Central Syste*n Treatnt Plant in Grand Prairie. We do notanticipate any changes to T.R.A. facilities due to this annexation. The charges frcm T.R.A. for wastewater treated fran this annexation area would e offset by custcr fees collected by the City. The Wastewater Collection Systesn Master Plan calls for an extension of a 10-inch main from South of Mustang Drive across State Highway 26 to serve this annetion area and the Southern portion of Grapevine Industrial Park which is presently undeveloped, if this line is installed at - sufficient depth the entire site could be sewered by a gravity flaa system. The estimated cost of this line extension as presented in the report is approYimately $283,912,00 including Egineering fees. There is an alternative that culd require less capital expense initially. This would be to install a lift station in the vicinity of the Railroad tracks and p the wastewater to an 8-inch main located in the present Grapevine Industrial Park and treat it at the Grapevine Peach Street Sewer Plant. This will increase the operations and maintenance cost ecause the wastewater frctn this area uld have to be purped twice before reaching the sewer plant, and lift stations are maintained on a daily basis. Parallel lines eventually would have to be nuz in the areas between Wall and Northwest Highway in the vicinity of Aorthwest Plaza and a short section between the Manor aks Subdivision and Dove Road. This alternative is not recnended. The recnded alternative vill be eligible for Capital Recovery Fee Fnding once the Master Plan is adcpted by Ordinance and the fee stncture adjusted for t:e facilities reccnded in the report. I would anticipate a developer-city refunding contract as outlined in the present Capital Recovery Fee Ordinance whereby the developer •_ initially installs the line ard the City reiraburses the develcper fram Capital Recovery Fees as they beccme available. ;:. The Industrial type wastewater discharges will e regulated by the City Industrial Waste Ordinance, which will reGuire T.R.A, and City approval of discharge permits. A portion of the triangular section under tY:e City of Southlake's cor.trol could physicallv be cerved bv this line. There is a small portion of the tract in the Southeast corner which has frontage on the Railroad and is imediately ''""" adjacent to State Highway 26. A road could be extended through the triangular section under Southlake ccntrol. ,; Present Railroad guidelines require 1/4 mile spacing bets, een crossings. There have been discussions about e.Ytending Industrial Blcd. South to State Highway 26. If this is accclished, then the proposed Heritage Ave, intersection with State Highway 26 uld be a very logical extension across the triangular section of property to the anne.ation area. The City of Southlake is currently revising tY:eir Thoroughfare Plan to reflect this extension. General circulation would be greatly improved if a connecticn to the proposed Heritage Ave. frcin Industrial Blvd, wre made. entually the Heritage Ave. connection woul be signalized. The Industrial Blvd. extension to State Highway 26 prcbably would not be signalized due to its proximity to the State Highway 26 and State Highway 11 interchar.ge.
