m.
ITEM 1. CITIZEN COMMENTS
There were no Citizen Comments submitted.
ITEM 2. RESOLUTION, APPROVE CRIME CONTROL AND PREVENTION
DISTRICT FISCAL YEAR 2014-2015 BUDGET
Administrative Services Director John McGrane requested approval of a resolution
approving the Grapevine Crime Control and Prevention District Fiscal Year 2014-2015
budget. The Board adopted the same fiscal year as the City and is required to adopt a
budget for the new fiscal year prior to October 1, 2014. The FY2015 budget proposal
includes a 3% merit increase for general employees and a 5% step increase for public
safety employees. Revenues from the one-half cent sales tax, commercial vehicle
enforcement and interest income are projected at $13,116,290; a $700,000 transfer will be
made from the General Fund due to lost sales tax revenue; with total revenue and
expenditures projected at $13,816,290.

After approval by the Board, the budget will be included in the City Council's annual budget
for Fiscal Year 2015.
Board Member Coy, seconded by Board Member O'Dell, offered a motion to approve the
resolution adopting the Crime Control and Prevention District Fiscal Year 2014-2015
budget. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Lease, Coy & O'Dell
Nays: None
Absent: Freed
RESOLUTION NO. CCPD 2014-01
A RESOLUTION OF THE BOARD OF THE CITY OF
GRAPEVINE CRIME CONTROL AND PREVENTION
DISTRICT BOARD ADOPTING AND PROPOSING A
BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
2014 AND ENDING SEPTEMBER 30,2015; AND PROVIDING
AN EFFECTIVE DATE
ITEM 3. CONSIDERATION OF MINUTES
City Secretary Brown recommended approval of the minutes of the September 2, 2014
Crime Control and Prevention District Board meeting as published.
Board Member Spencer, seconded by Board Member Lease, offered a motion to approve
the minutes as recommended. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Lease, Coy & O'Dell
Nays: None
Absent: Freed
ADJOURNMENT
Board Member O'Dell, seconded by Board Member Coy, offered a motion to adjourn the
meeting at 11:40 a.m. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Lease, Coy & O'Dell
Nays: None
Absent: Freed
