ORDINANCE NO. 81-14 AN ORDINANCE AMENDING CHAPTER 23, SECTION 63 , OF THE CITY CODE OF THE CITY OF GRAPE- VINE, TEXAS, TO PROHIBIT PARKING IN SPECIFIC DESIGNATED LOCATIONS , PROVIDING A PENALTY, PROVIDING A SEVERABILITY CLAUSE; REPEALING CONFLICTING ORDINANCES AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS : Section l. That Chapter 23 , Section 63 of the City Code of the City of Grapevine, Texas is hereby amended to include the following: Parking shall be prohibited at all times at the following locations: (a) On the north side of West Franklin between Main Street & Barton Street (b) On the west side of Main Street, sixty feet (60 ' ) north and forty feet (40 ' ) south of Main Street ' s intersection with West Franklin Street. The City Manager is hereby instructed to have signs erected to indicate same. Section II. Any person violating or failing to comply with any provisions of this ordinance shall be fined upon conviction, not less than ONE DOLLAR ($1. 00) nor more than TWO HUNDRED DOL- LARS ($200. 00) and each day any violation of non-compliance co�- tinues shall constitute a separate offense. Section III. It is hereby declared to be the intention of the City Council of the City of Grapevine, Texas , that the sections , paragraphs, sentences , clauses , and phrases of this ordinance are severable and any phrase, clause, sentence , para- graph, or section hereof should be declared unconstitutional, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses , sentences , paragraphs , or sec- tions of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional invalid phrase, clause, sentence, paragraph or section. Section IV. Al1 ordinances and parts of ordinances in confliction herewith are hereby repealed. Section V. The fact that the present ordinances and regulations of the City of Grapevine are inadequate to protect its citizens within the corporate limits of the City of Grape- vine, creates an emergency for the immediate preservation of the public business , property, health, safety and general wel- ( fare of the public which requires that this ordir_ance shall i become effective from and after its passage as provided by the Charter of the City of Grapevine and it is accordingly so ordained. r .
